Attachment 9

FEMA Facility Access Directive

I. Purpose

To establish policy for entering and exiting FEMA facilities.

II. Scope

A. The provisions of this Directive apply to anyone entering or exiting a FEMA-controlled facility or area.

B. This Directive is not applicable to classified areas.

III. Policy and Procedures

A. Per the requirements of Homeland Security Presidential Directive 12 (HSPD-12), all FEMA facilities will grant unescorted access on the basis of a secure and reliable form of identification that can be authenticated electronically.

B. All individuals entering FEMA facilities must be properly identified and in possession of a recognized and accepted identity credential or access badge.

C. While inside FEMA facilities, individuals must at all times conspicuously display their identity credential/access badge between their neck and waist.

D. Individuals must wear their Personal Identify Verification (PIV) Cards in an electromagnetically opaque sleeve.

E. Individuals must secure their FEMA identity credential or access badge from view upon exiting the facility.

F. Facilities without an electronic Physical Access Control System (PACS) may use other physical access control measures that have been approved, in writing, by the Chief Security Officer.

G. At disaster facilities, certain standard access controls may be modified, where necessary, to support/accommodate compelling operational disaster requirements.

Regional Security Officers may approve such deviations for up to thirty days.

Extensions beyond thirty days must be approved by the Chief Security Officer.

H. All visitors and guests will be screened to determine if they meet eligibility requirements for access into FEMA space.

I. All visitors and guests must be sponsored by an approved FEMA sponsor before they are granted access to a FEMA facility.

FACILITY ACCESS

DIRECTIVE 121-3

J. All visitors must be escorted by an Approved FEMA Escort while inside FEMA-controlled space. Guests will be granted unescorted access to FEMA-controlled space after they are sponsored for access.

K. Large group visits must be prearranged with the Facility Security Officer at least two days prior to the planned visit. The Facility Security Officer has the authority to waive the two day suspense period under extenuating circumstances.

L. Facility access requirements may change with little or no notice based on changes to the prevailing threat situation.

M. Law enforcement officials may retain custody of their firearms while visiting FEMA in the performance of their official duties upon proper display of verifiable law enforcement credentials and approval from the Office of the Chief Security Officer.

Law enforcement officers possessing jurisdiction within FEMA-controlled space who are responding to a call for service or conducting investigations will be allowed armed access without prior approval of the OCSO.

N. Law enforcement and court officials visiting FEMA for the purpose of serving court papers will be escorted to and from the Office of Chief Counsel.

O. Any materiel delivery to a FEMA facility will be made at the designated receiving location unless an alternate receiving location is authorized by the Facility Security Officer.

P. The Office of the Chief Security Officer must pre-approve any access to FEMA space by foreign nationals. The foreign national-sponsoring program office must submit a request for such authorization to the Office of the Chief Security Officer at least 30 days in advance of the proposed visit date.

Q. Program offices with additional access control measures (e.g. card readers, locks, etc.)

for their office space are responsible for approving individual access requests.

R. Members of the media must be escorted at all times while inside FEMA-controlled space. The Office of External Affairs will be responsible for providing or coordinating necessary escorts. All media captured during the visit, including video and photographs, is subject to screening.

S. Individuals must return their FEMA identity credential/access badge and building pass when access is no longer required or authorized, such as resulting from suspension or termination of employment, resignation, or conclusion of a visit.

T. Individuals must surrender their identity credential/access badge to FEMA uniformed security guards and non-uniformed FEMA security officers, upon request.

IV. Responsibilities

A. The Chief Security Officer

are responsible for vouching for the need for a visitor or guest to access FEMA-controlled space and are responsible for ensuring their visitor or guest adheres to all FEMA, DHS, and Federal policies while in FEMA space.

All FEMA personnel (including contract personnel) are responsible for adhering to the requirements of this Directive.

V. Definitions

A. Approved FEMA Escort

B.

: Any individual who represents FEMA as an employee, detailee, or a contractor and thereby has the authority to escort visitors within FEMA space. Foreign Nationals cannot serve as FEMA escorts.

Approved FEMA Sponsor

C.

: Any individual who represents FEMA as an employee, detailee, or a contractor and verifies the need for a guest or visitor to enter FEMA space. Foreign Nationals cannot serve as FEMA sponsors.

Credential

D.

: A form of official identification which attests to the qualifications, competence, or authority of the individual to whom it is assigned.

Disaster Facility

E.

: Any temporary FEMA-controlled facility established to support one or more declared disasters or emergencies (e.g., Joint Field Office, Interim Operating Facility, etc.).

Escorted Access

F.

: A limited form of facility access which requires an individual to be accompanied by an Approved FEMA Escort while inside FEMA-controlled facilities and spaces. This access also requires sponsorship by an approved FEMA sponsor before entering FEMA facilities and spaces.

Facility Access Badge

G.

: A temporary badge that authorizes escorted or unescorted access to FEMA-controlled facilities. Two types of FEMA access badges are used: the Facility Access Card (FAC) and the FEMA Visitor Badge.

Facility Access Card

H.

: A badge issued to an individual who requires access to a FEMA facility, but who does not require or qualify for a PIV Card.

Facility Security Officer

: A representative of the Office of the Chief Security Officer responsible for the implementation and maintenance of physical security measures at a given facility.

: Any permanent or temporary site, building or structure occupied by FEMA personnel and/or equipment.

FEMA Personnel

K.

: All employees (irrespective of hiring status) and contractors of the Federal Emergency Management Agency.

Foreign National

L.

: An individual who is not a citizen of the United States.

Guest

M.

: Individual who is sponsored for physical access to FEMA facilities and has a valid PIV Card or PIV-I credential. Examples of guests include, but are not limited to, other government agency personnel who have a valid PIV Card and representatives from state and local government who have a valid PIV-I credential.

Identity Credential:

N.

An object that authoritatively binds an identity (and optionally, additional attributes) to a token possessed and controlled by a person.

Personal Identity Verification (PIV) Card

O.

: An identity credential, issued to an authorized individual, that contains stored identity credentials (e.g., digital photograph, cryptographic keys, digitized fingerprint representation) that can be electronically authenticated.

Personal Identity Verification Interoperable (PIV-I) Credential

P.

: An identity credential that meets the PIV technical specifications to work with Federal PIV infrastructure elements such as card readers, and is issued in a manner that allows Federal Government agencies to trust the card.

Protective Measures

Q.

: Security measures designed to protect designated information, personnel, systems, components, and equipment against hostile persons, acts, or influences.

Regional Security Officer

: A representative of the Office of the Chief Security Officer responsible for the implementation of security policies and procedures at all facilities in a given region.

Screening

S.

: Access eligibility verification and physical body/baggage scanning.

Examples of screening techniques include, but are not limited to, National Crime Information Center (NCIC) checks, identification checks, and magnetometer and x-ray scans.

Sponsor

T.

: An individual who vouches for the need for a visitor or a guest to access FEMA-controlled space.

Unescorted Access

U.

: The authority for a visitor or guest to operate without an escort within a FEMA-controlled facility.

Visitor

V.

: Individuals who are sponsored for physical access to a FEMA facility, but does not have a PIV Card or PIV-I credential. For individuals with a PIV Card or PIV-I credential, see definition of Guest.

Visitor Badge

: A one-day badge assigned to visitors.
