L.3 PROPOSAL PREPARATION INSTRUCTIONS
B. TECHNICAL PROPOSAL INSTRUCTIONS/CONTENT (VOLUME 1)
Section 2 - Management Plan (Volume 1)
The management plan shall demonstrate the offeror’s ability to direct and control the operation of this requirement both programmatically and on a daily basis in an efficient and effective manner. The management plan shall demonstrate how the offeror will manage risks (including both identifying and mitigating risks) through the management plan. The management plan shall demonstrate how the offeror will successfully and efficiently manage the requirements of the PWS and QASP.
The management plan shall include the offeror’s current organizational chart(s) and lines of authority and supervision pursuant to management of this effort. Corporate management systems shall be described, indicating how this contract will fit into the organization's overall business plan and the extent of corporate support, involvement and oversight.
The management plan shall address schedule controls and other direct cost accounting and tracking. The plan shall include the merits on how any subcontracted work will be managed and integrated to ensure efficient and effective services are provided.
E. PROPOSAL SUBMISSION
Proposal shall be submitted as follows:
Your Original Proposal (Volumes 1 and 2) including all supporting documentation shall be submitted electronically by email (using PDF, MS Word, and/or MS Excel) to James Suerdieck, james.suerdieck@fema.dhs.gov, and Gary Topper, gary.topper@fema.dhs.gov, not later than 4:00 p.m. (Eastern Time) on April 30, 2020. The Government email server has a size limitation of 12 MB per email (including attachments). Multiple emails may be required for proposal submission. Please reference the solicitation (RFP # 70FA2020R00000004) and the number of email submissions in the email subject header. For example, “XYZ Vender Proposal for RFP # 70FA2020R00000004 1 of 3”, for submitting the first of three proposal submission emails. The Government’s email server (Government infrastructure) is the official initial point of entry for receiving responses/proposals to this solicitation. Late proposals, those proposals received into the Government infrastructure after the date and time noted above, will not be accepted. Please contact the Government officials listed above immediately if any technical problems occur during submission of the proposal.
NOTE: For the Technical Proposal, all information included in the 100-page count portion must be submitted as a single PDF document. Any of the documents that are excluded from the 100-page count (resumes, commitment letters, etc.) may be submitted as a document separate from the 100-page limit.
