Done effectively, data exploitation is a powerful weapon. Our adversaries are using data to gain a competitive advantage over our nation and our Navy, to disrupt our operations, and impose risk to our missions. To counter these risks, Military Sealift Command will exploit data.

We shall develop and employ innovative concepts and capabilities through the knowledge and expertise of our workforce to better inform decisions, drive action, and accelerate outcomes essential to warfighting effectiveness.

The National Defense Strategy, the Department of Defense Data Strategy and public law mandate radical change in the manner in which we treat data. Our data is a strategic-asset. It must be harnessed to build a more lethal fighting force, strengthen our alliances, reform performance measures and improve data management across the full spectrum of MSC business and warfighting operations.

To gain and sustain competitive advantage over our adversaries and effectively and efficiently execute mission, I direct the following Data Exploitation lines of effort and actions:

:> Data Governance: Whether at-sea or ashore, the data we produce and use shall be well-defined, readily accessible, accurate, comprehensive, and rapidly ingested into command assessment and analytics processes to increase speed in decision-making and development of warfighting capability/capacity. A command Data Governance Board shall be established to oversee and facilitate this line of effort.

:> Training and Education: The MSC work force is our force multiplier. We shall leverage every opportunity to train and educate our personnel in the importance, use, maintenance and exploitation of data to improve processes, accelerate decision cycle times, and produce positive outcomes for the warfighter.

:) Systems Support: Our networks, business, and command and control systems shall be designed and integrated to facilitate secure, rapid, resilient and reliable capture, storage, and transfer of data across the MSC enterprise. We will employ advanced technologies, like machine learning and artificial intelligence, to augment the efforts of a well-trained work force. The command Business Systems Council shall oversee and drive this line of effort.

:) Resourcing: While competition for resources is keen, we must place the right emphasis on funding the right data related initiatives at the right time. Deriving meaningful and actionable information from our data shall be integral to all future capability and capacity building efforts and resourced to achieve positive outcomes with acceptable levels of risk.

Each ofus has a role to play in the goals stated above. Each of us produce, use, manipulate, store and share data. I direct each of you to do so in a collaborative way that enhances MSC's ability to make repeatable, well-informed decisions faster than our adversaries. This is all about imposing our own pace and timing of operational decisions on adversaries to put them in a perpetual state of defense and to sow doubt in their observations, analyses, and decision-making.

Within sixty days of issuance of this document, Director, Corporate Operations (N9) shall:

:) Develop and promulgate a Data Exploitation Implementation Plan for command execution that mirrors the four lines of effort articulated above.

:) Assign time constrained, measurable tasks to the staff to facilitate implementation.

:) Provide, at a minimum, quarterly updates to command leadership and the staff.

Additionally, N9 shall review and update MSC's Data Exploitation Plan as needed, or annually at a minimum, to reflect changes in higher-level guidance, operating environment, technology, requirements, and priorities.

I look forward to MSC leading the way in data exploitation that informs analyses and decisions, drives action, and accelerates warfighting outcomes!
