Vol 3 2023 In this issue:

MSC N4 Director & Force Supply Officer Note Team, Since the release of our last newsletter, Admiral Lisa Franchetti was sworn in as the 33rd Chief of Naval Operations.

Admiral Franchetti brings a wealth of experience to the position. In her previous capacity, she served as the Vice Chief of Naval Operations. Her official biography can be found here: https://www.navy.mil/Leadership/Flag-Officer- Biographies/BioDisplay/Article/3148210/admiral-lisa-franchetti/

Senator Jack Reed, Chair of the United States Senate Committee on Armed Services, asked Admiral Franchetti about the difficulties associated with maintaining vessels in the U.S. Navy’s inventory and the challenges inherent with operations in the Pacific. Her responses acknowledged the importance of fleet maintenance and logistics sustainment for large scale naval operations: “…logistics has been a key focus area of mine, especially during my time as a fleet commander where we conducted a big war game and we realized that we really needed to conduct an independent war game to get after those contested logistics challenges. So if confirmed, I will continue to focus on better understanding the needs of our fleet to be resupplied, making sure that they can be as resilient as possible to decrease the need for contested logistics to flow. But also making sure that we have the ships and all the different capacities we need to be able to get our warfighters what they need when they need it.” A transcript of Admiral Franchetti’s November 2, 2023 U.S. Senate hearing can be found here: https://www.navy.mil/Press-Office/Testimony/display-testimony/Article/3526404/senate-armed-services-committee-holds-nomination-hearing/.

We highlight Admiral Franchetti’s Senate Committee Armed Services testimony to underscore the importance that logistics plays in national defense. The MSC shipboard Supply teams play a vital role each and every day in making the Navy’s mission happen. Your efforts are essential to sustaining the warfighter!

Much like the 101 Critical Days of Summer, the Fall and Winter seasons come with their own unique safety hazards.

Some activities, such as driving, are even more hazardous due to shifts in the weather and increases in rain and snow.

Other hazards derive from activities that spike during the fall and winter months such as bonfires, holiday gatherings, winter sports and using ladders to clean gutters or string holiday lights.

There were 149 Navy and Marine Corps members who died in off-duty incidents between 1 October and 1 March of Fiscal Years 2019-2023. Of these, 126 were killed in private motor vehicle crashes; 23 died from other types of off-duty incidents such as falls. Understand and minimize risk, even in activities seen as routine. The likelihood you'll end up in the emergency room drops significantly when you pay attention and make good decisions. It only takes a few seconds, one misstep, or a poor decision for you to sustain a life-altering injury or worse, to lose your life or contribute to the loss of another. Practice Operational Risk Management both while at work and when off-duty and make sure you and your loved ones do not become a statistic.

As we prepare to wrap up 2023, we want to take an opportunity and thank you for another successful year. We truly appreciate your dedication and service to our nation. Keep up the great work and don’t hesitate to reach out to the MSC N4 Headquarters team for support. We look forward to hitting the deck-plates running in 2024! Happy Holidays!

UNITED WE SAIL

New Shipboard Supply Assessment Program

Military Sealift Command Logistics Operations (N41) staff is standing up a shipboard assessment program to review various afloat supply functional areas and support providing on-the-spot training along with recommending any additional training for deficiencies found during the actual assessment. One of the afloat supply programs being assessed is Husbanding Service Provider (HSP) program, which is a required assessment per OPNAVINST 4400.11A. Other afloat supply functions that will be assessed for operational effectiveness are: Government Commercial Purchase Card (GCPC), Storeroom Material Management, hazardous material (HAZMAT) storage, and Branch Exchange. These assessments will be conducted at 18-month intervals with a team of one to three assessors. We have currently assessed ten ships this year, with the ships receiving an average supply effectiveness rating of 90%. The assessment program is for the betterment of shipboard personnel and ship operations, as well as informing MSC headquarters staff on the readiness of our ships’ Supply Departments. We look forward to working with everyone in the fleet as we implement this new assessment program. Specific program guidance is forthcoming in a new Quality Management System (QMS) procedure.

Ship’s Branch Exchange Update If you know your ship is going into Reduced Operating Status (ROS) or deactivation, please plan well in advance of closure (6 months) and minimize your inventory.

Emblematic orders will not be processed by the headquarters staff during this timeframe. We understand ships are in different phases or deployment cycles and may need to continue to buy some perishables, but emblematics generally take a while to deliver and are typically high priced items, in addition to being hard to sell once the Branch Exchange is closed. Thank you for your understanding and compliance.

In accordance with OPNAVINST 4400.11A, re-alignment of Husbanding Service Provider (HSP) Contracting Officer Representative (COR) responsibilities to the numbered Fleet staffs was complete as of 1 October 2023. With this re-alignment, MSC ships will receive assistance from the numbered Fleet staff CORs for all port visits that fall under the HSP program. Utilize the standard logistics requirement (LOGREQ) naval message for communicating ship port visit requirements. A HSP COR contact list by numbered Fleet is provided at the end of this Newsletter. Also, the Husbanding Support (HS) Portal provides additional contact information.

Husbanding Service Provider Update

Provisions Shipboard Receipting Process

This article is being published to remind all food service Chief Stewards and Steward Cooks of the importance of accurately receipting your provisions prior to accepting the items in the Food Service Management (FSM) in ShipCLIP.

Recommend carefully reviewing the quantity, unit of issue, receipt price, and extended price in detail to prevent rework through the reversal process.

The Ashore Food Service Team has seen several instances where Chief Stewards and Steward Cooks posted receipts incorrectly and had to employ the reverse receipt process and post it again to correct the issue. When receipts are processed incorrectly, the total dollar value will decrement from the ship’s total subsistence budget (C4 funds) in ShipCLIP and could cause issues with not having enough funding when you are ready to place the next provisions order.

There have been several ships over the past 3 months that have inadvertently “fat fingered” an amount for a specific item received and that amount was decremented from the ships’ C4 subsistence budget. Please see the below instances where these mistakes were very costly and should have been caught and corrected before the final receipting approval process for the provisions order in Food Service Module (FSM) ShipCLIP.

Live Example:

Receipted item = 8920-01-E60-3473 CEREAL, VARIETY, HEALTHY, (K), 60/1.25 - 2.7 OZ CO

Receipt unit price = $706,259.20 Total Receipt Cost = $2,260,279.73

True total Cost = $590.96

MSC is now processing all Financial Transactions and bill payments in the Navy’s Enterprise Resource Planning (N-ERP) system. This means, when a mistake is made receipting items in FSM ShipCLIP, it will flow to the N-ERP system and charge the total amount that is receipted from the ship. Again, this mistake can cost your provisions budget to decrement rapidly and cause rework to reverse and correct the erroneous receipt. Your diligence in ensuring all provisions receipts are posted correctly initially will alleviate this issue.

CASREP & ANORS Requisitions Using the Government

Commercial Purchase Card The latest ShipCLIP version 4.1.3.X and above has the capability to assign Casualty Report (CASREP) “W” series or Anticipated Not Operationally Ready Supply (ANORS) “A” series document numbers for Government Commercial Purchase Card (GCPC) requisitions. This was put in place to address scenarios where “W” or “A” series GCPC requisitions need to be created by the ship.

If the ship had originally created a “W” or “A” series requisition as a Military Standard Requisitioning and Issue Procedures (MILSTRIP), or a non-standard requisition that requires MSC N4 Supply Chain Division (N48) support and N10 contracting action, but then decided to procure the material using the ship’s GCPC, the original CASREP or ANORS requisition must be cancelled. The requisition must then be recreated as a GCPC requisition in ShipCLIP as it must be identified as a GCPC requisition for reconciliation. However, with this change the GCPC requisition can now be assigned a CASREP “W” and ANORS “A” series document number for use in any reporting and tracking requirements by the ship, Priority Material Office, and MSC N48 staff.

Ships with ShipCLIP version 4.1.2.X and lower, do not have the capability to assign “W” or “A” series document numbers for GCPC requisitions. These ships must use an “S” series document number and must also cancel the MILSTRIP or non-standard requisition if created prior to using the GCPC to obtain the material.

Supply Chain Division Updates

Supply Chain Tips on Casualty Reports (CASREP)

To assist the MSC N48 CASREP Team in tracking and expediting your CASREP requisitions, please be sure to copy the CASREP Team on all e-mail messages to the Priority Material Office (PMO), including CASREP requisitions procured with the Government Commercial Purchase Card (GCPC). Their e-mail addresses are:

james.m.shoemake4.civ@us.navy.mil juan.e.acevedo3.civ@us.navy.mil luzviminda.p.mojica.civ@us.navy.mil

It is essential and highly recommended that all ships have access to both One Touch Support (OTS) and PMO's Priority Requisition Information Management Enterprise (PRIME) system and sign up for their report. This allows you to follow and track CASREP requisitions with the latest status. For any ships that do not have access to OTS or the PRIME Report, please reach out to the MSC N48 CASREP Team for assistance.

This Team will provide the necessary System Authorization Access Request (SAAR) form to obtain access to both systems.

Supply Officers and Chief Engineers, please communicate with your Port Engineer prior to submitting parts requests for CASREPs to ensure duplicate parts are not ordered. We have noticed a trend in duplicate parts being ordered via Service Orders and the PMO/CASREP Desk.

IMPORTANT - When submitting a CASREP message, always enter the required information in both the 1PARTS (item name/part number) and 1STRIP (requisition number) section of the message. This is essential for both the MSC N48 CASREP Team and PMO CASREP Desk to ensure the correct material is being ordered and tracked.

As noted that requisition information for parts ordered using the Government Commercial Purchas Card must be included in the initial CASREP or CASREP update messages and provided to PMO and the MSC N48 CASREP Team.

FY 24 Physical Inventory and Training Acknowledgement

The N48 Financial Improvement and Audit Readiness (FIAR) Team sent emails out to all MSC ships regarding the mandate on Physical Inventory for FY 2024. The email included the 2024 Physical Inventory Reporting Guidance (Joint Memo) and the requirement for training acknowledgement.

While the Physical Inventory may take a bit of time and some work, the training acknowledgement is simple and can be easily accomplished. So please complete the Physical Inventory Training and provide us the Training Acknowledgement sheet as soon as possible.

It is also recommended to remain proactive in performing your inventories for items $1K and above so as to remain on top of and meet the deadline per the Reporting Guidance. The sooner this FY 2024 tasker is completed, the better you all are able to stay above board in driving your demanding supply department role.

Combat Logistics Force & Global Stock Control Updates

Receiving NWCF Material with no Documentation

All Navy Working Capital Fund (NWCF) material received from a Defense Logistics Agency (DLA) Distribution Depots (DD) should have a DD Form 1348-1A when received.

If you come across material with missing receipt documentation (DD Form 1348-1A), it is important to bring this to the attention of DLA, MSC Area Command Combat Logistics Office, and COMSC N46 Global Stock Control (GSC), to address and improve this ongoing challenge.

If you receive material with labels or documentation that is unreadable or missing, please email the relevant DLA DD directly to address the problem and copy the relevant MSC CLO, Fleet Logistics Center Logistics Support Representative (LSR) and GSC at: msc_n46@us.navy.mil. Whenever possible, provide photographic evidence that will further assist in our efforts to address this deficiency as we work with DLA to resolve this recurrent problem.

***If receipt documentation is missing, you must create an administrative receipt IAW NAVSUP P-723, chapter 3, paragraph 3.7***

Financial Improvement & Audit Readiness (FIAR) NWCF stock: Key Supporting Documents

And MRC Reports

When completing your weekly and monthly Management Review Control (MRC) reports, IAW NAVSUP P-723, chapter 12 and the MRC Guidebook, Supply Departments must maintain a copy of the Key Supporting Documents (KSDs) used to complete the report. KSDs are receipt documentation, screen shots from ShipCLIP, inventory count sheets, Letters of Designation (LOD), Surveys, and any other documentation that may be applicable.

Priority Designator (PD) & Required Delivery Date (RDD)

Assignment Policy Afloat Commanding Officers, Supply Officers (SUPPO), and Junior Supply Officers (JSOs) please review the recently released PD and RDD assignment message in its entirety. Share this information with supply staff, then retain for future reference.

Summary of PD and RDD utilization policy:

Forward deployed Government Owned Government Operated (GOGO) and Government Owned Commercially Operated ships, deployed GOGO and GOCO ships, and GOGO ships alerted for deployment within 90 days of requisition date shall use only Issue Priority Group (IPG) I and Issue Priority Group (IPG) II for all requisitions to ensure all IPG I and IPG II requirements are air eligible.

GOGO and GOCO ships that do not meet the forward deployed, deployed or scheduled to deploy within 90 days requirement shall continue to use IPG III requisitions to satisfy routine stock replenishment and Direct Turn Over (DTO) requisitions.

Defense logistics agency (DLA) Depots use the RDD to determine whether the material issue will warrant urgent or routine processing and shipment. DLA will downgrade IPG II requisitions without RDDs or with Julian Date RDDs that have passed prior to the shipping mode being assigned. These requisitions will be downgraded to routine processing and/or shipment transportation priority 3 (TP 3) regardless of assigned

PD.

ACTION:

• Discontinue the use of blank/Julian date RDDs on all IPG I and II requisitions.

• Validate and update the Force Activity Designator (F/AD) in ShipCLIP. The RDD can be edited from the MILSTRIP line in ShipCLIP prior to final approval of stock and DTO requisitions.

• Verify the PD and RDD value of all requisitions prior to submission to One Touch Support in accordance with the following:

PD 01 through 03 requisitions. Assign RDD of 999

PD 04 through 08 requisitions. Assign RDD of 777 (Air eligible RDD).
