MSC N41 CM-TSA Analysis and Drilldown Report – Jul 2021

1. Aged Outstanding Requisitions Provided below is a count of requisitions outstanding against MSC ships with FY 2016 and prior. Addressing these requisitions and expediting their completion will translate to a variety of benefits to the individual Command and ultimately to MSC. Proactive MOF maintenance is critical to both supply and maintenance operations.

The benefits of properly managing the MOF include S&E OPTAR savings, decreased requisition lead-time, increased supply and maintenance effectiveness, and increased readiness.

In the analysis, there are three main processes/procedures impacting the majority of the requisitions meeting the analysis criteria:

1. Shipping status with no completed requisition

2. Improper requisition follow-up

3. Incoming status not processed (rejections)

Although the focus of the analysis is for requisitions prior to FY 16, all requisitions are monitored on the individual ship analysis and recommendations.

a) Requisition Count by Ship and Class with Corresponding Counts by Fiscal Year.

b) Requisitions Shipped not Received

ALAN SHEPARD

SPEARHEAD

Requisitions shipped by Commercial Carrier or delivered to MPC and signed: recommend unit spot inventory;

if qty is greater than on hand, do not post GBI, process receipt. If inventory is accurate, follow up with MPC in attempt to locate material. Above requisitions should have receipt processed; if receipt is not on hand, ADM/Dummy receipt should be processed

c) Outstanding Requisitions with Unworked Status (BM/BB/BD) and/or Incorrect Follow-Up

SPEARHEAD

Above requisitions are a sample of various requisitions with only BM status in One Touch Support (OTS). Due to the age of some of these requisitions, it would be necessary to verify with comptrollers if any financial transactions were posted under the document number. If no financial actions were taken, an Internal Cancellation (RX/BQ) is recommended. (call Vernon) IF financial transactions or ship has receipt/material on hand, recommend ship complete requisitions (how) For Current Fiscal year requisitions, a follow up (ATA/1) may be generated and submitted if material is still needed.

d) Unprocessed Status

SPEARHEAD

Above requisitions had some type of Rejection status delivered/provided via OTS but is not reflected in the system as requisition is still reflecting as outstanding. Recommend reprocess rejection status MILSTRIP downloaded from OTS or entered manually. Some of the requisitions were rejected due to item being a controlled substance. Recommend reprocessing incoming status for these requisitions to clear from Outstanding listing.

e) Prior Fiscal Year Credit Card Purchases

ALAN SHEPARD

GCPC purchases should be compared against purchase logs and verified. The material should have receipt posted.

2. Pure Excess Validation of configuration record will be conducted by ships and N44 Logistics Type prior to transfer to other ships or offload ashore.

Ships will request removal of Pure Excess SRI material from respective N44 Logistics Type Desk MSC no less than three months before planned offload.

Pure Excess will be processed for transfer to other MSC ships or offloaded ashore to MSC RRAM, NAVSUP RRAM, DLA Distribution, or DLA Disposition Services.

Contact MSC N41 Logistics Operations Excess Offload Program Lead and respective N44 Logistics Type Desk for further guidance and configuration validation and offload processing.

Recommend ships schedule be considered when reviewing excess material as this would be pertinent to feasibility of material transfer and/or removal. Additionally, a review of excess on order material is critical in order to prevent increase of excess material on hand as well as possibility of recoupment of scarce funds.

3. Net Effectiveness Net effectiveness is a fluctuating indicator usually impacted by ships’ operations. One of the biggest impacts as observed is the large Material Outstanding File (MOF) as the system works on an On Hand or On Order basis.

Any requisitions that are invalid will prevent the system from filling required material and therefore creating multiple NIS demands dragging effectiveness down.

Recommend conducting aggressive Stock MOF maintenance and validation. Examples of possible areas of improvements are reflected in Section 1. Continue to submit allowance change requests (ACRs) as applicable.

Verify NIS conditions.
