ATTACHMENT 6 - SPECIFICATIONS

Consular Area Heating and Ventilation Terminal Boxes Improvements U.S. Embassy Madrid, Spain

28 February 2025

1.0 INTRODUCTION/SUMMARY OF WORK

The Contractor shall provide all labor, equipment and materials to:

• Install motorized damper with ceiling and duct access panels at the return duct connected to DP sensor to maintain 2.6Pa between GWA and PAA. Relocation of return grille (D) maybe required for the damper installation. Provide controls and sequence of operation for motorized damper and DP sensor.

• All spaces served by AHU-2, located in the GWA shall be disconnected from AHU-

2 and connected to the AHU-3.

• Contractor to ensure return air to AHU-3 is accommodated from all spaces.

The construction work will affect Consular Area of the Chancery building, on embassy compound at address: Calle de Serrano, 75, 28006 Madrid, Spain

1.1 WORK REQUIREMENTS

1.1.1 Procurement and installation of VAV terminal boxes and thermostats.

1.1.2 Procurement and installation of return grilles.

1.1.3 Testing and balancing of the system.

1.2 GENERAL REQUIREMENTS

• The Contractor shall provide personnel, equipment, materials, tools and supervision as needed to complete the services to meet the technical requirements in this Statement of Work (SOW). The Contractor shall coordinate with Embassy personnel for access to the compound and the project areas, for the receiving, staging and storage of material, equipment and tools, and to coordinate installation details.

• The Contractor is responsible for safety of its staff and shall comply with all local labor laws, regulations, customs and practices pertaining to labor, safety and similar matters.

The Contractor shall promptly report all accidents resulting in lost time, disabilities, or fatalities during the Project to the Contracting Officer’s Representative (COR). The Contractor shall provide personal protective equipment appropriate for the manner of work undertaken at each stage of the project.

• The Contractor shall be, and remains, liable to the Embassy in accordance with applicable local laws for all damages to the Embassy that may be caused by the Contractor due to negligent performance of any of the services furnished under this SOW. The rights and remedies for the Embassy provided for under this SOW and contract are in addition to any other rights and remedies provided by law.

• Any cost associated with services subcontracted by the Contractor shall be borne by and be the complete responsibility of the Contractor under the fixed price of the Project’s contract.

• Prior to submission of proposals, a site visit for all interested parties will be held for the project site to be evaluated by the contractors and for questions concerning the statement of work to be submitted. All measurements the Contractor deems necessary in order to provide a reasonable quote shall be taken during this site visit.

• The Contractor shall have limited access to or be admitted into any structure beyond the areas designated for the Project, unless otherwise permitted by Embassy staff. While on the project site, the Contractor’s staff shall be escorted by designated Embassy employees at all times.

• The Contractor shall provide sufficient staff to perform the work each day, with additional staff available as alternates. Prior to starting the work, the Contractor shall submit for approval by the Embassy, the names of all staff to be utilized for the duration of the Project, as well as the make, model, color and tag number of all vehicles that will need access into the Embassy compound.

• The Contractor shall provide product literature indicating the levels of hazard (i.e. Material Data Safety Sheets) that are planned for use are to be submitted to Embassy staff for approval within 10 days from contract award.

• Whenever work is in progress or is left unattended that could present hazardous conditions for compound occupants or visitors, the Contractor shall use temporary barriers, warning signs or other safety marking to prevent mishaps.

• The delivery and storing of project materials shall be coordinated with Embassy staff, with the location for storage to be designated by Embassy staff prior to delivery and the start of work.

• At the end of daily activities, collection of materials, tools and equipment shall be completed by the Contractor, with all items securely stored. Removal of collected waste from the embassy compound to designated waste dumpsters shall be completed as necessary to keep a neat and orderly appearance.

• CAD/pdf files of the existing floor plans will be provided to the wining Contractor.

2.0 SCOPE OF SERVICES

The Contractor shall arrange and prepare all the details associated with the installation of the new VAV boxes, ductwork, room thermostat and controls connections. The work involves modification of existing ductwork, duct insulation, leak testing, installation of new ductwork and testing and air balancing.

A project schedule shall be provided by the Contractor prior to the start of work. The schedule shall be based on the number of calendar days from notice to proceed, and should include milestones including, but not limited to, ordering of materials (VAV boxes, AHUs’ sensors and controller, ductwork, control’s wiring and accessories), delivery of materials to site, mobilization of labor and equipment to job site, site activities, completion of site work, new system startup, testing and balancing, and de-mobilization.

The Contractor shall submit demolition and new work design plans and proposed product technical specifications regarding the terminal boxes’ ventilation improvement project to the COR prior to ordering supplies and the start of work.

The scope of services required includes, but is not limited to, the following:

2.2 Disruption of Services

2.2.1 This work will require the temporary shutdown of air-conditioning and ventilation systems to occupied spaces of the Chancery. The Contractor shall provide phasing (duration) plan for the work performed at each floor. The Contractor shall develop and submit for review and acceptance the phasing plan for each area as part of their Accident Prevention Plan minimum 10 days prior starting the work.

2.2.2 All existing furniture and equipment will remain in place and shall be covered and protected during the Construction. If any damages occur it is the Contractor responsibility to repair or replace to return to as found condition.

2.2.3 Remove and store ceiling tiles (and ceiling grid as required). The

Contractor is responsible for the replacement of ceiling tiles and grids that damaged during removal, storage and reinstallation. Replacement ceiling tiles must match existing tile model and size.

2.3 Project Overview

General – The intent of this project is to provide improved variable air flow air-conditioning system for the Chancery.

2.3.1 Project Details – Description of the exiting ventilation and air conditioning system.

Three (3) AHUs provide cooling and ventilation (Outside air) for the building, via terminal boxes located through the floors. %. All AHUs have a VFD on the supply fan.

AHU-1 serves 3rd, 4th, 5th and 7th floors.

AHU-2 serves Ground, 1st 2nd and 6th floors.

AHU-3 serves the Consulate area and basement-financial area only.

There are two return risers (each riser is dedicated to AHU-1 and AHU-2). The return risers have a large return grille in wall at each floor corridor.

AHU-1 and AHU-2 are in 7th floor mechanical rooms. AHU-3 is located on the lower roof above the Consular area.

The terminal boxes (VAV) serving the floors are VAV boxes.

2.3.2 Project Details – New Work – VAV terminal boxes installation

The project will consist of disconnect the Vav boxes for spaces G07, G05 and G03 from AHU and connect to AHU3.

For this action we will need to install 4 new boxes and supply diffuser.

Install new VAV for the entrance areas. The VAV must be 300l/s

Remove VAV serving ACS offices and install 3 new VAVs, connecting VAVs to existing 350mm supply duct.

Remove conduit parallel to ACS windows and replace the 3 conduits diameter 350mm to one 600-500-400-350

Install new vav for the entrance areas disconnecting AHU2

Technical characteristics.

a) All equipment (AHUs, VAV boxes, etc.) shall be shut down in affected work areas prior starting the construction.

b) Contractor shall install protective filters for the AHU supplying the zone of construction. The filters shall match existing size and thickness of the AHU filters. The filters shall be changed prior to AHU startup then every 3, 7, and 30 days respectively after construction completion. Contractor shall provide all filters to accomplish this protection.

c) Remove and store ceiling tile (and ceiling grid as required). The Contractor is responsible for the replacement of ceiling tile and grid damaged during removal, storage and reinstallation. Replacement ceiling tile is to match existing tile size.

d) Replace the existing pneumatic VAV boxes with new digital VAV box (same capacity) and thermostats to allow terminal boxes to operate in heating and cooling mode.

e) VAV boxes shall be provided per specification in Attachment 2.

f) Each new VAV box shall have standalone control provided by wall mounted programable thermostat.

g) New VAV box shall be connected to the new supply ductwork per drawing attached.

h) The existing supply diffusers/grilles manual volume dampers shall be checked and verified that operational. If volume dampers are not operational Contractor to replace.

i) Balance each VAV box and supply diffuser/grilles attached to the existing airflow.

j) VAV box controls:

a. Modulate the air damper to maintain the active airflow setpoint based on thermostat input. The active airflow setpoint is based on the current cooling demand: (1) cooling demand 0% - 40% (adj.) = minimum airflow setpoint. (2) cooling demand 100% = maximum airflow setpoint.

b. Ventilation mode: Whenever parent AHU is in winter mode, the VAV box air damper shall maintain only minimum (40% adj) airflow setpoint only. The controller shall go to ventilation mode through closure of a binary input or via BACnet MSTP communication, both options shall be available at the same time.

k) Reinstall ceiling tile.

l) Damaged supply duct’s insulation shall be repaired to ensure that all supply ducts are insulated with minimum 1.5” (40 mm) foil back fiberglass insulation.

2.3.3 Project Details – New Work – sensors and controls.

a) All equipment (AHUs, VAV boxes, etc.) shall be shut down in affected work areas prior starting the construction.

b) Contractor shall install protective filters for the AHU supplying the zone of construction. The filters shall match existing size and thickness of the AHU filters. The filters shall be changed prior to AHU startup then every 3, 7, and

30 days respectively after construction completion. Contractor shall provide all filters to accomplish this protection.

c) The contractor shall “upgrade” the existing AHU controllers to BACnet controllers to manage designated VAV box controllers. For each respective AHU do the following:

a. All new VAV boxes shall have BACnet controllers.

b. Designated VAV boxes served by that AHU shall have their controller wired to that AHU new BACnet controller via BACnet MSTP communication. The list of designated VAV boxes that are candidate for communication hookup shall be given to the contractor for each

AHU.

c. The AHU new BACnet controller shall manage mode of operations its associated designated VAV boxes controllers via BACnet MSTP communication. (i.e., when AHU is in summer mode its associated VAV boxers shall also be in cooling mode and when AHU is in winter mode its associated designated VAV boxes shall be in ventilation mode.).

d. Also, a set of dry contact binary output at the AHU new BACnet controller shall be programmed to “open” whenever the AHU is in summer mode and “close” when AHU is in winter mode.

e. Any additional software required to configure, modify, and program both the AHU and VAV box controllers shall be provided. Any required Licenses, miscellaneous cables, dongles, converters, hardware keys or other parts required to provide this functionality and connect to the controllers shall also be provided.

The contractor shall reestablish operation of each AHU heating coil.

The AHU shall reset Supply Air Temperature (SAT) setpoint between 12.7oC(adjustable) and 18.3oC(adjustable) whenever Outdoor Air Temperature (OAT) is between 24oC (adjustable) and 18oC (adjustable). AHU shall switch to winter mode whenever 80% (adjustable) of its associated designated VAV boxes are demanding minimum airflow and OAT is below 18oC. At OAT equal to or above 18oC the AHU shall revert to summer mode. Whenever AHU Return Air Humidity (RAH) is greater than 60%(adjustable), the AHU shall revert to SAT setpoint of 12.7oC. When AHU RAH falls below

55%(adjustable), AHU shall return to resetting SAT setpoint based on

OAT.

2.3.4 Project Details – New Work – conduit and dampers

Removal of all return duct to install a bell mount with MD connected top DP sensor.

Install two motorized control dampers connected to 1 differential pressure sensor DP sensor to maintain pressurization between PAA and GWA.

Disconnection supply and return from AHU3 to the basement.

Disconnect return from basement and install bellmount and MD.

Remove and cap the return duct as shown on the attachment New distribution diffuser on waiting room.

Install return supply grills for plenum Install silencers where necessary.

2.3.5 Project Details – General

a) The Contractor must provide all necessary 24V transformers and control wiring circuits for proper VAV boxes operation.

b) Ductwork sizes shown on the drawings are for basis of installation only. The Contractor can modify the ductwork sizes to be suitable for the field installation. The new ductwork sized must match the sq. ft. (sq.mm) duct area shown on the existing drawings.

c) Test and balance the supply, return, grilles and diffusers and ductwork to the existing air flow shown on the drawings.

d) Repair existing ductwork and existing dampers if necessary.

e) All new duct sections and connections with rigid ducting shall be sealed using duct mastic, shall be single-component polyurethane-based, non-sag elastomeric joint sealant.

f) The Contractor shall provide new work as-built drawings for the area affected by the new work. The as-built drawings shall be provided before the project close-out.

CAD files showing the existing floor plans and HVAC work will be provided to the Contractor.

2.4 Notes

• The contractor is responsible for taking their own measurements. No adjustments in price will be authorized due to variations in the measurements, unless the Embassy issues a modification to the contract to include additional work or to eliminate work.

• The Contractor is permitted to deviate from the proposed duct sizes, as long as the proposed duct areas are maintained. Notification of such changes is to be reported to the COR.

• The Contractor shall perform testing and balancing for the supply/return air system for each AHU. A summary report of testing and balancing readings is to be provided to the COR.

• The Contractor shall provide all materials, tools and personnel to execute the work including but not limited to, replacement of acoustical ceiling tiles, gypsum ceiling or wallboard, paint to match existing ceilings and walls, etc.

• The Contractor must abide by US Embassy Madrid security regulations related to the work, including providing names of all staff and tag numbers of all vehicles to enter the embassy compound at least one week prior to the start of work.

• After award of the contract, the Contractor must submit the following to the COR for approval: project schedule, worker identification and vehicle data for embassy access, safety plan, and emergency telephone contact list.

• The Contractor shall provide new work as-built drawings for the areas with work performed. The as-built drawings shall include ductwork layout, sizes and flow; supply /return/exhaust grilles sizes and air flow; equipment technical data and controls.

2.5 Contractor Quality and Safety Control

The Contractor shall implement an effective program of safety, inspections, testing, administration, management, reporting, recordkeeping, and other tasks during construction.

The Contractor's site superintendent shall be responsible for managing the quality and safety control program on site. At a minimum, each worker on site shall have a hard hat, hard toe boots, safety glasses, high visibility vests and gloves.

3.0 PROJECT CLOSEOUT

Upon completion of the work, the Contractor's site superintendent shall review all activities and walk the project area with the COR to ensure that the mbassy is satisfied and all work items are acceptable. If any items are not completed, they shall be noted and provided to the Contractor to be addressed and completed immediately.

The Contractor shall ensure that, upon demobilization, the site is left in a clean and orderly appearance, equal to or better than prior to start of work.
