About this file
This is an asbestos survey report conducted by Atlas Technical Consultants LLC for the Gloria Ford Site in Garden Valley, Idaho, prior to building demolition. The survey was performed on July 19, 2021, and reported on July 26, 2021.
The survey identified asbestos-containing materials (ACM) in four categories: joint compound in drywall throughout the building (2% asbestos, Regulated ACM); surfacing layer on greenboard wall backing in the living room northeast corner (~200 ft², 2% asbestos, Category II non-friable); smooth texture on drywall ceilings in side room, bedroom, hallway, bathroom, and kitchen (~2,200 ft², 2% asbestos, Category II non-friable); and orange peel texture on drywall in the dining room (~800 ft², 2% asbestos, Category II non-friable). All identified asbestos materials contain chrysotile fiber at or near the regulatory limit. The survey notes that wiring was not sampled due to building vacancy and disrepair, and flooring materials could not be assessed due to heavy dirt accumulation. The report emphasizes that asbestos abatement using special removal methods will be required for all identified ACM prior to demolition. A National Emission Standard for Hazardous Air Pollutants (NESHAP) Competent Person should be on-site during demolition to address any previously unidentified suspect materials in accordance with EPA regulations 40 CFR Part 61. Detailed bulk sample analysis results and an ACM location map are included as supporting documentation.

Project: Gloria Ford Site, Garden Valley, Idaho – Asbestos Survey
Ladies and Gentlemen:
Atlas Technical Consultants LLC (ATLAS) has conducted an asbestos survey of the former Gloria Ford Residence, a house near Garden Valley, Idaho, prior to demolition. The analysis results are attached.
At the time of the survey, the buildings were vacant and in a state of disrepair. As a result, wiring was not sampled as part of the survey. Furthermore, much of the flooring materials in the building were covered in a 2 to 4-foot thick layer of dirt, and removing it to assess the flooring was not practical. Our survey identified the following Asbestos Containing Materials (ACM):

1Category of building material as it exists in the building, as installed, and as observed during the inspection. Condition may change depending upon demolition or renovation techniques.
2 Quantities are estimations only and must be verified by the Abatement Contactor.
3 Based on the results being at or near the regulatory limit for abatement, ATLAS recommends point count analysis to aid in quantification.
The United States Environmental Protection Agency’s National Emission Standard for Hazardous Air Pollutants (NESHAP), Asbestos Final Rule currently classifies asbestos under three separate categories; they are as follows:
Category I Non-friable ACM: This category includes all asphalt roofing products and resilient flooring products (floor tile and sheet flooring). In theory, these materials consist mostly of cohesive elements which rarely release significant numbers of asbestos fibers into the air, even when they are damaged. In practice, however, roofing and flooring can become brittle or crumbly with age and be damaged enough by construction equipment to release fibers into the air during removal. At this point, the EPA requires special methods during removal and handling of the materials to protect people against fiber release. If, on a specific renovation or demolition project, there is a chance of fiber release associated with roofing or flooring, we assume that special methods (abatement by

Category II Non-friable ACM: This category includes all other non-friable asbestos containing materials. These materials must always be removed using special abatement methods if they are expected to be disturbed or damaged in any way during renovation or removal activities.
Regulated Asbestos Containing Materials (RACM): All friable asbestos containing materials, including Category I and II materials that have become or will become friable due to renovation or demolition activities. Friable asbestos is defined as any material containing more than one percent asbestos that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
These materials must always be removed using special abatement methods prior to any renovation or demolition activity.
ATLAS was able to perform some limited destructive sampling, which included exposing walls, ceilings, removing floor coverings, etc. However, ATLAS cannot guarantee that hidden ACM is not still present in the building without complete deconstruction of the structure. Additional sampling may be necessary if demolition or renovation activities expose previously unidentified suspect materials. During demolition or renovation activities, a National Emission Standard for Hazardous Air Pollutants (NESHAP) Competent Person should be on site in the event additional ACM is discovered and/or disturbed as outlined in Environmental Protection Agency (EPA) regulations 40 CFR Part 61.
ATLAS is pleased to have this opportunity to serve you and looks forward to a continuing relationship as your environmental consultant. If you have any questions regarding this letter or the attached analysis result please feel free to contact ATLAS at (208) 376-4748.

Sample components are identified using polarized light microscopy (PLM) coupled with dispersion staining methods as determined by visual estimation. Small asbestos fibers may not be detected by PLM due to the resolution limitations of the optical microscope. Detecting asbestos in non-friable organically bound materials is not consistently reliable using PLM analysis. This test report relates only to the items tested in the sample as submitted to the laboratory.
Analysis method: Polarized Light Microscopy (PLM) by EPA/600/R-93/116 with Central Stop Dispersion by NIOSH 9002 American Industrial Hygiene Association (AIHA) Performance Analytical Testing (PAT) Laboratory Number 101571
