About this file
This is a Phase I Environmental Site Assessment (ESA) for the Gloria Ford Property, a 142.15-acre parcel in Boise County, Idaho owned by the U.S. Forest Service. The assessment was conducted in accordance with ASTM Standard Practice E1527-13 and EPA's All Appropriate Inquiry (AAI) standards to identify recognized environmental conditions (RECs) prior to property decommissioning and structure demolition.
The ESA identified two RECs requiring remediation: a partially full 300-gallon heating oil aboveground storage tank (AST) located on the south side of the main house, and three rusting 55-gallon steel drums with potentially hazardous contents in Shed 3 (one marked as lube oil, two unlabeled, with one partially full and two appearing partially full). The assessment also noted a de minimis condition of spilled Chevron Duraplex grease in front of Shed 4 recommended for removal. The property, which has been vacant for at least 20 years, is situated on the north side of the South Fork Payette River and contains five wood-framed structures (a main house approximately 1,680 square feet and four sheds ranging from 250 to 400 square feet). Historical records indicate residential use since at least 1951, with no significant industrial activities or environmental contamination identified. The environmental database search yielded no listings for the property on federal or state contamination registries, and groundwater is presumed to flow southeast toward the river. WCE Inc. recommends removal of the heating oil and profiling and disposal of materials in the drums before structure demolition, along with removal of the spilled grease and associated stained soil.

EXECUTIVE SUMMARY
Water, Civil, and Environmental Inc. (WCE Inc.), on behalf of the U.S. Department of Agricultural Service (USDA) Forest Service (USFS), conducted a Phase I Environmental Site Assessment (ESA) at a property located at Township 8 North, Range 5 East, Section 2 (Lots 9, 12, and 13) and Section 11 (Lots 3 and 6, less the westerly 100 feet of lot 6), Boise County, Idaho hereafter referred to as the “Property.” The Property consists of 142.15 acres of Boise County parcel numbers RP08N05E028350 and RP08N05E112951 and is owned by the USFS.
Historical records indicate that the Property has been undeveloped aside from the residence and surrounding sheds at the western end of the Property since at least the 1950s. The Property ranges in elevation from approximately 3,800 feet above mean sea level (amsl) on the northwestern side to approximately 3,320 feet amsl at the southeastern side (ERS, 2021b; USGS, 2020). Groundwater on the Property is presumed to follow the topography and flow to the southeast.
The National Wetlands Inventory indicates the presence of a 2.89-acre freshwater forested or shrub wetland on the Property. A riverine habitat, the South Fork Payette River (SFPR), is mapped off-property, adjacent to the southeastern side of the Property. Two unnamed ephemeral creeks run into the Property from the north and flow into the SFPR. Hopkins Creek runs through the Property from the north in the westernmost part of the Property next to the buildings on the Property (USFWS, 2020).
The purpose of the Phase I ESA is to identify to the extent feasible and within reason pursuant to the processes prescribed in American Society for Testing and Materials (ASTM) Standard Practice E1527-13 recognized environmental conditions (RECs) in connection with the Property (ASTM, 2013).
WCE Inc. identified two RECs in connection with the Property:
The presence of a partially full heating oil AST. A partially full 300-gallon heating oil AST was located on the south side of the main house.
The presence of three rusting 55-gallon steel drums potentially containing hazardous materials. Five rusting 55-gallon steel drums were observed in the northeast section of Shed 3.
One of the drums was partially full, two appeared to be partially full, and two were empty.
Additionally, a five-gallon container of Chevron Duraplex grease had spilled in front of Shed 4 and a de minimis amount of stained soil was observed on the ground (not an REC).
Potential data gaps may result from the lack of historical information from an individual with on-site experience but considering the residential nature of the Property, they are not expected to be significant.
However, a 1996 landslide covered sections of the Property, particularly the structures, and may have buried potential site features or debris.
Based on the results of this Phase I ESA, WCE Inc. recommends that the heating oil in the 300-gallon AST be removed and the material in the three partially full 55-gallon steel drums be profiled and properly disposed of before the demolition and removal of the structures on the Property. Additionally, while not a REC, it is recommended that the five-gallon container of Chevron Duraplex grease and de minimis amount of stained soil under the spilled grease be removed.
WCE Inc. has performed a Phase I ESA of the Property in conformance with the scope and limitations of ASTM Standard Practice E1527-13. Any exceptions to, or deletions from, this practice are described in Section 10.0 of this report.

1.0 INTRODUCTION
Water, Civil, and Environmental Inc. (WCE Inc.), on behalf of the U.S. Forest Service (USFS), conducted a Phase I Environmental Site Assessment (ESA) at a property located at Township 8 North, Range 5 East, Section 2 (Lots 9, 12, and 13) and Section 11 (Lots 3 and 6, less the westerly 100 feet of lot 6), Boise County, Idaho hereafter referred to as the “Property.” The Property consists of 142.15 acres of Boise County parcel numbers RP08N05E028350 and RP08N05E112951 and is owned by the USFS.
1.1 Purpose
The purpose of the Phase I ESA is to identify to the extent feasible and within reason, pursuant to the processes prescribed in the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments (E1527-13) recognized environmental conditions (RECs) in connection with the Property (ASTM, 2013). The term recognized environmental condition is defined as “the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.” The term is not intended to include de minimis conditions that generally do not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis are not RECs or controlled RECs.
The extent and coverage of this investigation follow ESA standards developed by ASTM as set forth in Standard Practice E1527-13 (ASTM, 2013) and the All Appropriate Inquiry (AAI) standard in Title 40 of the Code of Federal Regulations (CFR), Part 312. The ASTM Standard Practice E1527-13 defines good commercial and customary practice for conducting an ESA of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and petroleum products. As such, this practice is intended to enable a user to satisfy the “innocent landowner” defense to CERCLA liability.
1.2 Scope of Work and Methodology
The scope of work performed is in accordance with the terms and conditions of General Services Administration contract GSA-00F-386GA, contract number 1240LR21P0058, and WCE Inc.’s Revised Proposal to Conduct Environmental Site Investigations dated June 16, 2021. The format and content of this Phase I ESA report of the Property are in general accordance with the U.S. Environmental Protection Agency (EPA) standards for AAI and ASTM Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E1527-13). The scope of work consisted of four main parts: a review of the Property’s history, a review of its regulatory status, Property reconnaissance, and preparation of the final report. The Property’s history was obtained from interviewing knowledgeable Property contacts and examining available historic city directories, U.S. Geological Survey (USGS) topographic maps, and aerial photographs. Sanborn fire insurance maps were not available for the Property. The regulatory review consisted of searching standard federal and state environmental record sources for facilities located within ASTM-specified search distances of the Property. WCE Inc. acquired a custom environmental database search from Environmental Record Search (ERS) of Laguna Hills, California, for the available historic city directories, USGS topographic maps, aerial photographs, and environmental records.
1.3 Significant Assumptions
This Phase I ESA addresses 142.15 acres of land in Boise County parcel numbers RP08N05E028350 and RP08N05E112951. The physical boundaries of the Property were identified by information provided by the USFS and the Idaho Department of Lands land records, as shown in Figures 1 and 2 (IDL, 2021). WCE Inc. assumed reported information provided by state and local government agencies to be accurate. For the purpose of this ESA, Mr. Brett Barry of the USFS Boise National Forest was identified as the key site manager as defined in ASTM Standard Practice E1527-13.
Water, Civil, and Environmental, Inc. Page 2
1.4 Limitations and Exceptions
Information presented in this Phase I ESA was prepared for the sole benefit of the USFS. The information was based on observations made during WCE Inc.’s reconnaissance of the Property, interviews conducted by WCE Inc., historical research, and a review of available public information, and is limited to the matters expressly covered herein, consistent with ASTM Standard E1527-13.
WCE Inc. considers the following outside our scope of services for this Phase I ESA: assessment for radon, lead-based paint, lead in drinking water, asbestos, wetlands, mold, ecological resources, endangered species, or the collection and analysis of air, water, or soil samples.
Reported findings resulting from Property reconnaissance activities are limited to the condition of the Property as of the recorded reconnaissance date of July 19, 2021. At the time of the reconnaissance, WCE Inc. personnel had access to all areas of the Property; however, in 1996 a landslide overtook a portion of the Property, infilling much of the main house, Shed 2, and Shed 4, potentially covering other site features and debris that may have been present.
1.5 Special Terms and Conditions
The extent and coverage of this investigation follow ESA standards developed by ASTM as set forth in Standard Practice E1527-13 (ASTM, 2013) and the AAI standard in Title 40 CFR Part 312. These activities were designed to evaluate the likelihood of environmental contamination associated with, or in close proximity to, the Property and were undertaken to inform the client as to the known environmental history and current environmental status of the Property as far as can be reasonably determined from existing documentation.

4.0 RECORDS REVIEW
The purpose of the records review is to obtain and review records to help identify RECs associated with the Property.
4.1 Environmental Records Review
WCE Inc. obtained a custom regulatory database search report from Environmental Record Search (ERS, 2021a; Appendix 3). The ERS report and WCE Inc.’s additional inquiries are intended to comply with the standard environmental record source search requirements set forth in the AAI Standard (40 CFR 312.26[c]) and ASTM Standard Practice E1527-13. The complete database search report, including a list of the databases searched and the minimum search distances, is provided in Appendix 3.
For the purpose of this ESA, the facilities listed by the ERS report as being located upgradient or adjacent to the Property and that may potentially be of concern are discussed below. The direction of localized groundwater flow at the Property is presumed to be toward the southeast. Therefore, the sites that are of the greatest potential concern are those that have had releases or spills of hazardous substances or petroleum products and are northwest (upgradient) or in close proximity to the Property.
4.1.1 Target Property
The Property was not identified in any databases searched by ERS.
4.1.2 Surrounding Sites
There were no surrounding sites identified upgradient to the Property or within a proximity to the Property that would present an environmental concern. There were no unmapped orphan sites.
4.2 Additional Environmental Record Sources
No additional environmental record sources were obtained.
4.3 Regulatory Interviews
On June 28, 2021, WCE Inc. personnel contacted the Central District Health Department to inquire if there had been any hazardous material incidents or underground storage tanks (USTs) recorded for the Property.
The office stated it had no such records for the Property. WCE Inc. personnel also performed a search for hazardous materials incidents reported on the National Response Center (NRC) home page, which includes all oil and chemical spill non-Privacy Act data reported to the NRC since 1990. No reports of hazardous materials incidents at the Property were found in the past five years (USCG, 2021).
Water, Civil, and Environmental, Inc. Page 5
4.4 Physical Setting
The Property is located on Highway 17, also known as the Banks-Lowman Road, approximately 7.8 miles east of Garden Valley within Boise County, Idaho (Figure 1). The current USGS 7.5-minute topographic map for the Grimes Pass Quadrangle was reviewed to determine the physical setting of the Property. The Property ranges in elevation from approximately 3,800 feet above mean sea level (amsl) on the northern end of the Property to approximately 3,320 feet amsl at the southern end. The majority of the Property slopes downhill to the southeast (ERS, 2021b; USGS, 2020). Groundwater on the Property is presumed to follow the topography and flow to the southeast.
The National Wetlands Inventory indicates the presence of a 2.89-acre freshwater forested/shrub wetland on the southern edge of the Property. The southern border of the Property is defined by the SFPR. Two unnamed ephemeral creeks are shown to flow into the Property from the northwest, draining into the river.
Hopkins Creek runs into the SFPR west of the buildings. (USFWS, 2021). Danskin Creek was shown as running through the Property until 1989 topographical maps.
The Property is located in the Middle Snake-Boise water basin, in the Danskin Creek-South Fork Payette River watershed (USEPA, 2021). The ecoregion is categorized as hot dry canyonland and southern forested mountains (McGrath et al., 2002). The soil types on the Property vary along a gradient from the river on the south side of the Property, to the hills on the north side. Along the river, the soil is categorized as level two above stream terrace deposits. These are late Pleistocene deposits of moderately to well-sorted sandy cobble gravel, coarse sand, and sandy pebble gravel deposited on stream-cut bedrock benches. Further inland from the river, the soil type is Holocene and Pleistocene alluvial fan deposits. These are poorly sorted to unsorted sandy pebble and cobble gravel, sandy to cobbly boulder gravel. The hills are composed of biotite granodiorite and granite (Kiilsgaard, Stanford, & Lewis, 2006).
According to the ERS database report, there are no USGS-registered water wells located on or within a mile of the Property. However, according to the Idaho Department of Water Resources (IDWR), there are three domestic wells within the area. One is located 0.2 miles uphill from the Property on the same side of the SFPR (Figure 2), two are located 0.6 and 0.3 miles east and south across the river (IDWR, 2021).
5.0 HISTORICAL USE INFORMATION
5.1 Interviews
On July 19, 2021, WCE Inc. personnel interviewed Mr. Brett Barry, the Contracting Officer’s Representative from the USFS and the key site manager for information regarding current and past uses of the Property However, Mr. Barry had no specific knowledge of past activities at the Property, only that a landslide occurred on the Property in 1996. No individual with on-site experience could be identified.
5.2 Historical Aerial Photograph Review
Historical aerial photographs taken in 1954, 1971, 1983, 1998, 2009, and 2017 displaying the Property and the adjoining lands were obtained from ERS (ERS, 2021b). The following aerial photographs were reviewed and interpreted for past property and vicinity use information:

A road runs behind the buildings, from southwest to northeast (the current Highway 17 is not present). A small group of buildings appears on the property adjacent to the south. A creek runs through the Property from the northeast. No other development appears in the surrounding areas.
1971: A few undeveloped roads branching off from the main road are visible across the Property, and in the adjacent property to the south. A couple of buildings are present directly across the river.
Water, Civil, and Environmental, Inc. Page 6
1983: The Property appears unchanged from 1971. The area across the river has been developed with more roads and buildings.
1998: Danskin Creek no longer runs through the Property. The road (Highway 17) now runs in front of the buildings on the Property.
2009: There are no significant changes observed on the Property or surrounding areas.
2017: There are no significant changes observed on the Property or surrounding areas. The Property appears similar to current conditions.
Copies of the aerial photographs are provided in Appendix 4.
5.3 Archival Topographic Map Review
Archival USGS topographic maps dated 1961, 1975, 1989, and 2017 displaying the Property and adjoining land were obtained from ERS (ERS, 2021b). The following topographic maps were reviewed and interpreted for past Property and vicinity use information:
1961 (Garden Valley Quad, scale 1:62,500): A building appears on the southwestern edge of the boundary; Hopkins Creek runs next to it on the southwest side. An improved road runs from southwest to northeast behind the building. Danskin Creek is shown to run from the north through the Property, parallel to the SFPR. There are three structures across the river and one south of the Property. The surrounding areas are largely undeveloped.
1975 (Garden Valley Quad, scale 1:62,500): No significant changes are observed from the 1961 topographic map.
1989 (Grimes Pass Quad, scale 1:24,000): The section of Danskin Creek on the Property is no longer present. More structures are visible across the river and to the south of the Property.
2017 (Grimes Pass Quad, scale 1:24,000): The 2017 map does not depict buildings. The highway has been redirected to the south of the buildings.
Copies of the archival topographic maps are provided in Appendix 4.
5.4 City Directory Review
No city directory coverage was found for the Property and surrounding area. A copy of the ERS no coverage report for historic city directories is provided in Appendix 5 (ERS, 2021c).
5.5 Sanborn Map Review
Sanborn maps were compiled by the Sanborn Fire Insurance Company to assist in underwriting properties from the late 1800s to the mid-1900s. For certain time intervals, the maps show details of buildings, improvements, and other land uses. A search for available Sanborn fire insurance maps was conducted, but ERS was unable to locate any for the Property. A copy of the ERS-certified Sanborn map report is provided in Appendix 6 (ERS, 2021d).
5.6 Previous Environmental Reports
WCE Inc. was unable to find any previous environmental reports on the Property.
Water, Civil, and Environmental, Inc. Page 7
5.7 Historical Information on the Property
According to reviews of historic records, aerial photographs, and topographic maps, the Property has been largely undeveloped, with only residential buildings on the western end since the 1950s. Danskin Creek is shown to run through the Property until no longer present in the 1989 topographical map. Mr. Barry was interviewed for information regarding current and past uses of the Property, however, he had no specific knowledge of past activities at the Property other than the 1996 landslide. It is believed that the Property has been vacant for at least 20 years. No individual with on-site experience could be identified.
5.8 Historical Information on the Adjoining Parcels
The property to the south appears to have been residential since at least the 1950s. The area across the river was developed as a residential area between 1954 and 1971.
6.0 SITE RECONNAISSANCE
The purpose of site reconnaissance is to obtain information indicating the likelihood of identifying RECs in connection with the Property.
6.1 Methodology and Limiting Conditions
On July 19, 2021, Mr. Rob Roberts and Ms. India Southern of WCE Inc. conducted a Site reconnaissance visit. The reconnaissance focused on evidence of contamination by hazardous substances (stains, odors, etc.), the presence of aboveground storage tanks (ASTs) or visual indication of underground storage tanks (USTs), and the presence of transformers and other electrical equipment potentially containing polychlorinated biphenyls (PCBs). The reconnaissance covered all areas of the Property; however, a 1996 landslide overtook a portion of the structures on the Property, infilling much of the main house, Shed 2, and Shed 4, and potentially covering other site features and debris that may have been present. All other areas of the Property were accessible at the time of the inspection, and there were no visual or physical obstructions to the Property. During the reconnaissance visit, adjacent parcels were also visually evaluated for their potential environmental impact on the Property. The following summarizes the findings of the reconnaissance visit. A copy of the Property reconnaissance form is provided in Appendix 6, and locations of features identified during reconnaissance activities are illustrated in Figures 2 and 3. Photographs displaying the Property features identified during reconnaissance and discussed below are provided in Appendix 7.
6.2 Property Description
The Property encompasses 142.15 acres owned by the USFS (Figure 2). The Property is mostly an open landscape, with the main house and sheds located at the western end of the Property (Figures 2 and 3).
Highway 17 and powerlines run through the center of the Property. A group of utility boxes for fiber optic internet, telephone, and power services are present on the Property immediately south of Highway 17 (Figure 2). Two stormwater culverts running beneath Highway 17 were also present; both discharged below the south side of the highway.
6.3 Observations
6.3.1 Hazardous Substances and Petroleum Products
The Property was visually inspected for the presence of hazardous substances and petroleum products used or stored on-site and for evidence of hazardous waste storage and disposal. Hazardous substances and petroleum products observed on the Property were limited to the main house, Shed 2, and Shed 3.
The types, approximate quantities, and storage conditions of the hazardous substances and petroleum products observed on the Property are described in Table 2 below. It should be noted that this list is not
Water, Civil, and Environmental, Inc. Page 8 exhaustive and should be used for estimating purposes only. The containers were in good condition, with no signs of rust or staining, unless otherwise noted.
Table 2. Hazardous Substances and Petroleum Products Observed During Site Reconnaissance.
Main House Heating oil above ground storage tank (1, 300-gallon tank, partially full)
All-purpose enamel (3, 1-quart, rusting containers, full) Enamel paint (1, 1-gallon rusting container, partially full) Unmarked glass jars (3, 1-quart jars, full) Waterproof cement (1, 1-quart container, partially full) Semi-transparent oil stain (1, 1-gallon container, partially full) Interior enamel paint (1, 1-quart can, partially full) Drain cleaner (1, 1-pint container, full) Furniture stain (1, 1-quart can, partially full) Latex semi-gloss paint (1, 1-quart can, partially full) Insecticide (1, 14-ounce box, partially full) Unmarked container (1, 1-gallon jug, full) K-57 septic tank and cesspool cleaner (1, 1-pint container, full)
Shed 3 Unmarked steel drums (1, 55-gallon rusting drum, partially full; 2, 55-gallon rusting drums appearing to be partially full)
Shed 4 Chevron Duraplex grease (1, 5-gallon rusting and open container, partially full)
All structures contained general household debris, largely considered non-hazardous and not RECs.
Additionally, while not within the scope of this report, lead paint is likely present in some areas of the Property, such as a door located in Shed 2, and the walls and door in the kitchen/dining room area.
6.3.2 Current and Historic Underground Storage Tanks
The Central District Health septic tank registry does not list a septic tank for the Property, however, due to the presence of bathroom facilities in the main house, there is likely a septic tank or cesspool present on site. Additionally, a septic tank and cesspool cleaner was found on the exterior of the main house. Possibly due to the landslide flow, no visual evidence of its location was found.
6.3.3 Current and Historic Aboveground Storage Tanks
A partially full 300-gallon heating oil AST is present on the south side of the main house. The AST appears to be in good condition, with no indications of leaks or spills noted. No other ASTs were observed or reported to be on the Property.
6.3.4 Odors
No odors were noted during site reconnaissance.
6.3.5 Pools of Liquid
No pools of liquid were observed during site reconnaissance.
6.3.6 Drums or Other Containers
Five rusting 55-gallon steel drums were observed in the northeast section of Shed 3. One was marked as lube oil; the others were unlabeled. One was partially full, two appeared to be partially full, and two were empty. No apparent staining or sheen was observed around the drums; however, they were partially buried and/or obscured by dense vegetative growth.
Water, Civil, and Environmental, Inc. Page 9
6.3.7 Unidentified Substance Containers
Various containers, each less than five gallons in size, located in the storage room and kitchen area of the main house were unmarked. Five rusting 55-gallon steel drums were located in Shed 3. One of the drums was partially full, two appeared to be partially full, and two were empty. No apparent staining or sheen was observed around the drums; however, they were partially buried and/or obscured by dense vegetative growth.
6.3.8 Polychlorinated Biphenyls (PCBs)
Electrical transformers, capacitors, and other electrical equipment may contain polychlorinated biphenyls (PCBs) in the dielectric insulating fluids. The federal Toxic Substances Control Act (TSCA) prohibited the domestic manufacture of PCBs after 1979; thus, oil-filled electrical equipment manufactured in the United States before 1979 may contain PCBs.
One pole-mounted transformer was observed on the Property near the utility boxes. The transformer had a blue non-PCB containing label. No signs of leakage were observed. No other potential PCB-containing equipment was observed on the Property.
6.3.9 Pits, Ponds, or Lagoons
No pits, ponds, lagoons, or cesspools were reported to be on-site, and WCE Inc. did not observe any during site reconnaissance.
6.3.10 Pesticide/Herbicide Use
One rusted and empty container of Ortho Weed-Be-Gone herbicide was found on the exterior of the east side of the house. No staining was visible, and no stressed vegetation was observed in proximity to it. A partially full box of snail, slug, and insect bait and killer was also found in the interior of the house. No other evidence for pesticide/herbicide use was observed during site reconnaissance.
6.3.11 Stained Soil, Pavement, and Concrete
A five-gallon container of Chevron Duraplex grease was found open and appeared to have spilled onto the open ground in front of (south side) Shed 4. The spill appears to be limited to the immediate area of the container. A de minimis amount of staining was observed on the ground under the spilled grease. No other stained soil, pavement, or concrete was observed on the Property during site reconnaissance.
6.3.12 Stressed Vegetation
No stressed vegetation was observed on the Property during site reconnaissance.
6.3.13 Waste Disposal and Dumping
General household debris, scrap metal, and collapsed wood framing are found throughout and around the buildings.
6.3.14 Wastewater
WCE Inc. did not observe any evidence of wastewater being discharged into any drain, ditch, underground injection system, or stream on or adjacent to the Property.
6.3.15 Wells
No wells were observed during site reconnaissance or reported to be on the Property.
6.3.16 Septic Systems
No septic systems were observed or reported to be on the Property, however, a septic tank or cesspool is likely to be present on the Property.
Water, Civil, and Environmental, Inc. Page 10
6.3.17 Drains
Other than the culverts under Highway 17, no outdoor drains were observed during site reconnaissance or reported to be on the Property.
7.0 EVALUATION
7.1 Data Gap Analysis
No individual with on-site experience could be identified, so information on past uses of the Property is dependent upon database research, historical aerial photography, and historical topographic maps.
Considering the history of the area as primarily undeveloped and residential, this is not considered a significant limitation. A 1996 landslide covered sections of the Property, particularly the structures on the Property, and may have buried potential site features or debris. No other data gaps were encountered during the preparation of this Phase I ESA.
7.2 Findings and Opinion
WCE Inc. has performed a Phase I ESA of the Property in conformance with the scope of services and limitations of ASTM Standard Practice E1527-13. Any exceptions to, or deletions from, this practice are described in Section 10.0 of this report. The following recognized environmental conditions were identified in connection with the Property:
The presence of a partially full heating oil AST. A heating oil AST that is partially full of fuel was located on the south side of the main house. No obvious indications of staining or leaking were observed, but the tank will need to be emptied and removed before demolition of the buildings on the Property.
The presence of three rusting 55-gallon steel drums potentially containing hazardous materials. Five rusting 55-gallon steel drums were observed in the northeast section of Shed 3.
One of the drums was partially full, two appeared to be partially full, and two were empty. WCE Inc. recommends that the drums be profiled and removed before demolition of the buildings on the Property.
Additionally, while not a REC, it is recommended that the five-gallon container of Chevron Duraplex grease and de minimis amount of stained soil in front of Shed 4 be removed.
8.0 CONCLUSIONS
WCE Inc. has performed a Phase I ESA in conformance with the scope and limitations of ASTM Standard Practice E1527-13 of a 142.15-acre portion of parcel numbers RP08N05E028350 and RP08N05E112951 near Garden Valley, Boise County, Idaho, known herein as the Property. Any exceptions to, or deletions from, this practice are described in Section 10.0 of this report. This assessment has revealed two RECs in connection to the Property: the presence of a partially full heating oil AST and the presence of three rusting 55-gallon steel drums potentially containing hazardous materials.
9.0 RECOMMENDATIONS
Based on the results of this Phase I ESA, WCE Inc. recommends that the heating oil in the 300-gallon AST be removed and the material in the three partially full 55-gallon steel drums be profiled and properly disposed of before the demolition and removal of the structures on the Property. Additionally, while not a REC, it is recommended that the five-gallon container of Chevron Duraplex grease and de minimis amount of stained soil under the spilled grease be removed.

10.0 LIMITATIONS AND RESTRICTIONS
As agreed, the scope of this Phase I ESA is limited to the matters expressly covered herein. As agreed, this study was restricted to observations made during WCE Inc.’s inspection of the Property and research into its history. With the exception of the possible revelation of recorded violations discovered upon routine review of environmental regulatory records, the scope of services did not address comprehensive compliance with federal, state, or local laws; regulations; ordinances; or codes. It also expressly excludes the collection or analysis of any samples of air, water, or soil.
All findings reported as a result of site reconnaissance shall be strictly limited to the condition of the Property as of the recorded date of the Property reconnaissance. This report does not address conditions that may have arisen on the Property after that date.
In preparing its report, WCE Inc. has relied upon certain verbal information and representations provided by representatives of the owners of the Property and state and local governments. WCE Inc. did not attempt to verify the accuracy or the completeness of that information independently but did not detect any inconsistency or omissions.
