About this file
This is a Questions and Answers document for Solicitation No. 1240LR26Q0013, a Request for Quotation (RFQ) issued by the U.S. Forest Service for the Boise National Forest Gloria Ford Estate Decommissioning project. The Q&A addresses critical clarifications regarding project scope and contractor responsibilities. Key responses indicate that the government anticipates asbestos-containing material (ACM) abatement to occur prior to decommissioning structures, though no engineer letter confirming condemned status or state variance for in-place demolition has been obtained. Contractors are responsible for providing a qualified third-party hygienist and associated costs as part of their bid. The project requires removal of dead trees and limbs necessary for site clearance, with large woody debris potentially repurposed for erosion control and site rehabilitation. Contractors must install and later decommission a construction entrance off Banks-Lowman Road in coordination with Boise County Road and Bridge Department.
This Total Small Business Set-Aside acquisition utilizes NAICS code 238910 (Site Preparation Contractors) with a small business size standard of $19 million. Amendment 000001, dated May 8, 2026, replaced the Statement of Work in its entirety, posted these Q&As, and extended the quote submission deadline to May 19, 2026 at 5:00 p.m. MDT. Complete quote packages must include a completed Schedule of Items and Technical Approach as separate attachments, with the signed and dated SF 30 form required for compliance consideration. No government-sponsored site visit is planned, though potential bidders may visit at their own convenience.
