PART I – SECTION C

DESCRIPTION/SPECS/WORK STATEMENT

C.1 SCOPE OF WORK

(a) Architect-Engineer (AE) services are required to provide complete detailed designs for planning, maintenance, repair, alteration, extension, conversion, or modernization of existing buildings or facilities, and new construction projects. The primary services required for these projects will be in the architectural and engineering fields;

however, other services shall be furnished as required for proper project completion. The services will be required for commercial/industrial/utility-type facilities located at the Aeronautical Center.

(b) The AE shall furnish all services, materials, supplies, personnel, and supervision required to fully investigate and design each project.

(c) Should the AE receive requests for work, which are considered to be beyond the scope of this contract, the Contracting Officer shall be notified immediately. The AE shall not start work on these items until given notice to proceed by the Contracting Officer. An increase in construction costs over initial 100% of the budget program cost estimate will not be a basis for claim against the Government to increase the AE fee unless it has been caused by a change in the agreed scope of work.

(d) Post Bidding Design Revisions: In the event that no acceptable bona fide bid is received within 10% of the Governments target construction cost, the AE must, at the direction of the Contracting Officer, and at no additional cost to the Government, revise the construction documents for re-bid until an acceptable bona fide bid is received within 10% of the Government target construction cost. Revisions must be coordinated and approved by the Contracting Officer.

C.2 STATEMENT OF SERVICES

(a) The design features of the work shall be accomplished by or under the direct supervision of a licensed/registered architect or engineer in the particular field involved. The design features shall be reviewed and approved by an architect or engineer licensed/registered to practice in the State of Oklahoma. The final documents shall be stamped and signed by an architect or engineer licensed/registered in the particular field involved. The final documents shall conform to the local, city, state, and national codes, regulations and construction permit requirements.

(b) The AE shall be responsible for the verification of all dimensions, measurements, energy performance and location of existing facilities, utilities, and equipment. The AE shall make visits to the project site and to the Project Manager’s office as necessary for effective completion of each project’s design. The AE is to do sufficient research to provide a design in compliance with each project’s scope.

(c) Services to be provided under this contract are defined as Type A and Type B.

(1) Type A Services: Type A services required for each project will be described in the Statement of Work and delivery/task order. Work under Type A could include:

(A) Development of program requirements.

(B) Field surveys and investigations.

(C) Determination of project feasibility.

(D) Preparation of concept drawings and project schedule milestones.

(E) Preparation of drawings of an existing or new facility, where current drawings are not available.

(F) Subsurface investigations (Soil Borings/Geo-technical Services).

(G) Architectural, Structural, Civil, Electrical, and Mechanical investigations of an existing building, where current information is not available and to verify accuracy of existing record documents.

(H) Surveys (topographic, boundary, utility locations; sizes and capacities).

(I) Preparation of models, color renderings, photographs, or other presentation materials.

(J) Travel and per diem associated with directed trips exceeding 25 miles from AE’s facility.

(K) Extensive/full-time supervision and/or inspection of construction above and beyond those provided under Type B services.

(L) Economic analysis, budget and cost estimates.

(M) Preparation of electronic media.

(N) Conversion of manual drawings to electronic media.

(O) Consolidation of all past and planned project drawings into one electronic record set per facility or system.

(P) Engineering calculations.

(Q) Energy and water audits, life cycle cost analysis per CFR 435.

(R) Master planning.

(S) Any topographical surveys, excavations, soil borings, soil analysis, chemical tests, laboratory tests, pressure tests, electrical tests, corrosion and cathodic protection tests, and any other tests required for a complete design of each project.

(T) Preparation of “AS-BUILT” drawings in approved electronic media not associated with Type B services.

(2) Type B Services: Type B services shall provide construction documents for competitive bidding and associated construction administration. Work under Type B must include the following:

(A) Site investigations; review and/or coordination meetings.

(B) Preparation of construction drawings and project schedule milestones.

(C) Preparation of construction specifications.

(D) Construction cost estimates.

(E) Energy and water audits with updates per design modifications.

(F) Design analysis required per each Discipline.

(G) Preparation of construction documents in approved electronic media format.

(H) Submission of construction documents to local city and state code enforcement officials for review and permitting.

(I) Contract Administration:

(i) Review and approval or other appropriate action of contractor’s submittals such as shop drawings and product data and samples, but only for the limited purpose of checking for conformance with information given and the design concept as expressed in the contract documents.

(ii) Visit the site at intervals appropriate to the stages of construction to become familiar with the progress and quality of the work completed, and to determine in general if the work is being performed in a manner indicating that, when completed, will be in accordance with the contract documents.

(iii) Preparation and processing of Addenda; RFI’s; RFP’s, requests for change orders with supporting documentation; cost estimates; and project data as necessary.

(iv) Preparation of a set of record “AS-BUILT” drawings (hardcopy and electronic media) showing significant changes in the work made during construction based on marked-up prints, drawings, and other data furnished by the contractor to the AE.

(v) Participation in Pre-Bid Meetings; Bi-Monthly Progress Meetings; Field Inspections; Above Ceiling Inspections; Systems Testing; Pre-Final and Final Inspections.

(J) Additional Construction Administrative Services for full time on-site Observation of daily construction activities. This will be a separate contract awarded after the construction contract award, based upon the Construction Inspector hourly rates schedule.

(K) Commissioning services will commence with the start of the design process and follow on through the contract administration. This will be a separate contract awarded after the Type B Services Contract is awarded. These services may include but are not limited to the following:

(i) Developing a commissioning plan.

(ii) Design phase commissioning.

(iii) Construction phase commissioning

(iv) Develop specific equipment and system functional performance test procedures.

(v) Review O&M documentation for completeness.

(vi) Review, approve, and coordinate system start-ups and Owner training.

(vii) Issue a final Commissioning Report.

C.3 DESIGN CRITERIA

(a) The extent of this work shall be identified in the Statement of Work for each project. The AE shall prepare all designs in conformance with the applicable portions of the following:

(1) Department of Transportation (DOT) and Federal Aviation Administration (FAA) regulations required for design of each project.

(2) Current Local, State, and National Codes, ADA / Life Safety Regulations, and specifications involving Architectural, Civil, Electrical, Environmental, Mechanical and Structural disciplines associated with the design and construction of each project.

(3) All other DOT or FAA documents deemed applicable by the Contracting Officer or Project Manager for each project.

(4) Executive Order 13834 Efficient Federal Operations and FAA Order 1053.1c Energy and Water Management Program for FAA Buildings and Facilities.

The Government will make these documents available to the AE as required.

(b) The project Statement of Work will indicate design objectives.

(c) The AE shall design each project to provide a complete and usable facility within a given target construction cost provided by the Government. If it becomes evident to the AE at any point during the Design Services that the construction cost will exceed the target construction cost, the AE shall immediately notify the FAA CO/Project Manager and all work must cease and be held in abeyance until funding differences, scopes, and/or criteria are resolved and such changes as may be required are executed.

(d) The FAA’s record drawing files (hardcopy and electronic media) will be provided to the AE, if available. The AE is responsible for the reproduction/conversion of drawings and any associated costs.

(e) Samples of the FAA’s existing energy and water audits will be provided to the AE, if available.

(f) All data furnished by the Government shall remain the property of the Government and shall be returned prior to or upon completion of the work and prior to final payment for services rendered.

(g) For all references made on the drawings or in the specifications relative to work which is not included in contract, it shall be the responsibility of the AE to indicate specifically who is to perform or furnish that work. The AE shall indicate the coordination required.

(h) Refer to AMP publication, AE DESIGN GUIDELINES, which will be furnished to the AE.

(i) The AE is responsible for the technical competency, accuracy, and completeness of the construction documents. The FAA reserves the right to hold the AE liable for any additional construction costs resulting from AE errors and omissions. In such case, the AE will be liable for only the difference between the actual construction cost and what it would have cost had the AE not made the errors and ommisions.

C.4 PREPARATION OF DRAWINGS

(a) All drawings shall be computer generated and prepared by such methods and quality of workmanship to permit clear and legible reproduction including reproduction at one half scale.

(b) A sample format of drawing sheet (with title block, etc.) will be furnished by the Government.

(c) All drawings and other data submitted for review shall be dated and marked to indicate stage of drawings.

(d) AE shall use room numbers, room designations and door numbers as provided by the FAA.

(e) All drawings shall be prepared in accordance with AMP publication AE DESIGN GUIDELINES.

C.5 PREPARATION OF SPECIFICATIONS

(a) Specifications – The specifications shall be complete and clear and shall amplify all information shown on the drawings; explain methods of construction considered necessary; and specify the detailed requirements for materials and equipment. The specifications shall be written in the most current Construction Specification Institute (CSI) Division using CSI subdivisions and paragraph numbers in a manner, which will permit full and free competition among bidders. The specifying of a feature peculiar to one product shall not be utilized unless necessary and with review and consent of the Government.

(b) All specifications shall be prepared in accordance with AMP publication AE DESIGN GUIDELINES.

(c) Specification submittals shall conform to the following:

(1) 35% Submittal - An outline listing all CSI specification section number and names required to be used in this project.

(2) 65% - Submittal – A fully edited set (hand-marked is acceptable) of specifications applicable to this project.

(3) 95% Submittal – Completely edited set of specifications suitable for use as bid documents.

(4) Final Submittal – Incorporate any revisions indicated on the 95% review comments.

(5) Issue for Construction Submittal – Incorporate any items indicated in the Amendments/Addenda issued during bidding time and any items negotiated by the contracting officer before the award of the contract.

(d) The specifications for each construction project shall contain the following statement:

“The construction contractor shall furnish a copy of the construction drawings indicating in red any changes during the construction period form the original design. If there were no changes, the copy shall be marked “AS BUILT.” This copy of the construction drawings shall be submitted to the Contracting Officer within 30 days from project completion.”

C.6 PREPARATION OF COST ESTIMATES

(a) Cost Estimates – Cost estimates shall be prepared by computing quantities and applying prevailing local labor and material prices. The cost estimates shall be conclusive and in detail to include all supporting items necessary for the accomplishment of a complete project.

(b) All cost estimates shall be prepared in accordance with AMP publication AE DESIGN GUIDELINES.

(c) Cost estimate submittals shall conform to the following:

(1) 35% and 65% Submittal – The cost estimate shall be a control estimate based upon unit measures and quantities at current local price rates. This estimate should contain a minimum of 10% contingency.

(2) 95% and Final Submittal – The cost estimate shall be a complete and quantitative breakdown of all materials and items of work necessary to complete the project. All items of work shall be listed separately and evaluated under their respective headings and in the required format for Government cost estimates.

A reasonable percentage shall be included for construction contractor’s contingencies, profit, and overhead. Costs of the AE shall not be included in the cost of the project.

C.7 PREPARATION OF DESIGN ANALYSIS

The design analysis shall include all information, narratives, data, and computations necessary to support and justify the design developed and shall be in such detail as to permit complete understanding of the project design.

The design analysis shall be prepared in accordance with AMP publication AE DESIGN GUIDELINES.

C.8 CODE REVIEWS AND COMPLIANCE

(a) The AE shall submit construction documents to all appropriate local, city, state and national code enforcement officials for preliminary reviews and permitting. All costs associated with submitting for the preliminary review shall be paid by the AE.

(b) AE shall provide a complete summary of code review comments, with an explanation of compliance with these comments.

C.9 PREPARATION OF ELECTRONIC MEDIA

(a) The electronic media shall include all drawings, specifications, cost estimates and other support data submittals.

(b) Electronic media shall be prepared in a format compatible with the current software and version utilized by the Government and in accordance with the current version of the AMP publication AE DESIGN GUIDELINES.

(c) Electronic media shall be submitted at the time of each submittal.

(d) At the conclusion of construction, it shall be the responsibility of the AE to provide corrected electronic media “AS BUILTS” based upon the construction contractor’s redlined set.

(e) Alternate submission formats may be acceptable provided the AE furnishes all documentation and materials required to make the alternate format acceptable and usable by the Government and receives written approval from the Contracting Officer prior to submission.

C.10 TYPE A SUBMITTALS

(a) Submittals shall occur at the 35%, 65%, 95%, and final stages of a project. Smaller projects may have fewer submittals. The number of submittals, copies required, and their due dates will be specified in the Statement of Work for each project. The Government review time for each submittal will also be indicated.

(b) The AE shall prepare and deliver submittals, with dated transmittal letter, to the Project Manager.

(c) Each submittal stage shall incorporate the FAA’s review comments from the previous submittals.

(d) Type A submittals shall be in accordance with AMP publication AE DESIGN GUIDELINES.

C.11 TYPE B SUBMITTALS

(a) Submittals shall occur at the 35%, 65%, 95%, final, issue for construction or as-built stages of the project.

Smaller projects may have fewer submittals. The number of submittals, copies required and their due dates will be specified in the Statement of Work for each project. The Government review time for each submittal will also be indicated.

(b) The AE shall prepare and deliver submittals, with dated transmittal letter, to the Project Manager.

(c) Each submittal stage shall incorporate the FAA’s review comments from the previous submittals.

(d) The minimum submittal requirements are as follows:

(1) 35% Submittal: This submittal shall represent approximately 35% completion of the total project design and shall include, but not be limited to (for specific requirements of each category refer to AE

DESIGN GUIDELINES):

(A) Drawings

(B) Project Specifications

(C) Design analysis

(D) Energy and water audits

(E) Cost estimate

(F) Electronic media

(G) Milestone Schedule

(2) 65% Submittal: The submittal shall represent approximately 65% completion of the total design and shall include (for specific requirements of each category refer to AE DESIGN GUIDELINES):

(A) All items from the previous submittal.

(B) Drawings

(C) Project Specifications

(D) Design analysis

(E) Energy and water audits

(F) Electronic media

(G) Milestone Schedule

(H) Cost Estimate

(3) 95% Submittal: The submittal shall represent 100% completion of the project design - fully coordinated and checked. They shall be complete to the extent that they could be used as contract bidding documents without further work. The following items shall be included:

(A) All items from previous submittals.

(B) 100% drawings fully noted and cross-referenced.

(C) 100% project specifications fully edited.

(D) 100% design analysis (calculations, economic analysis and support data).

(E) 100% energy and water audits.

(F) 100% cost estimate summary itemized by CSI number for each discipline.

(G) Review code compliance “work sheets” from all local, city and state code enforcement officials.

(H) Complete set of electronic media of drawings, specifications, cost estimates, audits and other design data.

( J ) Milestone Schedule

(3) Final and Other Data Submittal: The submittal shall incorporate corrections to 95% submittals and provide corrected originals, stamped and signed, of the final drawings, specifications, cost estimates, design analysis, energy and water audits, support design data and electronic media to the Project Manager with a transmittal. All Government furnished documents shall be returned with the final submittal.

(4) Issue for Construction Submittal: The submittal shall incorporate any items indicated in the Amendments/Addenda issued during bidding time and any items negotiated by the contracting officer before the award of the contract. Provide corrected originals, sealed, dated and signed, of the Issue for Construction drawings, specifications and support design data and electronic media to the Project Manager with a transmittal.

(5) AS-BUILT Submittal: At the completion of construction the AE shall perform such services as necessary to make corrections to the contract documents and energy and water audits to reflect the actual construction. Such documents (one reproducible hard copy full size; and one Electronic media) shall be furnished within 30 days after receipt of the general contractor’s red lined as-built hardcopy.

C.12 REVIEW COMMENTS

(a) Written review comments will be prepared and furnished by the Project Manager to the AE at the conclusion of each submission for Government review. The AE shall indicate concurrence or non-concurrence on each review comment. Should the AE not agree with the review comments, the AE's written dissension shall be provided to the Project Manager within five (5) days and resolved at the review meeting. The AE shall incorporate all review comments into the design documents prior to the next submittal.

(b) Notwithstanding any review, approval and acceptance by the Government, the AE shall be responsible for the professional and technical quality of all designs, drawings, specifications and other material produced under this contract; for the professional quality and adequacy of the service and material furnished; and for compliance with design criteria specified by the Government for use under this contract. The Government’s review is made for the purpose of assuring the FAA that the functional requirements of the project and the facilities operation have been met. The Government will assume no responsibility for detailed design, systems function, specific proposals or omissions by the AE. The Government’s review is not intended to relieve the AE of their responsibility to meet all contractual obligations.

C.13 MEETINGS, CONFERENCES AND VISITS

(a) The nature of the work to be accomplished dictate that various meetings, conferences, and visits be conducted for the purpose of exchanging information and resolving problems relating to the work required under the contract.

(b) The AE shall attend and participate in all design conferences including orientation design and other meetings pertinent to the work to be accomplished. AE personnel representing each discipline to be involved in the conference / meeting discussion shall be present, unless prior approval is obtained from the Project Manager.

The AE shall record minutes of all meetings and within five days furnish the Project Manager with a typed written copy for confirmation. Confirmation notices should be numerically sequenced for ease of reference.

(c) As a minimum, the AE shall attend and participate in the following conferences/meetings:

(1) Within five (5) days after the AE’s receipt of the notice to proceed, a meeting will be held at the Aeronautical Center for orientation and discussion of the design criteria. The AE shall have made a thorough study of the criteria submitted in the statement of work prior to this meeting. The primary purpose of this meeting is to answer questions and consider any AE proposed changes.

(2) At the conclusion of the Government’s review period for each submittal, a review conference will be held at the Aeronautical Center to discuss the review findings and ascertain the basis for developing the final data required.
