Question No. Industry Question
Reference Page 103/104 of 114, Item 3.6.1-17: The NAICS code for this procurement is 541310, which has a small business threshold of $8M. Will FAA consider utilizing NAICS code 541330 instead, which has a small business threshold of $16.5M and would allow more competition for the two (2) small business awards?
I’m sure this question has already been asked, but will you be providing more information in regards to what you what like to see in response to this RFQ?
On the last RFQ, supplemental requirements included (with further instruction under each category):
Synopsis Organization/Page limits Factor One - Specialized Experience and Technical Competence Factor Two - Professional Qualifications Factor Three - Capacity to Accomplish Work Factor Four - Geographical Location Factor Five - Past Performance
We were planning to use several federal DoD and a DEA projects for reference in the current solicitation – and we noted the requirement to obtain past performance information using a specific form. In the DoD world they have a process in which they do formal reviews known as CPARS or ACASS. Because they have a formal process, some DoD refuse to use other’s forms and state they have already provided our review and rating. For this reason, we were hoping that the FAA would be agreeable to allow us to use another formal federal review form as an alternative. If needed we could transpose that rating into your form and provide the CPARS or ACASS as backup without “bothering” the clients who feel they have already provided feedback/reference.
RFP Section L [L:1.3; 3.2.3, Factor 4, pg98] Organizational Structure Change History: Question: Will the Government consider excluding this from the page count?
RFP Section L [L:1.3; 3.2.3 Factor 4, pg98] Organizational Structure Change History: Question: Does the Government only want changes that have occurred within the past 5 years?
FAA/MMAC FY21 A&E Follow-On Questions & Responses 04/06/2021

RFP Section L [L:1.3; 3.2.2 Factor 2, pg97]: Unrestricted: - last sentence …’Experience in managing project teams (to include management structure and coordination of in-house disciplines).’
Question: Can the Government please explain what they are expecting for the ‘management structure and coordination of in-house disciplines with respect to ‘experience in managing project teams’?
RFP Factors in Sec. M are not mapped to same Factors in Sec. L. For example:
M, Sec. 2.2 Factor 1 refers to "L.1...Section 3.2.3" (p.111). However, L.1, Sec.
3.2.3 describes Factor 3 (p.97).
M, Sec. 2.3 Factor 2 refers to "L.1...Section 3.2.1" (p.111). However, L.1, Sec.
3.2.1 describes Factor 1 (p.96).
M, Sec. 2.4 Factor 3 refers to "L.1...Section 3.2.4" (p.111). However, L.1, Sec.
3.2.4 describes Factor 4 (p.97).
M, Sec. 2.5 Factor 4 refers to "L.1...Section 3.2.5" (p.111). However, L.1, Sec.
3.2.5 describes Factor 5 (p.99).
RFP Section L [L:1.3; 3.2.4, Factor 4, pg98, 3rd paragraph] ‘Vendors are to provide a narrative (in the FAA SF 330 package) for each contract/project (submitted under Factor One).’ Question: Factor One references professional qualifications. Is it the Governments intent that all of the contracts/projects listed in the Key Personnel resumes should be describe in Section H or just the ones provided in Section F?
May we submit CPARS (not counted in page limit) in lieu of using the FAA PPQ form?
Section L, 1. General Information, the first sentence of the second paragraph states, “The A&E Firm’s proposal must be submitted utilizing the SF-330, Architect-Engineer Qualifications (Section J, Attachment 1).” However, Section L, 1.3.2. Page Size and Format (a) states, “the text size shall be no less than Times New Roman 12 points. . . Use at least 1-inch margins on the top and bottom and ¾ inch side margins.” The form provided does not meet these requirements and cannot be modified. Do we use the form provided or create our own form that meets the requirements of 1.3.2?
Section L, 4.1 references a “Model Contract, and Sections A through K.” 4.1.1 Section A states, “Complete Blocks 12 through 18 of the SF33.” Section A reads, “Clauses,” and the rest is blank. There is no SF33 form provided. Please advise.
PDF was not listed as acceptable for electronic copy - Request electronic copy of proposal be allowed in the standard pdf format.
Are PPQs required on projects that already have a CPARS?
a. Some DOT agencies (Texas) will not provide any references outside of their internal system, which prevents us from using these as Section F projects.
Request standard NACFAC PPQs be allowed, so as to not inconvenience our clients any more than absolutely necessary.
The solicitation states that all volumes are to be bound separately – does this include Volume I, which consists of three pages?
16 Which firms currently hold AE contracts with FAA?
Factor 3: If submitting as a JV, would the current workload consist of the JV entity’s current workload only?
RFP Section L Volume III, 4.1: …… ’the offeror’s proposal shall include a signed copy of the Model Contract, and Sections A through k’ Question: Is it the Governments intent that Sections A through K should be provided in 4.1 or just Sections A, B, and K as referenced in Section L Volume III, 4.1.1, 4.1.2 and 4.1.3?
RFP Section L Volume III 4.1.2 Section B. ‘no pricing information should be included in the initial proposal of the model contract’ Question: Should a blank copy of Section B be added to this initial submission?
RFP Section L.1.3.2 ……’Except for the reproduced sections of the solicitation……text size shall be no less than Times New Roman 12 points’ .
Question: Does the Government consider the standard text with the SF330 template ‘reproduced sections’ and therefore the font size can be reduced?
For example block 14 title ‘Years’ Experience’.
I noticed on the Industry Day attachment for the referenced RFQ, point J. under Type B. Services on page 13 references Commissioning to be awarded through a separate contract after Type B services is awarded. Few questions and thank you for any information you can provide.
1. Will Commissioning for each of the proposed projects be solicited together or separately?
2. What method will the Commissioning services be solicited by?
3. When is it anticipated that the solicitations will be available?
We note the reference to AutoCAD 2014 in the solicitation. For the last 15+ years our firm has been working with state-of-the-art Building Information Modeling (BIM) software. We believe this provides the FAA the best quality contract documents, as well as files which may be used in the future for O&M or renovations. We are able to convert these AutoCAD REVIT (BIM) files to AutoCAD 2014 as we have done on past projects for the FAA. Please confirm AutoCAD REVIT (BIM) is acceptable for design and production so long as we are able to convert files to AutoCAD 2014 or other version as needed by the FAA.
The solicitation indicates to not alter forms in our proposal. We note a significant portion of the form includes lines for up to six firms on each project
– if we only need one line to identify the firm, may we delete the unused blank information under section 25 of the form?
24 Will the Certificates of Authority be counted in the page count?
In Section 1.3.2 Page Size and Format (pg 94), it is stated that except for the reproduced portion of the solicitation document, the text size shall be no less than Times New Roman 12 points. The Standard Form 330 that was included as an attachment does not allow the font to be changed to Times New Roman.
Furthermore, the form contains margins that do not adhere to the margin size requested for this submission (at least 1” top and bottom and ¾ in side margins). The SF330 form as attached includes the following margin sizes: 1/2 in top and sides, and slightly less than ¾ in bottom. Please clarify if using this attachment, how we would meet the margin requirement for this submission.
Could the page limit for Volume II be extended to 45 or 50 pages? In planning for a robust team to fulfill the needs of this contract, we are finding that a slightly increased page count would be optimal.
Please confirm that Vol II (SF330) is limited to 40 pages, which is separate from the 3 pages allowed for Vol I (Executive Summary).
Request the list of current workload be added as an appendix as this could take up numerous pages.
4.1 requires offeror to include Model Contract: Please confirm the majority of this is to be left blank--with the exception of:
a. Completion of Blocks 12-18: Should this be items 11 – 17 as 18 is restricted to the CO?
b. Pg 1, Item 11, Minimum Offer Acceptance Period: Unable to locate stated minimum period outside of the 60 days stated on Item 11, Pg 1 – please clarify.
c. Section K, Completion of Reps & Certs
Will you accept hand-delivery of the responses? If yes, is the address for hand-delivery:
AAQ-731 Facilities & Aviation Safety ACQ FAA Aeronautical Center BLDG 014-AHQ, Room 233A Oklahoma City, OK 73125
Can you please clarify the process required for the past performance questionnaire? How many of our clients do we need to have fill out the form? Do the clients have to be with a federal agency or can the respondent be any of our past clients whom we deem relevant?
Would you like printed copies of qualifications sent to a physical address, or only digital submissions submitted via email by April 13th?
Please post the “Model Contract” referred to in the Submission Instructions document in “4. Volume III – Contract Documentation.” Are we to just include the SF33 (with completed blocks 12 through 18), or are we to also include the signed model contract and Sections A through K?”
If, under this IDIQ contract, a firm performs a conceptual study for Project X, is the firm precluded from submitting for design and documentation services on the actual project design contract, or design/build contract for that Project X once funding is approved?
What is the maximum A&E fee for which the FAA will use this IDIQ contract vehicle?
What is the maximum construction value for which the FAA will use this IDIQ contract vehicle?
Is it desirable/acceptable to include photos on the SF330 Section F forms pages?
Does a cover letter count as a page in the Volume I/Executive Summary (page maximum of 3)?
Does the table of contents count as a page in the Executive Summary section, or can it be allotted to the Volume II page count of 40 pages?
40 Is the submission required in both hard copy and electronic format?

FAA/MMAC FY21 A&E Follow-On Questions & Responses
This is asking the offeror to describe their internal vs external capabilities. This is about gaining insight into how do they manage providing capabilities from different disciplines. For example, an A&E firm may have architects on staff but have business relationships with various engineers offering services in their respective disciplines. We are interested in knowing how they manage providing the bredth of services we need.
