The purpose of this amendment is to hereby incorporate the following changes to certain paragraphs to Section L and M, and extend the proposal due date until April 16, 2021 at 2:00 P.M. CST:

1.2 Directions for Submitting Proposals

Pursuant to the Evaluation Plan for this requirement, the procurement process will involve the evaluation of multiple areas. Evaluations involved will permit the FAA to select an offer that represents the highest professionally qualified proposal to the FAA in accordance with the terms and conditions of the SIR.

All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation, the Statement of Work, and other applicable attachments.

CAUTION: The name and address of your firm on the proposal MUST EXACTLY MATCH the address used for your DUNS number and SAM registration. Facsimile and electronic transmission is not authorized for this Request for Offer. Offers must be received by 2:00 P.M. (Central/Oklahoma Time) on APRIL 13, 2021, or as amended, at the mailing address shown below. Early submission is acceptable if addressed as indicated and marked with the solicitation number clearly on the package as shown:

1.2.1 Electronic Offers

The content and page size of electronic copies must be identical to the hard copies. When discrepancies exist between the written hard copies and those provided in electronic format, the written hard copies will take precedence in all cases. The electronic copy shall be submitted on a DVD or Compact Disc - Read Only Memory (CD-ROM). The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word

2016, MS Excel 2016, MS Project 2016, and MS Power Point 2016 as applicable.

1.2.3 Distribution

The "original" proposal shall be clearly identified. Proposals shall be addressed to the Contracting Officer and mailed to the address shown in Section A of the model contract/solicitation (Block 8 of SF33) and in paragraph 1.2 above. The offeror shall ensure the time and date specified for receipt, the solicitation number, and the name and address of the offeror are clearly marked on the outer packaging of the proposal.

This SIR is not to be construed as a contract or a commitment of any kind. The Government and the FAA shall not be liable for payment of nor reimburse offerors or contractors for any and all costs incurred in the preparation and/or submittal of a proposal in response to this SIR or a resultant task order. All proposal preparation and/or submittal costs are at the risk of the offeror or contractor.

Certain representations and certifications must be made by the offeror and must be filled in as appropriate. The signature of the offeror on the face page of this SIR/RFO constitutes the making of certain representations and certifications. Award of any contract to the offeror shall be considered to have incorporated the applicable representations and certifications by reference.

DUE TO COVID 19, OFFERORS ARE ADVISED TO SUBMIT PROPOSALS THROUGH EMAIL TO

ELIZABETH.A.FIKES@FAA.GOV IN ELECTRONIC FORMAT ONLY. FAA personnel who will be evaluating proposals received in response to this SIR are working remotely; therefore offerors should keep this in mind when preparing and submitting proposals. Documentation shall be submitted electronically in accordance with Section L, Clause 3.2.2.3-20, Electronic Offers. Note: Proposal Volumes I, II and III shall be submitted as separate documents.

NOTE: Due to FAA email size limitations, it is highly recommended that offerors submit their email proposal for each volume as separate emails and in the email subject line state 6973GH-21-R-00029, Volume XX Submitted on Behalf of XX.

VERY IMPORTANT NOTICE: Offerors are further advised that due to the size of the proposal documents as well as email security requirements, Offerors should not wait until the very last minute to email proposal submission as any email received after the time and date that proposals are due will be subject to AMS Clause 3.2.2.3-14 Late Submissions, Modifications, and Withdrawals of Submittals (APR 2018)

4.1 Model Contract/Representations and Certifications

The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The offeror's proposal shall include a signed copy of the Model Contract, and Sections A through K.

4.1.1 Section A – Solicitation/Contract Form

Complete Blocks 12 through 18 of the SF33. Signature by the offeror on the SF33 constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under separate cover and should be provided without any punched holes.

The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The offeror's proposal shall include a signed copy of the Model Contract.

Past Performance is assessed at the overall Past Performance factor level after evaluating aspects of the offeror’s recent past performance, focusing on performance that is relevant to the evaluation factors. The Government reserves the right to use both the information provided in the offeror’s proposal and information obtained from other sources that includes but not limited to, the Past Performance Information Retrieval System (PPIRS) or similar systems, and commercial sources.

The Government will assess the past performance information submitted by the Offeror (submitted in accordance with L.1 Instruction to Offerors, Section 3.2.5). The information shall be for contracts completed or underway within the last five years.
