INSTRUCTIONS

PART 1 – CADD STANDARDS FOR AE’s

1.02 General - All drawings and other data submitted for review shall be dated and marked to indicate stage of drawings. The cover page of the drawings, design analysis, specifications and cost estimate and any other documents being submitted per contract requirements shall indicate submission percentage, i.e.

35% Design and the date of issue. In the same manner the revision block of each drawing sheet shall indicate submission percentage and date of issue.

Deliverable quantities and type will be determined by the Project Manager and listed in the SOW.

Deliverable requirements can include hard copies, half sheet sets, sheet size, number of sets, and electronic media with labels

1.03 Room Numbers - A/E shall use room numbers, room designations and door numbers as provided by the FAA.

1.04 Design Analysis - will be bound, in one or more volumes of functional and engineering criteria and design information. It will include supporting drawings and calculations as applicable to the design in a format appropriate for review, approval, and record purposes. See Design Analysis Format below.

1.05 Specifications - shall be written in CSI (Construction Specification Institute) format. They will be written in a manner to permit full and free competition among bidders. The specifying of a feature particular to one product shall not be utilized unless necessary. Submit all specifications in both MS Word and PDF format.

A. The specifications for each construction project shall contain the following statement:

“The construction contractor shall furnish a copy of the construction drawings indicating in red any changes during the construction period from the original design. If there were no changes, the copy shall be marked “AS BUILT”. This copy of the construction drawings shall be submitted to the Contracting Officer within 30 days from project completion.

1.06 Drawing Standards - Designers shall provide submittal drawings in accordance with the National CADD Standard. Standard borders and cover sheets are provided to firms upon request. Final deliverables shall meet the AMP-400 layer standards- specifically, use the “E” existing column name, definition and associated layer color.

PART 2 – PREPARATION

2.01 Organization - The Design Analysis, Specifications and Cost Estimate shall be bound separately. Each cover shall indicate the contents, the volume number (if more than one), the name of the facility, the name of the project, the AMP-400 work order number, procurement contract and delivery order numbers, and date of issue.

2.02 Submission - Except when specifically exempted, all documents will accompany all drawings submitted for review, approval, information, or record. The Design Analysis, Specifications and Cost Estimate presented with preliminary or partially completed work will be as complete as the stage of design progress permits.

A. Complete copies of all CADD data and files developed shall be delivered to the Government on electronic digital media at both construction-issue and as-built phases of the project. The files shall be in both PDF and DWG (Autocad 2018) format.

B. The label for each deliverable media shall contain the project name, project number, contract number, date of submission, and type of submission (i.e. 35%, 65%, etc.).

C. All electronic deliverables of design work provided under contracts to the Office of Facility Management (AMP), and the Architecture and Engineering Division (AMP-400) shall be

Guideline for AE Design Analysis 3 of 16 accomplished and developed using computer-aided design and drafting (CADD) software and procedures conforming to the following criteria. Products need to be virus protected and warranted.

D. GRAPHIC FORMAT: All CADD data shall be supplied in AutoCAD Release 2018. The contractor shall insure that all electronic digital media is compatible with the Government’s target CADD system and adhere to the standards and requirements specified herein. The term “compatible” means that data can be accessed directly by the target CADD system without translation, preprocessing, or post-processing of the electronic digital data files. It is the responsibility of the contractor to ensure this level of compatibility. Other media shall be compatible with Microsoft Office 2010 and Adobe’ Acrobat X, version 2019.021.20047.

E. AMP layer convention shall be used by the AE – the convention defines the layer names, layer color number, and the definition of the elements on the layer. The final submittal will be checked for conformance to the AMP layer convention. The project manager will explain in detail of expectations for each project.

F. The final submittal shall be set up so that AMP plot styles and pen tables can be used – conformance to the layer convention allows the plot styles and pen tables to work. Coordinate efforts with the Cadd Manager and the PM.

HARD COPY TRANSMITTALS

Transmittal Information: A transmittal form containing, as a minimum, the following information should accompany the media:

(1) Information included on the external label, the total number delivered, and a list of the names and descriptions of the files on each media

(2) Complete instruction for transferring the files from the media.

(3) Certification that all delivery media are free of known computer viruses. Name(s) and release date(s) of the virus-scanning software used to analyze the delivery media.

(4) A statement indicating that the A/E will retain a copy of all delivered electronic digital media (with all files included) for at least one year, and during this period of time, will provide additional copies to the Government, if requested, at no additional cost.

PART 3 – SUBMISSION DOCUMENTS

3.01 Cost Estimating - All cost estimates submitted in support of design and/or construction contracts for

MMAC shall be based on costs of materials, equipment, and labor rates appropriate to the Oklahoma City area and shall be in full compliance with the current guidance in the Acquisition Management System (AMS). All current working estimates shall be compiled using unit-in-place methods. Lump sum and square foot estimating methods shall not be used.

3.02 Specific Requirements

A. Mechanical

1. Electrical characteristics of all equipment shall be indicated on equipment schedules.

2. All HVAC and plumbing systems and equipment controls sequences, which are not a part of the equipment's internal operation, shall be located on the drawings adjacent to the associated controls diagram.

3. Piping flow diagrams shall include all isolation valves, control valves, metering devices and pipe sizes.

B. Electrical

1. Oklahoma City Airport Trust (OCAT) is the owner of the existing medium voltage (15 KV) distribution system. Frankfurt Short Bruza (FSB) is OCAT’s engineer of record. FSB as OCAT’s facility design engineer will review project A/E’s electrical service design documents. Information flow requirements, power one line diagram and the project location plan. Based on this information OCAT/FSB will convey the primary power source, equipment to be provided and any other design details. AMP 400 will schedule a meeting between all parties to discuss primary power design/installation details.

2. A/E shall include the following in specifications: FSB as OCAT’s facility maintenance engineer is on call and makes site visits to inspect 15 KV equipment and cables and also review the test reports. It is the responsibility of GC or sub electrical to inform OCAT/FSB through FAA PM/inspector at least one week prior to installation or testing.

3. A/E shall furnish electrical service design documents such as drawings, specifications, demand load estimation and any related information as requested by OCAT at various design stages (35%, 65%, etc.) for review by OCAT/FSB. In the same manner A/E shall review contractor’s shop drawings related to the 15 KV installation and forward a copy with their comments to OCAT/FSB. A/E shall compile all comments and then send it to GC along with other comments.

3.03 Studies – Electrical

A. Perform electrical short circuit study per IEEE-141 & 399 and coordination study per IEEE-242.

Perform arc flash hazard analysis in accordance with the methods provided in IEEE 1584 and in compliance with NFPA 70E based on the equipment indicated/specified in the project design documents. These studies shall be performed by a registered electrical engineer having at least 4 years of experience in performing the coordination/arc flash hazard analysis. In order to perform the study the designer shall use done of the electrical equipment manufacturer overcurrent protective devices. Overcurrent protective device characteristics shall be modified as necessary to keep the incident energy at reasonable levels. Update one line diagrams, protective device schedules and switchboard/panelboard schedules based on these studies. Develop documentation consisting of one line diagrams, time current curves, etc. and shall submit in the form of a 3-ring binder for review along with project 65% design, 95% design and final design submissions.

B. As a part of the contract administration, A/E shall perform a final coordination study and arc flash hazard analysis based on the actual equipment being furnished / installed for the project. Determine the incident energy levels at each piece of equipment and compute arc flash hazard boundaries and personal protection equipment (PPE) required. All documentation pertaining to the final study shall be submitted in the same way as described above. Update one line diagrams, protective device schedules and switchboard / panelboard schedules based on the actual equipment being furnished / installed for the project and furnish as part of the “as-built” submittal.

C. The contractor shall provide arch flash hazards boundaries and proper warning labels in the field to warn maintenance personnel of the potential arc flash hazards for all electrical equipment per NFPA 70E.

3.04 Reports and Executive Summaries

Electronic deliverables are required for each periodic submittal. The Statement of Work will be written to identify the specific requirement. Electronic submittals will be checked for translation compatibility and conformance as specified in this document.

PART 5 – OBTAINING ELECTRONIC MEDIA

5.01 MMAC facility drawings are considered to be controlled information.

5.02 No electronic media may be given to anyone outside of AMP without a signed receipt indicating the name of the file, the date, the person, company name, address and phone number. A copy of the receipt needs to be given to the CAD Manager.

5.03 The “RECORD-DWG” directory contains the latest information on each of our buildings and sites. This should be the first source for information. The project manager will be responsible for gathering any other available data. The AE will be required to field verify any other necessary data for project design and completion (see Statement of services – Type A & B).

5.05 AMP layer convention will be used by the AE. The final submittal will be checked for conformance to the

AMP layer convention. The project manager will explain in detail the expectations for each project.

5.06 The final submittal shall be set up so that AMP plot styles and pen tables can be used – conformance to the layer convention allows the plot styles and pen tables to work. Coordinate approval with the Cadd Manager and the PM.

5.07 Any blocks given to the AE shall be submitted in the final drawings.

5.08 Specifications shall be in the CSI format, submitted in pdf and in a compatible version of Microsoft

Word.

PART 6– FILE TRANSFER AND ELECTRONIC TRANSFER

6.01 Transmittal Information: A transmittal form containing, as a minimum, the following information should accompany the media:

(1) Information included on the external label, the total number delivered, and a list of the names and descriptions of the files on each media

(2) Complete instruction for transferring the files from the media.

(3) Certification that all delivery media are free of known computer viruses. Name(s) and release date(s) of the virus-scanning software used to analyze the delivery media.

(4) A statement indicating that the A/E will retain a copy of all delivered electronic digital media (with all files included) for at least one year, and during this period of time, will provide additional copies to the Government, if requested, at no additional cost.

Warranty Protection Statement A copy of all delivered electronic digital media (with all files included) will be retained for a period of one year after final submission date, and during this period of time additional copies shall be provided to the Government, if requested, at no additional cost.

PART 7 – MEDIA LABELS AND DELIVERY MEDIA FORMAT

7.01 Electronic Digital Media: A copy of all CADD data and files developed under this contract shall be delivered to the Government on electronic digital media with each submittal as required in the Statement of Work. Electronic digital data and files may be submitted on:

(1) Writable or read only CD-ROM with International Standards Organization (ISO)- 9660 format

(2) Thumb drive, flash drive

7.02 Preparation of Files for Transfer: Before a CADD file is placed on the delivery electronic digital media, the following procedures shall be performed:

(1) Remove all extraneous graphics outside the border area and set the active parameters to a standard setting.

(2) Make sure all reference files are attached without device or directory specifications. (Include copies of XREF files, fonts, etc.)

(3) Files are preferred to be transmitted uncompressed. However, with the written approval of the government, files may be compressed using a compression program that creates a self-extracting archive which when executed will automatically decompress the files. If a self-extracting archive is not provided on each media, then a licensed electronic digital media copy of the file compression/decompression software utilized shall be purchased and provided to the Government.

(4) Include all files, both graphic and nongraphic, required for the project (i.e., color tables, pen tables, font libraries, block libraries, plot files, etc.). Do not use raster images in drawing files.

(5) Make sure that all support files such as those listed above are in the same directory and that references to those files does not include device or directory specifications.

(6) Include any standard sheets (i.e., abbreviation sheets, standard symbol sheets, etc.) necessary for a complete project.

(7) Document any fonts, tables, symbols, blocks, linetypes, details, reference drawings, etc., developed by the A/E or not provided as Government-furnished materials. The Contractor shall obtain Government approval before using anything other than the Government’s standards written in this guide or in the

SOW.

(8) Each finished drawing (sheet) shall have its own separate file. Each building plan (architectural, mechanical, electrical, etc.) shall be provided in a composited plan format containing the entire building plan. Partial plans will not be acceptable.

PART 1 - INTRODUCTION AND PROJECT BACKGROUND

Describe the purpose and scope of the project being developed, generally as follows:

1.01 Project Description - Give the name of the facility, the name of the project (if different), the AMP-400 work order number, date of publication, programmed dollars, and cost limitation dollars. Provide a brief general description of the project.

1.02 Purpose and Function - State operational function. Summarize the project description outlining the user’s functional requirements, with special emphasis on unusual functional features.

1.03 Site Visit and Conference Notes - Include copies of meeting/project notes. Coordinate with appendices.

1.04 Government-Furnished Equipment - List any known equipment to be furnished and/or installed by the using service. List any known equipment to be furnished by the Government and installed by the construction contractor.

1.05 Construction

A. Phasing - Summarize any known or anticipated construction phasing/sequencing requirements.

Coordinate with Appendices.

B. Duration - Length of construction period in calendar days, not including weather delays. Coordinate with Appendices.

1.06 Design Problems - Cite any special problems encountered, with recommended solutions. Note any significant changes made from criteria and/or previous design stages.

PART 2 - CIVIL

2.01 Site Analysis – Existing site description, including items to remain, to be removed, and/or to be relocated; location of contractor lay down areas.

2.02 Grading - State the minimum and maximum grades utilized to develop the desired grading and drainage plan. State the rationale used in establishing the finish floor elevation of the building(s) and the overall grading and drainage plan. Any deviation from criteria should be stated and fully explained.

2.03 Pavements – Identify the areas to be paved and the type of pavements to be used.

2.04 Storm Water Drainage

A. Proposed storm frequency, rainfall intensity, and methods used for determination of rate of run-off and design of drainage features.

B. Provide a description of the existing and proposed drainage patterns, the rationale for the proposed design, and the impact of future development on drainage.

C. Describe special structures.

D. Provide drainage calculations and drainage area maps as an attachment to the design analysis.

2.05 Utilities

A. Water Supply and Distribution - General explanation of the existing service. Where major extensions are required, describe system, indicating type, storage, condition, water pressures, and unsatisfactory elements. Provide statement on type of construction, proposed materials, required flows or capacities, including designer's basic estimate of tentative pipe sizes. Where pump stations or storage are involved, include tentative sizes and basic data (population, fire flows, etc.)

which will be used in sizing equipment. Provide the domestic and/or fire protection demand(s) and state the static and residual pressure at the building line. State the static and residual pressure in the existing main at the flow rates of the new facility. Cross-reference the mechanical design analysis for the determination of the water demand. State requirements for valves, meters, and fire hydrants. Attach complete calculations for sizing water piping.

B. Sanitary Sewer - Provide a general description of the existing sewer system located within the area.

Describe the new system as it relates to the operation of the existing system and the proposed new facility. Describe type of new system, conveyance sizes and grades, pipe materials, and contributing flows. Where lift stations are required, state type of construction, and pump type, flow, head, size, and number. State requirements for manholes and clean-outs. Attach all calculations used in the sizing of system.

C. Landscape Irrigation - Provide a general summary of system requirements, including required application rates and types of heads specified. Describe user requirements as to system features and operation used in preparation of the specifications.

2.06 Turf and Landscaping – Scope of work, such as the number and kinds of trees and shrubs; water conservation methods; existing trees to be removed and trees to remain; instructions for planting, replacement and maintenance of plants.

PART 3 - ARCHITECTURAL

3.01 General Description - Briefly describe the proposed facilities, functional purpose, capacities and type of construction.

3.02 Design Criteria - Present design data as applicable for the following:

A. Space Allocations - State program scope, personnel capacity, and any unit or statutory limitations for building.

1. External Activities - Summarize external operations, activities, parking and circulation including vehicular and pedestrian traffic flow on any adjoining site.

2. Internal Activities - Clarify equipment, furniture or furnishing requirements. Confirm the adequacy of programmed furniture furnishings and equipment in relation to internal activities and interior design needs.

3.03 Basic Analysis - Confirm scope and establish basis for proposed design in relation to the above-cited

“Design Criteria”.

A. Visual Features - Describe visual setting, setbacks, primary views or focal points and physical features of the site. Name existing permanent facilities, function and location, which influence design and materials selections. Describe visual appearance to and from dominant facilities.

B. Spatial Composition - Provide spatial analysis of optimum land use, massing, proportioning and balance between facilities, paving and open space. Describe basis for grouping buildings, exterior circulation, form and configuration in terms of functional clearances, sound, fire or protective construction zones.

C. Economic Justification - Discuss the selection and procurement of interior design items from the standpoints of durability, maintenance and value for projected term of use.

D. Functional Organization - Describe significant basis for plan arrangement, space adequacy relationships circulation and equipment placement. Clarify life of functions accommodated and flexibility of design for operational changes.

E. Life Safety - Analyze building type and fire protection classifications including multiple occupancies.

Describe fire separations, exit conditions and units, fire fighting access and class of finishes.

Confirm any building fire protection classification cited by the project criteria.

F. Accessibility for Disabled Persons - Cite accessibility criteria applicable. Reference the latest copies of the Americans with Disability Act Accessibly Guidelines (ADAAG) Checklist and the Uniform Federal Accessibility Standards (UFAS) Checklist. Where discrepancies occur the more stringent shall apply. Include documentation and checklist analysis of design requirements.

3.04 Building Systems, Materials & Equipment - Describe basis for building systems, exterior and interior materials and equipment selections as applicable in accordance with the C.S.I. index.

3.05 Calculations - The final architectural design analysis shall be supported by the following:

A. Space Allocations - Show computations for space layout including net room areas and gross building areas (indicate mechanical and electrical space separately). Categorize areas and capacities under operations, administrative, storage and support requirements. Confirm adequacy of net space provided under the project design in relation to the furniture and furnishing needs.

C. Life Safety - Show or reference data and calculations for criteria area limitations, separations, exit units and distance to exits.

PART 4 - STRUCTURAL

4.01 Description - A general description and reason for the structural framing system of the building should be given.

A. Foundation System - Foundation design data or assumptions, and description of type of foundation system to be used. Include geotechnical report as an attachment and reference.

B. Roof and Floor System - General method of framing and type of deck.

C. Walls and Partitions - Composition, thickness, seismic design, and location of load-bearing and shear walls.

4.02 Design Loads - Roof and floor live loads, crane loads, wind, and seismic lateral loads, and unusual dead loads should be given

4.03 Design Stresses - Concrete, reinforcing, structural steel, and timber stressed should be stated. Factors of safety must be defined; deflection limits should be stated. Sound and vibration control requirements are to be described. Describe means provided to make attachment to structural steel for electrical grounding purposes.

4.04 Wind and Seismic Provisions - Describe the method of resisting lateral loads from the roof to the foundation.

4.05 Calculations - All calculations will be submitted for review, including:

A. Loading, shear, moment and stress analysis diagrams, and secondary stress calculations wherever applicable, with explanation for assumptions and conclusions.

B. Deflection

C. Sizing of foundations, structural members and connections.

D. Uplift and stability

PART 5 - MECHANICAL

5.01 Heating, ventilating, Air Conditioning, Refrigeration

A. Include Functional and Technical Requirements for the following items:

1. Outside design temperatures and U-Values for building construction elements (roofs, walls, floors, etc.).

2. Internal loads from equipment heat release data. Identify those areas that require 24-hour

HVAC.

3. Heating and/or air conditioning, refrigeration, including humidity control. Inside design conditions, outside air requirements, times of occupancy, filtration requirements, zoning, diversity, etc.

4. Mechanical ventilation (air circulation) and special exhausts. Areas requiring ventilation, ventilation rates, filtration requirements, etc.

5. Energy conservation including Optimum Run Time (ORT), solar, recovery systems, economy cycle and thermal storage. Identify locations for supplemental units to provide 24-hour HVAC service, if required. Reference Part 8 – Energy and Water Conservation.

6. Standby heating and cooling, and emergency systems. Identify areas, criteria guidance and systems.

7. Special protective requirements and security measures, (i.e., EM/RFI protection, secure areas, vibration, noise, etc.)

8. Existing and new energy distribution systems serving/on the site. Existing capacities and type of control, piping criteria.

9. Seismic design and expansive soil requirements. Identify seismic zone, pertinent soils, data, etc. Coordinate with structural and foundation design.

10. Special process and specialty equipment requirements.

B. Provide brief discussion of Design Objectives and Provisions for the following (define methods used to meet functional and technical requirements).

1. Heating and/or cooling system design to be included for system selection. Provide summary analysis of each competitive system under consideration. Include descriptions of system(s) selected.

2. Air distribution. Include sizing method used and zoning because of occupancy, function, orientation and fire safety.

3. Piping systems - Define piping systems used within building including type of pipe, insulation requirements, whether piping is concealed or exposed.

4. System expandability and feasibility - Identify provisions for expanding system.

5. Energy conservation - Define energy conservation features.

6. Vibration / noise isolation. Describe provisions for mechanical equipment and ductwork.

7. Temperature control systems. Identify any special requirements; include control sequences and Central Control and Monitoring System (CCMS) requirements.

8. Seismic design and expansive soils. Identify provisions included in design.

9. Description of features/systems for enhancement of maintenance and operation.

10. Special process requirements and specialty equipment

D. Provide calculations for the following:

1. Design load calculations shall be computed in accordance with recognized procedures and as designated by criteria. Step-by-step calculations, summaries, and narrative shall be provided to explain the procedures and results or conclusions. Computerized calculations shall indicate the basis of all input data (Use latest version Trane Trace). Calculations shall include the following as applicable

a. Heating, air conditioning, ventilating, and refrigerating design loads, U-Value derivations.

b. Air distribution design.

c. Piping design.

d. Estimated annual unit energy consumption.

e. Energy recovery and conservation systems.

f. Complete system and unit capacities, indicating dimensions of all equipment.

g. System noise isolation, safety, security, and fire protection.

5.02 Plumbing

A. Include Functional and Technical Requirements for the following items:

1. Toilet fixture allocation. Fixtures/persons by functional area for men and women.

2. Hot and cold water systems including recovery systems and design temperatures.

3. Water for fire protection and domestic consumption.

C. Calculations shall be included for:

1. Fixture allocations (ensure the quantity of fixtures is coordinated with architectural design).

2. Maximum flow rate (GPM) for hot and cold water, and total flow per day.

3. Sizing of hot and cold water supply systems, including storage tanks.

4. Sizing of interior gas distribution systems.

5. Maximum flow rate (GPM) for wastewater and sewage, and total flow per day.

6. Sizing of wastewater and sewage drain system.

7. Sizing of special gas and liquid distribution systems.

5.03 Fire Safety Provisions - Provide brief description identifying functional and technical requirements, design objectives and provisions.

A. Fire Extinguishing Systems - Brief descriptions of systems provided including hazard classification, densities, areas of demand, flow and pressure requirements. Include calculations to support design. Floor plans shall define location of risers, alarm check valves, pumps, and storage tanks.

B. HVAC Fire/Smoke Containment/Removal System - Provide brief description identifying the type of systems used and method of operation.

PART 6 ELECTRICAL

6.01 Interior Electrical Distribution System

A. Include Functional and Technical Requirements for each of the following items, as applicable:

1. Illumination levels (include general and task lighting). State design basis such as AEI, I.E.S., definitive drawings, energy efficient fixtures, and energy conservation measurers, etc.

2. Installation and equipment standards.

3. System voltage, low and high.

4. Emergency lighting and stand-by generation.

5. Telephone, data, alarm, control and communication systems.

6. Electronic security, controlled entrance, surveillance and intrusion detection systems.

7. Audiovisual systems to include central TV systems.

8. Fire/smoke alarm systems.

9. Lightning protection system.

10. Safety and static grounding system.

11. Energy conservation and energy monitoring.

B. Provide brief description of Design Objectives and Provisions for the following:

1. Electrical characteristics (phase, voltage, and number of wires) of circuits to serve load in

KVA for the facility.

2. General illumination and task lighting coordinated with interior layouts, safety and security requirements.

a. Tabulation showing room name and number with lighting intensity and type of fixture for each room.

b. Provisions for adjustment and/or relamping of light fixtures that may not be readily accessible.

c. Description of exit and emergency lighting system; if none to be provided, so state.

3. Power requirements, with description of panel, protection devices to be provided, and typical loading of circuits.

4. Location of special power outlets (voltage, phase, and amperage).

5. Type of wiring system, such as rigid conduit, electrical metallic tubing, non-metallic sheathed cable, etc., and where proposed to use.

6. Proposed additions and alternations or special items of design, such as specialized equipment, security requirements, emergency power, etc.

7. Special communication or electronic requirements.

8. Type of signal and fire alarm systems.

9. Lightning protection system.

10. Safety and static grounding system to be installed.

11. Voltage drop basis for service entrance, panel feeders, and branch circuits.

14. Description of systems for enhancement of maintenance and operations, to include systems flexibility.

15. Central Control and Monitoring System (CCMS) requirements shall be coordinated with those lists in Part 5 -Mechanical.

C. Calculations. Fully coordinate calculations with those required for all electrical systems, i.e., interior and exterior.

1. Maintained foot-candle (FC) illumination levels in all rooms and areas.

2. Individual circuit and system loads tabulated in amperes for each panelboard or switchboard.

3. Transformer, generator, switchboard, and feeder computations indicating all demand, diversity, ambient temperature or conductor-grouping factors considered in the selection of equipment or conductor sizes.

4. Calculations will include a fault current and ground fault protection study supporting the interrupting rating chosen for all equipment.

5. Voltage-drop on all service and feeder circuits, and on worst-case branch circuits supplied by each panelboard and switchboard.

6. Weight and dimensions of each major item of equipment (supported by manufacturer's names and catalog/model numbers).

7. Voltage dip calculations for motor starting.

8. Fire alarm devices.

9. Provide project connected and demand load estimation for normal and emergency power based on the total quantity of light fixtures, HVAC equipment, mechanical equipment, lab equipment, and other miscellaneous equipment listed individually.

6.02 Exterior Electrical Distribution System

A. Include Functional and Technical Requirements for each of the following items as applicable:

1. Primary source.

2. Loads and load factors including allowance for future loads.

3. Installation and equipment standards.

4. System voltage, low and high.

5. Stand-by generation.

6. Low and high voltage switching and transformers.

7. Communications systems.

8. Electronic security, surveillance and intrusion detection support systems.

9. Energy conservation and energy monitoring.

10. Power and lighting for site elements.

11. Cathodic protection.

B. Provide brief description of Design Objectives and Provisions for the following:

1. Adequacy of the primary supply at the point of takeoff. If primary source is inadequate, state measure(s) proposed to correct the deficiency. Description of power supply (voltage, phase, number and size of conductors) at point of delivery.

2. Electrical characteristics of the primary extension (voltage, phase, number and size of conductors). Indicate adequacy and corrective action, if necessary, of the

3. Estimate of total connected load and resulting demand load by applying demand and diversity factors for loads involved. Include any allowances for future loads.

Indicate type, number of units, KVA capacity, primary and secondary voltage of the transformer installation proposed. Also indicate types of primary and secondary connection of transformers.

4. Basis for selection of primary and/or secondary distribution voltage.

5. Low and high voltage switching.

6. Type of conductors, such as copper and where they are proposed.

7. Pertinent standards of design, such as voltage drop, physical characteristics of underground circuits, type of lighting units, lighting intensities, and type of transformers.

8. Street lighting, security lighting, parking lot lighting, or sidewalk lighting requirements.

9. Installation of cathodic protection system, including design values.

10. Transmission systems for communications, security, fire, and CCMS.

11. Emergency power distribution.

12. Energy conservation.

13. Description of systems for enhancement of maintenance and operations, to include systems flexibility.

C. Calculations. Fully coordinate calculations with those required for interior electrical.

1. Transformer, generator, switchboard, and feeder computations indicating all demand, diversion, ambient temperature or conductor-grouping factors considered in the selection of equipment or conductor sizes.

2. Calculations will include a fault current and ground fault protection study supporting the interrupting rating chosen for all equipment.

3. Primary selective system protection including recloser and circuit breaker settings.

4. Voltage-drop on all service and exterior feeder circuits.

5. Maintained foot-candle (FC) levels in all exterior areas.

6. Cathodic protection system.

7. Weight and dimensions of each major item of equipment. (Supported by manufacturer's names and catalog model numbers.)

PART 7 - ENVIRONMENTAL

7.01 The following will be addressed for each building or facility of any project:

A. Solid waste volumes generated daily and weekly.

B. Industrial or special process waste quantities generated daily and weekly.

PART 8 – ENERGY AND WATER CONSERVATION

8.01 General Description – Briefly describe the proposed energy conservation features by discipline. All features with pay back of up to 10 years shall be included in the design analysis.

8.02 Criteria Reference – List criteria references. Energy conservation is mandated by and shall be in accordance with CFR 435 & 436, national Energy Conservation Policy Act of 1992, Energy Policy Act of 2005, Executive Order 13423 & 13514, National Bureau of Standards Handbook 135, Design Standards for Energy Management in NAS Facilities, FAA STD-033 (revised), and FAA Energy Management Order 1053.1B. New construction and major renovation must comply with the Guiding Principles for Federal Leadership in High Performance and Sustainability Buildings (Guiding Principles). The latest addition of ASHRAE Standard 90.1 shall be used with the understanding that the Executive Order (the law for government facilities) mandates facility energy and water efficiency.

For projects that require compliance with the Guiding Principles, the A/E shall submit the HPSB Checklist (checklist to be provided by the FAA) along with all supporting calculations/documentation in a separate file.

8.04 Energy Audit – Provide energy audit results at each phase of the facility design. The audit will be a Trane Trace Energy Audit using the latest version of the Trane Trace program. The Total Energy Budget Figure (TEBF) for the building shall be shown in BTUH/GSF/YR. It shall be broken down into annual consumption of electricity and natural gas. The energy budget figures shall meet or exceed the requirements necessary to comply with the mandates listed above.

8.05 Energy Metering - Each facility design shall include individual gas, electric and water meters. Meters shall be interfaced with an operationally integrated pulse meter into the MMAC METASYS automatic control and reporting system. The installation and integration shall include operational checkout of the data reporting from the meters in to the METASYS system to verify proper data reporting and integration.
