About this file

This is a Technical Worksheet template that establishes evaluation criteria and submission requirements for RFP HTC71126RE145, a Stevedoring and Related Terminal Services (S&RTS) contract for the Ports of Yokohama and East Japan. The worksheet is part of the source selection process and will become Controlled Unclassified Information (CUI) when completed by offerors. Offerors must provide substantive, detailed responses addressing three primary technical evaluation areas: labor capability, equipment capability, and certifications/port access. Responses must be based entirely on requirements outlined in the Performance Work Statement (PWS) and must demonstrate clear and convincing rationale rather than merely restating government requirements; generic or flowchart-only responses will be deemed unacceptable.

The technical worksheet establishes a 15-page maximum limit for narrative and descriptive content, including appendices, annexes, figures, and tables, with specific exclusions for cover sheets, tables of contents, government instruction pages, material handling equipment photographs, HAZMAT certifications, and business licenses. Offerors must demonstrate their ability to provide qualified labor for flexible scheduling and 24/7 operations across multiple work sites; secure and operate material handling equipment capable of moving all cargo classes and handling heavy tow operations up to 150,000 pounds; and provide current HAZMAT certifications for at least two personnel per Code of Federal Regulation Title 49 Section 172.702 and valid host nation business licenses or work permits for all proposed work locations. An unacceptable rating on any evaluation question results in an overall unacceptable technical rating, and failure to complete the worksheet entirely or attach requested documents may render an offeror ineligible for award.

Attachment 5: Technical Worksheet

Request for Proposal: HTC71126RE145

** Submission Rules & Instructions: **

1. Basis for Responses: All Offeror responses within this Technical Worksheet must be based on the requirements outlined in Attachment 1, Performance Work Statement (PWS). Offerors shall assume the Government has no prior knowledge of their company's experience.

2. Substantive Responses Required: Offerors shall not simply rephrase or restate the Government's requirements. They must provide clear and convincing rationale demonstrating how they intend to meet the minimum requirements identified in the PWS. Responses that merely paraphrase the PWS, provide flowcharts listing PWS activities without explanation, or use generic phrases like "standard procedures will be employed" without detailed descriptions will be considered unacceptable.

3. Page Limit for Technical Evaluation: The Offeror's written technical response within this Worksheet shall not exceed 15 pages. This limit applies to all narrative and descriptive content provided for evaluation, including appendices, annexes, figures, and tables directly supporting the written response. Content exceeding this 15-page limit will be removed before evaluation.

4. Exclusions from Page Limit: The following content will not be subjected to the page limit:

· Cover Sheet

· Table of Contents

· Government-provided Instruction Page(s)

· Material Handling Equipment (MHE) Photographs

· HAZMAT Certification

· Signed self-certified letters

· Business Licenses

· Work Permits

5. Foreign Language Documents: Offerors must provide certified English translations for any supporting document issued in a language other than English (e.g., port certifications, licenses, permits). Documents shall be clearly titled and/or marked to allow easy identification of the original document and its corresponding English translation.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
