About this file
This is an attachment to a Request for Proposal (RFP) that specifies submission requirements for a Mission Essential Plan, a mandatory component of proposals for RFP HTC71126RE145. The solicitation concerns Stevedoring and Related Terminal Services (S&RTS) at the Ports of Yokohama and East Japan, issued by the Department of Defense United States Transportation Command. Offerors must submit a written plan not exceeding 5 pages describing how they will continue performing essential contractor services during periods of crisis, in compliance with DFARS 252.237-7024. Failure to complete the plan in its entirety will result in proposal ineligibility for award.
The Mission Essential Plan must address specific elements including provisions for acquiring essential personnel and resources to sustain operations for up to 30 days or until normal operations resume. Offerors must address challenges associated with maintaining services during extended events such as pandemics occurring in waves, the time lag between initiating resource acquisition and on-site availability, components and processes for identifying and training personnel capable of relocating to alternate facilities or working remotely, established alert and notification procedures for mobilizing essential personnel, and the approach for communicating crisis-related roles and responsibilities to contractor employees. Proposals will be rated as either ACCEPTABLE or UNACCEPTABLE based on whether they clearly meet minimum solicitation requirements, with any unacceptable rating on these elements resulting in an overall unacceptable subfactor rating.
