About this file

This is a Technical Worksheet that serves as the evaluation instrument for a Request for Proposal (RFP HTC71126RE135) for Stevedoring and Related Terminal Services (S&RTS) at the Port of Gdansk, Poland. Offerors must submit substantive, detailed responses addressing three primary technical evaluation areas: labor capabilities, equipment capabilities, and certifications/port access. Labor responses must demonstrate the ability to provide qualified personnel for flexible scheduling across multiple work sites with 24/7 operational capacity and contingency transition capabilities. Equipment responses must address the ability to secure and operate Material Handling Equipment (MHE) capable of moving all cargo classes (vehicles, containers, aircraft, and breakbulk), provide ramps with 70-ton capacity, and supply heavy tow equipment for inoperable vehicles up to 150,000 pounds, along with equipment maintenance support. Certifications and port access responses require proof of current HAZMAT certifications per CFR Title 49, Section 172.702 for at least two personnel and valid business licenses or work permits from the Host Nation for the prime contractor and any subcontractors.

Offeror responses are limited to 15 pages of narrative content, excluding specified items such as cover sheets, tables of contents, Material Handling Equipment photographs, HAZMAT certifications, signed self-certified letters, business licenses, and work permits. All responses must be based on and reference the Performance Work Statement (Attachment 1) and must provide clear, convincing rationale demonstrating how requirements will be met—generic or paraphrased responses will be deemed unacceptable. Any response rated "unacceptable" on any question will result in an overall unacceptable Technical Proposal rating. Foreign language supporting documents must include certified English translations, and failure to complete the worksheet in its entirety or attach requested documents may result in offeror ineligibility for award.
