About this file

This is a Cost Proposal Worksheet for RFP-25-017 Panelist Technical Assistance issued by the California Arts Council (CAC). The selected contractor will develop scalable training resources, strengthen staff readiness for statewide service delivery, and assess opportunities to improve panel engagement, participation, operational effectiveness, and administrative efficiency for the CAC's grantmaking and program administration operations. The contract term is 12 months or one year, commencing on or after the Department of General Services Office of Legal Services approval date. Interested bidders should submit proposals to Procurement@arts.ca.gov and are encouraged to monitor the Cal eProcure posting for RFP-25-017 for any updates or addenda. Questions regarding the solicitation must be submitted to Procurement@arts.ca.gov by the stated deadline.

The total contract amount shall not exceed $200,000 and will be based on hourly fees. The cost proposal worksheet requires bidders to itemize direct labor costs by personnel name, title, hours, and hourly rate, as well as indirect costs including overhead rate and fringe benefits. Other direct costs may include travel (itemized), equipment and supplies (up to $1,000 for consumable items only), and honorariums or stipends. Bidders must attach budget notes explaining any expenditures. The CAC reserves the right to request clarification or explanation of cost proposals and may negotiate or eliminate non-critical budget items, including equipment or non-consumable supplies, if the proposal is selected. Bidders are expected to already possess all necessary equipment, services, skills, permits, certifications, and licenses required to perform the work, and the CAC may request invoices, receipts, or supporting documentation to confirm equipment purchases.

** Generally, only consumable supplies can be included in your proposal budget. If you are requesting
equipment or non-consumable supplies, provide budget notes that include a compelling rationale for the
expenditures. If the Review/Evaluation Committee/CAC finds these expenditures to be non-critical and your
proposal is selected, these budget items may be negotiated or eliminated from the final contract budget.
CAC expects the bidder to already possess all the equipment, services, skill, permits, certifications
and/or license(s) they need to perform the work according to this solicitation. CAC may collect confirmation
of the purchase of equipment(s) by requesting for invoices, receipts and/or other supporting documents.
