About this file

This is a Commercially Useful Function (CUF) Evaluation and Determination Worksheet used by the California Arts Council for the RFP-25-017 Panelist Technical Assistance contract opportunity. The worksheet is designed to evaluate whether certified Small Businesses (SB) and Disabled Veteran Business Enterprises (DVBE) meet CUF compliance requirements prior to contract award. The evaluation applies to both prime contractors and subcontractors and requires assessors to verify that the supplier is responsible for executing a distinct element of work, will actually perform or manage the work involved, and that the services align with the supplier's normal business functions. The contract involves developing scalable training resources, strengthening staff readiness for statewide service delivery, and assessing opportunities to improve panel engagement and operational efficiency for grantmaking and program administration. The contract term is 12 months beginning as early as the Department of General Services Office of Legal Services approved date.

The total contract amount shall not exceed $200,000. The CUF evaluation requires affirmative responses to five compliance criteria: the supplier must be responsible for executing a distinct element of work, must actually perform or manage the work, must perform services normal to its business, must be responsible for negotiating price and determining quality and quantity of goods or materials (if applicable), and must not subcontract work beyond normal industry practices. If all five criteria receive "YES" or "N/A" responses, the supplier is deemed CUF compliant; if any question receives a "NO" response, the supplier is not CUF compliant. Bidders are strongly encouraged to monitor the Cal eProcure posting for RFP-25-017 for any updates or addenda, and should direct questions to Procurement@arts.ca.gov by the specified deadline.
