About this file
This is an Evaluation Plan and Scoring Rubric document for RFP-25-017 Panelist Technical Assistance, issued by the California Arts Council (CAC). The RFP seeks a contractor to develop and deliver statewide technical assistance, training resources, and curriculum to strengthen arts organizations while supporting the evaluation and enhancement of panel operations used in CAC's grantmaking and program administration. The contract term is 12 months, beginning as early as the Department of General Services Office of Legal Services approval date. The selected contractor will be responsible for creating scalable training resources, improving staff readiness for statewide service delivery, and assessing opportunities to enhance panel engagement, participation, operational effectiveness, and administrative efficiency. Bidders must submit complete bid packages by the specified deadline to Procurement@arts.ca.gov with no late submissions accepted.
The total contract amount shall not exceed $200,000. The evaluation process consists of three sequential phases: Phase 1 (Administrative) evaluates compliance with RFP requirements on a pass/fail basis; Phase 2 (Technical) assesses proposals against eight technical criteria with a maximum of 420 points across three evaluators (140 points maximum per evaluator); and Phase 3 (Cost) awards points using a formula with a maximum of 30 points, with bidders exceeding the $200,000 budget limit receiving zero cost points. Technical scoring criteria address relevant organizational experience, technical assistance and curriculum development, staff readiness and workforce development, panel and panelist operations and participant engagement, process improvement methodology, work plan and timeline deliverables, project team qualifications, and equity, accessibility, and inclusion approaches. Proposal narrative is limited to 10 pages excluding cover letter, table of contents, CVs, cost worksheet, references, and required attachments. CAC will conduct due diligence activities throughout evaluation, including verification of California Secretary of State registration, contractor evaluation history, tax compliance, liability insurance, and applicable certifications such as Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) status.
