About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for the EHRM Infrastructure Upgrades Construction project at the Lakemont VA Medical Center in Orlando, FL. The document justifies the use of specific brand name products for four components: Johnson Controls (JCI) for HVAC controls and control panel, Lenel for physical access control card readers, PELCO for fixed cameras video surveillance, and CISCO for video surveillance support switches.
The J&A cites "Only One Responsible Source" as the statutory authority, explaining that these specific brands are required to maintain standardization and compatibility with existing systems throughout the facility. While these components must be brand-specific, the overall construction project (valued between $2,000,000 and $5,000,000) will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) set-aside. The document emphasizes that using different manufacturers would create significant cost duplication and functionality issues, as these systems are critical for patient care, facility security, and fire protection. The procurement will be conducted through Invitation for Bid (IFB) 36C77625B0002, with the J&A to be posted on Contract Opportunities alongside the solicitation.
