About this file

This is an environmental assessment report documenting the limited assessment of pipe fitting conditions in Building 200, Sub-basement, Crawlspace at the VA Medical Center in Northport, NY, conducted on October 6, 2022.

The assessment identified that the crawlspace contains predominantly fiberglass jacketed pipe runs with field cast fitting insulation presumed to contain asbestos on all domestic hot water (DHW), domestic cold water (DCW), steam supply, and condensate return lines. Total quantities of pipe fittings were derived based on pipe diameter: <1" (~230 each), 2"-3" (~232 each), 3"-4" (~24 each), 6"-8" (~14 each), 8"-10" (~21 each), and 10"-12" (~30 each). Representative confirmational sampling per diameter size is recommended. The majority of fittings appear intact; however, six significantly damaged fittings requiring immediate abatement were identified: three 10"-12" fittings at location R8-R9 with significant water damage, one 1"-2" fitting at location 12K-12J with significant water damage, and two 10"-12" fittings at the open-air exhaust area with significant damage and debris. The report notes that any asbestos disturbance is regulated under New York State 12 NYCRR Part 56 and requires removal by a New York State-licensed abatement firm, proper disposal and manifesting of waste, and potential air sampling depending on project scope. Insight Environmental, Inc. holds a New York State Asbestos Handling License (License Number 28434, Restricted Class, valid through June 30, 2023) with certified personnel including Leon Tregerman and Justin Urick.

Re: Limited Assessment of Pipe Fitting Condition- Building 200, Sub-basement, Crawlspace 79 Middleville Road, Bldg 200, Northport, NY 11768

Dear Mr. Lambert, Pursuant to your request, our office has conducted a limited assessment to determine the condition of pipe fittings throughout the crawlspace located within the sub-basement of building 200 on October 6, 2022. This inspection was prompted due to upcoming renovation and excavation plans.

The crawlspace contains predominately fiberglass jacketed pipe runs with field cast fitting insulation (presumed) to be asbestos containing on all DHW/DCW, steam supply and condensate return lines throughout. As there were no system labels on pipe runs in this area we derived total quantities based on pipe diameter. Representative conformational sampling is recommended per diameter size.

<1” = ~ 230 each 2”-3” = ~232 each 3”-4” = ~24 each 6”-8” = ~14 each 8”-10” = ~21 each 10”-12” = ~30 each

The majority of the pipe fittings throughout the crawlspace appear to be in intact condition.

However, we did have occasion to observe damaged, or significantly damaged fittings, which must be abated as early as practical. These fitting pipe diameters and locations are as follows:

Column Markers/Location Pipe Size Notes

R8-R9 3 fittings 10”-12” Sig. Damage, Water Damage

12K-12J 1 fitting 1”-2” Sig Damage, Water Damage

Open-Air Exhaust Area 2 fittings 10”-12” Sig. Damage, Debris at floor

It should be noted that a new water line system has been installed throughout the crawlspace. This new system was not represented within this assessment.

Northport VA, Building#200, Sub-basement, Crawlspace

Disturbance of any quantity of asbestos is regulated in NYS under 12 NYCRR Part 56 “Asbestos”.

Summarily this work requires a removal by licensed abatement firm and proper disposal and manifesting of waste, etc. Only NYS licensed personnel may enter, contain, remove and dispose of these materials. Dependent on the size of the asbestos abatement, air sampling may be required.

You can contact our office for further clarification once the full scope of work is determined.

Enclosed herewith please find all supporting analytical documentation, sample location diagrams, methods & procedures, firm and personnel licensures & disclaimer. If you should have any questions regarding this report, or require further assistance in this matter, please do not hesitate to contact our office at your earliest convenience.

Respectfully submitted, INSIGHT ENVIRONMENTAL, INC.
