About this file

This is a Questions and Answers tracking sheet for federal contract 36C77626B0024, an Upgrade Chiller Plant Construction project at Northport VAMC. The document addresses four technical inquiries submitted by contractors between August 7 and September 8, 2026, with corresponding VA responses.

The key clarifications provided address: (1) pipe specifications requiring True Schedule 40 carbon steel for all piping 12 inches and above, with no alternative wall thicknesses permitted per VA Specifications and HVAC Design Manual; (2) contractor responsibility for all modifications and reengineering costs when substituting materials or equipment identified as "Basis of Design," with VA COR approval required prior to ordering or installation; (3) provision of Addendum #01 containing revised schedules with complete make/model/design information for medical vacuum equipment (MV-1) and medical air equipment (MA-1), along with modifications to the Medical Gas Room cooling system; and (4) confirmation that commercially available rental transformers, switchgear, disconnects, and temporary distribution equipment are acceptable for the temporary installation provided they are listed/rated for the application, meet electrical characteristics, and comply with all local and federal regulations, with the contractor bearing all associated procurement and rental costs.

1. 8-7-26 Please confirm if all piping 12” and above will be required to be

True Schedule 40 or will Standard .375 Wall be acceptable?

The VA Specifications and HVAC Design Manual do not allow pipe wall thicknesses other than schedule 40 carbon steel.

2. 8-10-26 If a submittal for material or piece of equipment differs from the items in the contract documents identified as the Basis of Design, will coordination and design assistance be provided by the

Government.

When submittals substitute materials or equipment that are identified in the contract documents as the “Basis of Design”, the Contractor is responsible for any modifications required to accommodate the substituted installations. All modifications shall be documented and submitted for review and approval by the VA COR prior to ordering or installation of the items. All substitutions shall meet or exceed the requirements identified in the contract documents. All reengineering required for the coordination of the substitution shall be the responsibility of the contractor.

3. 8-17-26 The medical vacuum pump & med air pump schedule is incomplete and does not contain the correct information for pricing. Please provide a revised schedule with the make/model/design information for the medical vacuum equipment (MV-1) and the medical air equipment (MA-1).

Please refer to the provided “Addendum #01” documentation for revised schedule with the make/model/design information for the medical vacuum equipment (MV-1) and the medical air equipment (MA-1). The Addendum also includes modifications to the cooling system for the Medical Gas Room and other modifications to accommodate the modified cooling system.

4. 9-8-26 The contract drawings identify two 1500 kVA temporary transformers and associated temporary 480V disconnecting means serving the rental chiller plant. Please confirm that commercially available rental transformers, switchgear/disconnects and associated temporary distribution equipment are acceptable for the temporary installation, provided the equipment is listed/rated for the application and meets the indicated electrical characteristics.

Commercially available rental transformers, switchgear/ disconnects and associated temporary distribution equipment are acceptable for the temporary installation provided the equipment is listed/rated for the application, meets the indicated electrical characteristics, and meets or exceeds all local and federal regulations associated with the installation.
