About this file
This is a Statement of Work (SOW) for the Upgrade of Chiller Plant project at Northport Veterans Administration Medical Center in Northport, New York (Project No. 632-25-101). The project involves removal of existing chiller, medical vacuum, and medical air equipment nearing end of life, followed by upgrade and expansion of the sub-basement Mechanical Equipment Room (MER) and installation of new equipment and associated services.
The work is structured in two phases with a total contract completion time of 730 calendar days from Notice to Proceed. Phase 1 requires construction of a Medical Gas Room (approximately 22'-1" x 15'-0"), installation of medical vacuum and medical air equipment, construction of a Chiller Pump Room (approximately 39'-0" x 22'-6"), and installation of two temporary 450-Ton chillers to maintain uninterrupted service during renovation. Phase 2 begins only after Phase 1 completion and includes renovation of the existing MER, equipment installations, modifications to the Climate Control Room, and installation of four new 800-Ton water-cooled centrifugal chillers with new chilled water, condenser water, and secondary/tertiary pump systems. The contractor must furnish all labor, materials, tools, equipment, expertise, administration, supervision, and transportation necessary for performance. Work scope encompasses architectural work (demolition, excavation, construction of new spaces, finishes), structural work (concrete slabs, housekeeping pads, masonry walls), mechanical systems (chillers, pumps, piping, medical gases), electrical work (power distribution, lighting controls, VFD installations), plumbing (medical vacuum/air systems, sewage ejection, floor drains), and fire protection systems. Core working hours are 8:00 AM to 4:30 PM Monday through Friday, with certain noise-generating and utility shutdown activities requiring after-hours coordination. The contractor must maintain facility operations 24/7, protect existing equipment and property from dust and debris, minimize traffic interference, and comply with all OSHA and VA safety requirements including tuberculin screening, fire safety plans, and infection control protocols. Contractor personnel require badging and must complete privacy training and ACC (Autodesk Construction Cloud) platform training within specified timeframes. As-built drawings must be submitted in PDF and AutoCAD format within 15 calendar days after each completed phase, and a Critical Path Method schedule with cost-loaded activities must be approved before work begins.
