The work must comply with Northeast Tri County Health District regulations, Federal Safe Drinking Water Act requirements, National Electrical Code (NEC), OSHA 29 CFR 1926, EPA potable water standards, and National Park Service operational and environmental requirements. An optional second well (Well #2) with identical technical specifications may be awarded contingent upon successful performance of Well #1 and Government funding availability. All work must be completed within 60 calendar days from issuance of Notice to Proceed and include mobilization, permitting, drilling operations, electrical installation, pump installation, testing, disinfection, startup, site restoration, and final documentation. The contractor must obtain all required permits including well drilling, environmental, electrical, and utility clearances. Final acceptance occurs upon successful potable water laboratory testing (including total coliform, E. coli, nitrates/nitrites, and inorganic constituents), verification of operational systems, completion of startup testing, submission of all required documentation, approval of as-built drawings, completion of site restoration, and final Government inspection approval. If initial testing fails, the contractor must re-disinfect and repeat testing at no additional Government cost.
