About this file

This is a Well Site Evaluation Inspection Form completed by the Northeast Tri County Health District for a proposed replacement well serving the Sherman Creek North water system in Ferry County, Washington.

The inspection was conducted on February 26, 2026, by Inspector Alice Day, EHS, for a new well proposed on Managed Permit Lot 8 of parcel #73627500001000 located at 1008 Crest Drive, Grand Coulee, WA 99116. The water system contact is Julia Treu-Fowler (509-754-7807), and the well site is classified as a Group B system. The inspection evaluation concluded the well site is "Satisfactory with Correctable Deficiencies" and is a replacement well, with the reason for replacement being a proposed improvement to the existing water system that is currently served by a spring. The evaluation identified three required mitigation measures: (1) private roads passing within 100 feet of the well must be ditched or drained to safely conduct surface runoff away from the well and outside the 100-foot Sanitary Control Area; (2) a protective covenant must be established for the SCA with legal protection through title notices if the SCA extends beyond property lines; and (3) the well must be drilled, cased, and sealed to a depth greater than 50 feet due to its location within 200 feet of surface water.

Text1: Managed Permit Lot 8 of parcel #73627500001000 was evaluated for placement of a new well to serve the Sherman Creek North water system - Water System ID: AC989E

The proposed well location shown on the attached map is approximate. The following mitigation measures will be required when siting and drilling the well and preparing the design for the water system improvements:

1. Private roads are likely to pass within 100' of the well. If a private road passes through the 100' Sanitary Control Area (SCA), the road must be ditched or drained to safely conduct surface run-off away from well and outside the 100-foot SCA.

2. A protective covenant must be established for the SCA. If the SCA extends beyond the property lines, the well site must be legally protected through title notices and protective covenants.

3. The well will likely be located within 200' of surface water. If the well is located within 200' of the OHWM, the well must be drilled, cased, and sealed to a depth greater than 50'.
