About this file

This is a Contractor Questions and Answers document for solicitation number 140P8326Q0046 concerning the LARO New Water Well project at Sherman Homes, administered by the National Park Service (NPS).

The document addresses two primary contractor inquiries regarding well development and water system authorization. The NPS clarified that the contract scope is limited to drilling one or two wells, placing and wiring pumps, with no requirement for Public Water System authorization or connectivity to existing water lines. Each well will eventually serve four vacation cabins with individual water meters to monitor usage. The NPS consulted with the Department of Ecology regarding the project. The acceptable minimum production rate is established at 5 gallons per minute (GPM), which supports the required 5,000 gallons per day (GPD). If no water is encountered within the anticipated 400-foot drilling depth, the contractor must consult with the Contracting Officer (CO) and Contracting Officer's Representative (COR) to determine estimated costs to that point, after which the contract may terminate or continue at an alternative location using remaining funding. Water system connectivity, metering installation, and lateral line design are explicitly excluded from this contract scope and will be handled separately by the NPS or under future contracts.

Solicitation no. 140P8326Q0046– Contractor Question and Answers – LARO New Water Well Sherman Homes

Contractor Questions and Answers

Questions:

1. There is no reference to the connection of the requested well to any service. Attachment

4, Section 1.3 states the intention is to make available the well water to the 8 cabins. This intent would fit within the definition of a Group B Public Water System.

a. Has the owner applied for and/or received authorization to construct a Public

Water System from the State of Washington Department of Health?

b. If yes,

i. Please provide the authorization

c. If no, does the NPS expect this effort to be conducted by the bid winner?

2. There is no reference to an acceptable quantity of well water.

a. What is the target well production rate where the well owner will instruct the driller to quit drilling and develop the well water resource?

b. What is the contemplated remedy if no water is encountered within the expected

400’ drilling depth?

Answers:

1. The contract does not include tying into the existing water lines for the vacation cabins.

Each of the two wells, at some point (we may only get one with this contract), will tie into 4 cabins each. NPS consulted with Dept. of Ecology (see email below). At some point, when the new lateral lines are designed and installed, each cabin will have a meter to ensure they are not using over their allotted water amount.

a. Since this contract is to drill a well (s) only, authorization is not required. This contract is to drill the well, place and wire pump. Connectivity will happen at a later date either by NPS or under another contract. No authorization will be required by the contractor.

2. An acceptable production rate is 5 GPM. This will allow for the needed 5,000 GPD.

If no water is encountered in the 400', contractor to consult with CO and COR to determine estimated costs to that point. Depending on costs and available funding, either the contract will end at this point, or an alternative location will be selected and drilled to whatever depth remaining funding allows.
