Memorandum
Date: 1 March 2021
To: Eric Ward, EYP
From: Jordan C. Dick, Matthew B. Bronski, and Helena M. Currie
Project: 191504 − Rehabilitation of the Easton Building Exterior Facade, 15 State
Street, Boston, MA
Subject: Technical Evaluation of Proposed Replacement Granite Samples
The granite on the Easton Building appears to be Milford Pink granite, a local granite quarried in the Milford, Massachusetts area that was widely used for building construction in the early twentieth century, when the Easton Building was constructed. Because the planned scope of facade work at the Easton Building includes some whole-stone replacement of existing granite, in the Construction Documents that we are currently preparing, we need to specify a replacement granite that is technically suitable and that is a good match to the existing granite.
Thus, we have reached out to local granite suppliers to provide us with samples of granite from the Milford, Massachusetts area quarries that we can further evaluate for their technical and aesthetic suitability as potential replacement stones on the project. We received two samples of Milford Pink granite with a “6 cut” finish from Fletcher Granite, Westford, Massachusetts in February 2021. Aesthetically, these granite samples appear to be a reasonable match to the existing granite on the Easton Building, and we will review the samples with you and the NPS on 2 March 2021.
We have reviewed the technical data sheet (see attached) provided by Fletcher Granite for this Milford Pink granite and find that it meets or exceeds the requirements in ASTM C615 – Standard Specification for Granite Dimension Stone, as summarized in the table below:
Memo to Eric Ward - 2 - 1 March 2021 Project 191504
Physical Property ASTM Test
Method
ASTM C615
Requirement
Milford Pink Granite, from Fletcher Granite, Westford, MA Absorption by weight, % C97 0.4 max. 0.27 Density, lb/ft3 C97 160 min. 167.7 Compressive strength, psi C170 19,000 min. 19,200 Modulus of rupture, psi C99 1,500 min. 1,970 Abrasion resistance, HA C241 25 min. 81.5 Flexural strength, psi C880 1,200 min. 1,262
While we did not perform physical testing of the existing granite, the properties reported for the proposed replacement stone are consistent with stone properties we have measured for Milford Pink granite on another building of a similar construction era. Based on the good technical properties summarized above, our previous test data and the long track record of durability and performance of Milford Pink granite in the New England area on buildings roughly 100 years old or more, we find the Milford Pink granite samples from Fletcher granite to be technically suitable for use at the Easton Building. Working with you and NPS, we will further evaluate the aesthetic suitability of this potential replacement granite tomorrow.

AUTOMATIC FUEL OIL TRANSFER PUMP SET
Day Tank Fuel Oil Transfer System The lead fuel pump is energized when day tank oil level falls below 50%. The lead pump continues to operate until the day tank level is greater than 80%. Upon the next call for fuel, the lead pump automatically alternates. The control system automatically energizes the back-up pump upon detecting a low level condition, (40% full condition). Both pumps then continue to operate until the level of oil reaches the high level point, 90% full condition. Upon detection of loss of flow or pressure or lead pump thermal overload the control system automatically energizes the backup pump and de-energizes the lead pump.
Loop Fuel Oil Transfer System The lead fuel pump is energized upon a call for oil and run continuously until the demand is removed. Upon the next call for fuel, the lead pump automatically alternates. The lead pump shall automatically rotate every 1 to 168 hours or shall be manually selected by the operator. Upon detection of loss of flow or pressure, or lead pump thermal overload the control system shall automatically energize the backup pump and de-energize the lead pump.
Automatic Pump Prime And Suction Line Integrity Check Fuel transfer system suction piping, pump prime and pump operation are automatically verified each week (adjustable). The lead pump is automatically energized. Once the lead pump has been proven, the lag pump is energized and run through the same test. These tests are recorded in the controller memory with a time-date stamp for later verification. If either lead or lag pump fails any of these test, the control system generates an audible and visual alarm and logs the “failed pump” condition.
To permit pump set testing, fuel oil piping system design must allow pump set discharge to return to the main storage tank.
The above diagrams show suitable Loop and Day Tank system arrangements. Additionally, system designs may include return flow pumps or solenoid valves. Consult factory for additional information.
Modbus Communication Interface Off-site monitoring and control is available via RS-485 Modbus, Ethernet TCP/IP, or BacNet IP digital communication.
Alarms / Event Summary Up to 200 alarms, system events and operator actions are listed in “first in-first out” order with time/ date stamp. Alarms include “pump thermal overload,” “pump loss of flow,” and “pump set failure” with “day tank leak,” “day tank high level” and “day tank low level” added for Day Tank Systems. The following events are recorded with time/ date stamp: “pump started,” “pump control switch in ‘off’ position,” “pump set prime test OK” and “pump selected as lead.”
Building Automation System Building Automation System (BAS) interface includes isolated relay contact outputs for “pump 1 fail,” “pump 2 fail,” “strainer high differential,” “pump set leak,” “day tank high,” “day tank low” and “day tank leak” (all when applicable).
Duplex Strainer (Option “-D”) A Preferred Model 72 duplex fuel oil strainer is provided on the suction side of the pump set instead of the two simplex strainers.
Strainer baskets are 40 mesh stainless steel.
Duplex Strainer Differential Pressure Switch (Option “-DP”) A differential pressure switch/ indicator with isolation cocks is provided to energize an audible and visual alarm should an excessively dirty strainer condition be detected (Option “-DP” can only be used with option “-D”).
Pump Set Leak Detector Switch (Option “-L”) A float-operated “containment basin leak” detection switch is provided to shut off the pumps and energize an audible and visual alarm should a pump set leak be detected.
Main Storage Tank Monitoring (Optional) Fuel Sentry Model TG-EL-DD4A tank gauges may be integrated into the Model ATPSF Transfer Pump Set.

The Maxi-Therm concept We developed our patented, award-winning Vertical Flooded Heat Exchanger based on a proven system used in Europe for over 25 years – but we innovated to enhance its performance.
Like the European design, our Vertical Flooded Heat Exchanger features an oversized vertical shell & tube heat exchanger « A » that usesA LATENT & SENSIBLE heat of steam to heat a liquid.
Because it is oversized, the heat exchanger becomes flooded with condensate that is evacuated at a preset subcooled temperature (usually 200°F), making it possible to optimize use of the SENSIBLE HEAT OF STEAM
AND ELIMINATE THE OCCURRENCE OF FLASH
STEAM. A condensate control valve « B » varies the level of condensate in the heat exchanger according to the process load «D & G» resulting in a 5.4% to 20% energy savings and reduction of greenhouse gas.
Maxi-Therm’s patented innovations When developing our system, we identified two major issues with the European system:
1. The steam pressure must always be lower than the liquid pressure.
2. There is no guarantee of stability of the heated liquid outlet set point temperature, which results in a high level of wasted energy, thereby compromising cost-effectiveness.
With Maxi-Therm’s patented design, however, we resolved these issues
1. No pressure reducing station on the steam side « C » and no safety relief valve(s) to the roof are required.
In fact, we recommend using high-pressure steam (even over 170 psig and we always size the heat exchanger to subcool condensate to 200°F « D ». Plus, our heat exchanger uses more sensible heat, for greater performance and efficiency. Simply, our technology always uses ± 1000 btu/lb. of total heat of steam, either at 10 psig or 125 psig steam pressure.
2. We have achieved stability of heated liquid outlet set point temperature for building heat « H ». In fact, we are the first to guarantee ± 2˚F of set point temperature, even when variable speed drives are used on the circulating pump « G ».
3. Stabilizing pump « J » pre-heats incoming liquid and creates additional turbulence in heat exchanger « A », averaging temperature towards sensor « D ». Therefore the purpose of the stabilization circuit is to stabilize the fluid temperature across the heat exchanger circuit.
4. No condensate pumping substation needed to lift condensate « E ».
5. Condensate Mixer « F » enables high pressure steam traps « I » to discharge directly in the flooded return line « E » without creating any water hammer.

STEAM INLET
Hot water generation
Steam to liquid
All major components are fabricated in the U.S.A
(1) LESS MAKE-UP WATER
The boiler gets back more condensate so you use less fresh water. This also means less softening, chemical treatment, and surface blowdown.
(2) CONDENSATE PUMPS
LAST LONGER
Condensate that is “too hot” causes pump cavitation and seal leaks.
(3) NO STEAM PRV STATIONV
The Maxi-Therm can use high, medium or low pressure steam directly.
(4) NO STEAM SAFETYTT
RELIEF TO ROOF
Many times the vent piping is the most expensive part of the entire system. Maxi-Therm can eliminate the need for both the pressure relief and condensate receiver vent.

(5) NO PUMPING SUB-STATION
The conventional heater will utilize a pump to push the condensate back to a central return station. The pump will require electricity or steam power, again using more energy.
This power source will need a control system and isolation.
(6) SMALLER STEAM INLET AND
CONDENSATE RETURN LINES
(7) SMALLER CONTROL VALVLL E
(8) VACUUM BREAKER
The Maxi-Therm runs at constant pressure and a vacuum breaker is not needed. Independent site testing demonstrated seven times less corrosion rate.

Sequence of operation Steam in the tubes at 100 psig
MC system operation example Temperature is controlled by modulating the condensate (MC) not throttling the steam. A building heat system with constant 100 psi steam at 338˚F. At full load 20˚F rise, water enters at 160˚F and leaves at 180˚F. As entering water temperature rises, the amount of surface exposed to steam is reduced. Condensate is cooled to 200˚F or less by entering water, eliminating flash steam. 5.4% to 20% energy savings. No steam PRV station, no safety relief to roof, no pumping sub-station.
