CONDITION SURVEY REPORT

Easton Building Boston, MA mmoffett Information Only

Report Narrative

Easton Building 15 State Street, Boston, MA Façade Inspection

Vertical Access LLC PO Box 4135, Ithaca, NY 14852 Tel: 607 257 4049 / Fax: 607 257 2129

Vertical Access LLC (VA) was retained by EYP Architecture and Engineering to perform a hands-on and close visual inspection of the exterior façades of the Easton Building at 15 State Street in Boston, MA. The purpose of the survey was to update Vertical Access’ previous exterior inspection of the building performed in July 2012 and to remove any imminently hazardous material at the exterior façades. As part of the investigative work, VA documented new conditions that were not previously identified in the 2012 façade investigation and conditions that had changed since the previous inspection. As in the previous survey, conditions were documented with digital photographs hyperlinked to annotated condition drawings.

VA technicians Patrick Capruso and Evan Kopelson were on-site October 24th and 25th, 2018 to perform the visual inspection using industrial rope access and documentation of conditions using TPAS. Larry Seaboyer and Woody Reggio of the National Park Service were on site to help with building access. Eric Ward of EYP visited the site October 25th to discuss initial findings.

The exterior materials of the Easton Building are in fair to poor condition.

Previously documented conditions at the masonry include displacement of masonry units and crack systems through units and joints, spalls, cracks, failed previous repairs and failed mortar joints. In general, most of the displaced units, spalls, cracks and previous repairs do not show significant change from six years ago. Newly identified displaced units, spalls and cracks were documented at some locations, and some previously documented cracks have progressed further. The conditions exhibit a broadening deterioration over time.

The wood windows and cast iron windows are both in poor condition with widespread failed paint coatings, weathered wood, and corroding metal. The sheet metal cornice is also in poor condition with many failed fasteners, punctures, and tears. These types of conditions were documented in the previous inspection and have continued to deteriorate. Some of the newly documented conditions at the masonry, windows, and sheet metal are typical examples of previously documented conditions.

This Report Narrative with supporting photographs, annotated AutoCAD elevation

Easton Building, 15 State Street Page 2 Report Narrative VA Project No. 18-2151 November 6, 2018 drawings, and spreadsheet of extracted survey conditions constitute VA’s Condition Survey Report for the Easton Building. Vertical Access’ Guide to TPAS® Annotated Drawings is included with the report. Digital copies of the compiled full report, Report Narrative, drawings in AutoCAD and PDF formats, photographs, extracted condition quantities, and Guide to TPAS® Annotated Drawings are provided on a

DVD.

Description of Deliverables

This Report Narrative includes a description of the project deliverables, the scope of work and this narrative summarizing the conditions noted during the inspection.

Conditions documented by Vertical Access and described in the Report Narrative use terminology based on VA’s Conditions Glossary (http://www.vertical-access.com/glossary.html). Supporting photographs illustrating representative and notable conditions are cited in the Report Narrative. The last section of the Report Narrative includes conclusions and preliminary interpretations of the survey findings.

Guide to TPAS Annotated Drawings A Guide to TPAS Annotated Drawings follows the Report Narrative. While printed photographs and drawings are presented as part of this report, the most efficient way to analyze the survey data is by using the features available in the digital drawing files. Readers are encouraged to refer to the Guide to TPAS Annotated Drawings before using the report to develop recommendations.

TPAS utilizes a library of previously drawn material condition symbols to annotate digital survey drawings in the field. The severity and amount of each condition are recorded within the annotations.

The Guide describes key TPAS features:

• Enabling hyperlinks and opening digital photographs directly from the AutoCAD drawing

• Viewing and editing survey data embedded within condition annotations

• Creating views within AutoCAD or within the PDF drawing to visually display information about specific conditions, by turning layers on and off

• Extracting numerical survey information contained in the AutoCAD drawing

Easton Building, 15 State Street Page 3 Report Narrative for export into a spreadsheet or database

Photographs The Photographs section of the report includes images of representative and notable conditions taken during the survey. Each photograph is hyperlinked to a condition code within the AutoCAD drawing so that it can be viewed easily as a digital file.

Each photograph has a three-part name including the Cartesian (x-y) coordinates corresponding to the condition’s location within the AutoCAD drawing, the type of material and condition documented, and the year in which the photograph was taken.

The Cartesian grid used to name the photographs is shown on the drawings. For reference, the table below lists the x-coordinates of the elevation views:

X-Coordinate Elevation View Sheet 0 to 90 East (Devonshire Street): 2012 and 2018 Conditions Sheet 1

110 to 170 North (State Street): 2012 and 2018 Conditions Sheet 1

0 to 90 East (Devonshire Street): 2018 Conditions Only Sheet 2

110 to 170 North (State Street): 2018 Conditions Only Sheet 2

Annotated Drawings Full-size 24” by 36” and reduced-scale 11” by 17” drawings are provided in the Annotated Drawings section, the third section of VA’s Condition Survey Report. The drawings document the condition of the exterior materials, highlighting conditions that are new or that have changed since Vertical Access’ 2012 inspection. Vertical Access used the scans of elevations drawings provided by the National Park Service for the previous survey as base drawings for the current survey. VA inserted the elevations into a single AutoCAD drawing with each exterior elevation view placed to have a unique set of x-y coordinates and the annotations from the previous survey left in place. All annotations from the 2012 survey are on AutoCAD layers with the prefix “2012.”

There are two drawing views included with the printed report. The first view on Sheet 1 contains all of the conditions documented by Vertical during both the 2012 and 2018 inspections. The second view, on sheet 2, shows just the conditions documented during the 2018 survey.

Spreadsheet of Survey Conditions A Spreadsheet of Extracted Survey Conditions is included with this report. The spreadsheet contains three sheets:

Easton Building, 15 State Street Page 4 Report Narrative

• A Data Key shows the layer, condition, code, and unit of measurement for the quantities and severity of each condition;

• The Condition Totals provides overall counts and quantities for each type of condition;

• And the Extracted Survey Conditions sheet catalogs each individual condition identified during the 2012 and 2018 surveys, including location, photograph, quantity and severity data extracted from the annotated AutoCAD drawings.

Digital Files All of the documents composing this Condition Survey Report are provided in digital format on a single DVD. Digital files include a full Condition Survey Report in PDF format, the Report Narrative in PDF format, JPG image files of survey photographs, annotated elevation drawings in AutoCAD DWG and PDF formats, and spreadsheet quantities in Microsoft Excel XLS and PDF formats.

The evaluations and recommendations in this report and its exhibits regarding the condition of building materials and the potential effect on the safety of persons and property are made in the opinion of the VA technical personnel who observed the materials on site and are based on their judgment, knowledge, and prior experience of similar conditions; however, VA makes no warranty or guarantee regarding the accuracy of these evaluations and recommendations.

Scope of Work

Vertical Access’ scope of work for the Easton Building was to perform a hands-on and close visual inspection of the exterior façades and update the previous existing conditions survey performed in 2012. As part of the current investigation of the building façades, Vertical Access documented new conditions that had not previously been identified in the 2012 survey and conditions that appeared to have changed form the previous survey. In addition, representative examples of previously documented conditions were photographed as part of the current survey.

VA documented conditions by means of still photographs hyperlinked to annotated AutoCAD drawings, with quantities provided for each condition.

Each condition was assigned a priority rating as part of the survey. Priority 1 conditions are those representing immediate safety issues. No loose material or Priority 1 conditions were identified during the 2018 inspection; previously

Easton Building, 15 State Street Page 5 Report Narrative identified Priority 1 conditions appear to have been mitigated or repaired since the 2012 inspection. Priority 2 conditions are those that represent general deterioration and maintenance deficiencies, such as displaced units, spalls, crack systems, and failed previous repairs. Priority 3 conditions are conditions that are primarily aesthetic, such as soiling, and conditions that are early in their deterioration trajectory, such as hairline cracks and ferrous embedments. The priority of each condition appears in the Spreadsheet of Survey Conditions, as an attribute that is exported from the condition blocks in the AutoCAD drawing.

Industrial rope access techniques were used to perform the investigation of the Easton Building. In general terms, technicians are suspended on one rope termed the “work positioning line” with a redundant “fall protection line” used as backup.

Hands-off descent control and fall protection devices are integrated into site-specific rigging systems, along with industry-specific climbing and suspension harnesses.

Vertical Access technicians are third-party certified for industrial rope access work by SPRAT, the Society of Professional Rope Access Technicians.

Building Description

The Easton Building at 15 State Street faces the Old State House in the Faneuil Hall section of Boston. The 11- story structure was designed by Shepley, Rutan & Coolidge and constructed in 1902. It was purchased by the National Park Service in the 1990s and housed the visitor center for the Boston National Historical Park until May 2012. The building now serves as offices for the National Park Service.

The building, originally built as a bank, is an example of an early Beaux Arts skyscraper in Boston’s financial district. The granite-clad, steel framed structure is tripartite in form. The ornamental first three stories of the building are separated from the more uniform “shaft” of the building by a small projecting cornice with dentils at the 4th floor. The lower three stories have large window openings with painted cast iron window frames. The 4th through 9th floors are less ornate with simple ashlar units and painted wood operable windows. Above the belt course at the 10th floor the building is more ornate, with decorative carved stone panels at the spandrels and corners and large brackets below the cornice. The projecting granite cornice above the 11th floor is topped with a stamped copper cover with a lion head motif at the roof level on both facades.

Previous Repairs A significant repair campaign, completed in 1996, included the replacement and pinning of granite units at the northeast corner. Replacement units were also installed at other locations including several window head units and spandrels.

Another repair carried out in the 1996 project was the installation of painted steel

Easton Building, 15 State Street Page 6 Report Narrative tubes spanning some of the window openings to act as a supplementary structural lintel. Other work completed included cementitious crack and patch repairs and dutchman repairs. The aesthetic quality of the repair work is generally good but the treatments did not address the underlying structural and water infiltration issues that caused the deterioration.

A minor repair campaign to address the Priority 1 conditions identified during Vertical Access’ 2012 investigation was carried out after that inspection. Some of the loose and incipient spalls previously identified were removed and crack repairs and replacement units were installed.

Findings

As part of the 2018 survey of the Easton Building, Vertical Access documented instances of stone cracks, spalls, failed mortar, and failed repairs. Drawing annotations outlined with a yellow box symbol indicate a newly identified condition which was not documented during the 2012 façade inspection. Some of the “new” conditions are new examples of representative conditions that were previously documented, such as failed mortar at masonry joints and tears in the sheet metal cornice. The orange box symbol indicates instances where a previously identified condition has changed during the six-year span between investigations. Most conditions identified during both the 2012 and 2018 investigations are considered Priority 2 conditions and should be addressed as part of a comprehensive façade repair project. A summary of the changed and new conditions identified during the 2018 survey is provided below.

Changed Conditions

• There are two locations on the north façade where replacement stone units and dutchman repairs have been installed to address severely deteriorated masonry. One location is at the east corner of the façade at the 6th floor spandrel and the other location is near the west corner of the building at the 5th floor spandrel (see photographs 117-73 and 153-64).

• At the spandrel above the 11th floor near the north end of the east façade, a previously identified crack system has developed into a horizontal crack system through mortar joints and stone units. The crack is approximately 1/4” wide and six feet long (see photographs 77-132).

• An incipient spall approximately 20 square inches has developed at the same

Easton Building, 15 State Street Page 7 Report Narrative corner at the 11th floor spandrel where a small crack was previously identified (see photographs 78-125).

• At an incipient spall and crack location at the pier between 3rd floor windows on the north façade identified in the 2012 survey, a sound cementitious patch was documented during the current survey (see photograph 133-53).

New Conditions

• Several new spalls were identified during the 2018 investigation. Spalls were designated with one of the following codes: “B” for bonded in position with either mortar or sealant, “I” for incipient spalls that have not fully formed, and “M” if missing at the time or the survey. The spalls are found on both façades of the building and concentrated above the 10th floor. Most newly identified spalls measured less than 10 square inches however, several measured over 20 square inches and the largest was documented at 50 square inches (see photographs 56-134, 78-92, 79-123, 132-123). None of the newly documented spalls were found to be loose.

• An area of horizontal displacement was noted as newly formed at a location on the east façade between the 4th and 5th floor windows. There is an existing crack through the stone spandrel at this location. The displacement measures approximately 1/8” (see photographs 51-63).

• Several new cracks through single units (“C”), system cracks through units (“CU”), system cracks through joints (“CJ”) and cracks following paths through units and joints (“CUJ”) were documented in the current inspection.

Newly observed crack and crack system widths were typically 1/16” and less.

The cracks through single units are typically about one foot long, and most are located at the upper floors (see photographs 16-100, 137-125). A new horizontal crack through a lintel unit on the east façade is approximately four feet long and 1/8” wide (see photograph 54-64). Several new vertical crack systems through masonry joints and units were also identified on the east façade. These crack systems are approximately ten feet long and 3/16” in width and occur at the 2nd, 3rd, 4th and 5th floors (see photographs 63-30, 50- 37, 48-48, 49-66). A new crack system through units and joints with a width of 1/8” was also documented on the east façade near the north corner above the 11th floor (see photographs 67-134).

• Newly identified failed patch and crack repairs were noted during the investigation. The repairs were made using cementitious patching material and the typical mode of failure is separation of the patching material from the stone substrate along the edges of the repair. Most of the repairs are less than 10 square inches for the patch repairs and less than one foot long for the

Easton Building, 15 State Street Page 8 Report Narrative crack repairs (see photographs 32-133, 116-106, 33-130, 125-70).

• New instances of chipped (“Chp”) and exfoliated (“Exf”) surface loss were documented at a couple locations (see photographs 45-74, 48-113).

• Several areas of failed mortar (“MorF”) were documented during the current survey. These newly documented instances are at locations of previously documented failed mortar and show the continued deterioration of mortar joints (see photographs 29-135, 76-135).

• The decorative sheet metal cornice is in poor condition, with many tears (“Trn”), punctures (“Pnc”), and failed fasteners (“FstF”). Several new representative examples of these conditions were documented during the current survey (see photographs 29-143, 48-140, 5-140, 8-140, 146-141).

• The cast iron windows at the lower floors exhibit failed paint coatings and rusting. New representative locations of these conditions were documented (see photographs 25-50, 44-50).

• Failed paint coatings and weathered wood were previously documented at the wood windows. The wood windows continue to deteriorate (see photographs 30-30, 52-108). There are pieces of sheet metal fastened to the bottom rail at most of the wood windows. Two pieces of sheet metal were found to be loose (see photographs 72-65, 72-75).

• A crack was noted in the wood flagpole on the north façade. The crack emanates from the fasteners at the base of the flagpole (see photographs 156- 45).

Conclusions and Preliminary Interpretations

Vertical Access documented new conditions that had not previously been identified in the 2012 survey and conditions that appeared to have changed from the previous survey. VA documented conditions by means of still photographs hyperlinked to annotated AutoCAD drawings, with quantities provided for each condition.

The exterior materials of the Easton Building are in fair to poor condition, with a broadening deterioration from the time of the 2012 survey evident. Previously documented conditions at the masonry include displacement of masonry units and crack systems through units and joints, spalls, cracks, failed previous repairs and failed mortar joints. In general, most of the displaced units, spalls, cracks and previous repairs do not show any change from six years ago. Newly identified displaced units, spalls and cracks were documented at some locations, and some previously documented cracks have progressed further.

Easton Building, 15 State Street Page 9 Report Narrative

The wood windows and cast iron windows are both in poor condition with widespread failed paint coatings, weathered wood, and corroding metal. The sheet metal cornice is also in poor condition with many failed fasteners, punctures, and tears. These types of conditions were documented in the previous inspection and have continued to deteriorate.

Vertical Access remains available to the project team to discuss our findings and to demonstrate the functionality and utility of TPAS for evaluating the conditions of the Easton Building.

KEY TO SYMBOLS

This target symbol indicates a 20 square inch spall, which was removed during the survey and photographed:

This box symbol indicates an area of biological soiling, which was not photographed:

This polyline indicates a crack system following a joint path, 3/16 inch wide, which was photographed:

Text labels include a code describing the type of conditon, and if applicable, a severity code and Picture Link.

Four types of graphical symbols are used:

--Target symbols depict faults having discrete locations, such as spalls or patch repairs.

--Box symbols are rectangular symbols delineating conditions that span an area too large to be effectively represented with target symbols.

--Polyline symbols depict cracks and specific joint conditions.

--Picture Link symbols indicate the location of survey photographs.

Each TPAS annotation is comprised of a graphical symbol and text label.

This box symbol indicates a newly identified condition:

This box symbol indicates where a previously identified condition has changed:
