About this file
This document summarizes a pre-proposal conference for a federal solicitation seeking replacement of a steam heat and distribution system and repairs to the exterior structure and facade of a building. The National Park Service is soliciting proposals due by July 28, 2021 to replace the aging steam heating system in the Easton Building with a new hot water system, install a generator, and repair the building's stone and steel exterior which has been damaged by corrosion. Offerors must be small businesses with average annual revenue under $39.5 million. The work involves replacing radiators and piping inside, restoring the granite facade, installing a cathodic protection system and rehabilitating windows outside over a proposed 730-day period of performance. Questions are due by July 21 and the government will evaluate proposals without discussions, making award to the best value offer based on technical approach, schedule, experience and past performance.

PROJECT PURPOSE AND BACKGROUND
Under PMIS 249576, heat for the Easton Building is currently supplied through a steam system provided by Boston Municipal Distributed Steam. The system is aging and prone to steam leaks.
The steam leaks have caused saturation of the masonry materials encasing the steel superstructure accelerating corrosion and exfoliation of the structural steel.
This project will install a Steam Heat Exchanger system, including distribution piping, to replace the building-wide steam system. The project will also replace a generator to provide emergency power for elevators, protection systems, and emergency lighting, and replace existing fluorescent lighting, electric ballast, and bulbs with LED fixtures with lighting controls.
PROJECT PURPOSE AND BACKGROUND
Under PMIS 220968, the structural steel frame has corroded, resulting in damage to the facade stone and masonry brick backup and mortar. To stop further corrosion and repair the damage, this project will remove and replace the basement ceiling and the pedestrian sidewalk above it and associated structural framing with an Impressed Current Cathodic Protection (ICCP) system to prevent further corrosion of the steel superstructure, rehabilitation of granite façade, including rake and repoint, repair, cleaning, replacing veneer panels, windowsills, window heads, and jack arches.
The project will remove the wythe brick to ensure secure anchorage of facade stones. Window rehabilitation will include installation of steel lintels, paint double-hung wood sashes/frames, and monumental cast-iron fenestration and removal and replacement of suspected asbestos-laden window frame caulk.
