About this file
This document is an addendum to FAR provision 52.212-1 that provides detailed instructions to offerors for submitting proposals for in-store seafood market resale operations at commissary locations in Hawaii. The document requires offerors to submit technical narratives addressing seven key areas: company experience in seafood market operations, employee training plans, cost control practices, patron savings strategies, transaction value improvement plans, contractor-furnished equipment details, and product quality/variety assurance methods.
The pricing requirements specify that offerors must provide a Firm Fixed Percentage of Patron Savings with a minimum of 13% savings compared to local commercial markets, with a target of 25% savings on core items. Offerors must complete the CLIN Structure and Price Submission Document for both core and non-core items across base and option periods. The document also outlines site visit procedures requiring prior coordination through the DeCA Resale Contracting Branch, prohibits photography and employee engagement during visits, and notes that past performance information will not be evaluated. Proposals must be held firm for 90 calendar days, and multiple offers are discouraged though alternative terms may be proposed if consistent with FAR requirements.

Attachment 4 - Addendum to FAR provision 52.212-1 – Instructions to Offerors – Commercial Products and Commercial Services.
(b) Submission of offers.
(4) A technical description of the services being offered shall be in accordance with the following instructions and address the questions below:
Each narrative question should be stated followed by your response. Your response to each narrative question should be answered directly and must be written in a clear and thorough manner, describing precisely HOW the offeror proposes to perform the requirements. Complete all narrative questions and responses.
(i) Describe any experience the company and its key management personnel have related to performance based-contracts relevant to this acquisition. Your narrative should include the company's capability statement, identifying relevant experience and competencies in seafood market resale operations, demonstrating capabilities to successfully manage a seafood market resale operation of the type required by this acquisition. Your narrative shall include competencies that would prove your company's and its key personnel's capability to sustain successful performance under a long term in-store seafood market resale operations contract for multiple locations.
(ii)What employee training does your company plan to offer to ensure employees performing under the resultant contract are trained, qualified, and proficient in all tasks required to operate the In-store Seafood Market Resale Operations in the commissary locations listed in the Attachment 3. Include employee training your company plans to offer to maintain currency of skills and the frequency training and refresher training will be offered.
(iii) Describe how your company will utilize industry best practices to identify and control cost factors.
Identify any other aspects of the company's long-term approach that will increase the likelihood of successful performance of patron savings.
(iv) Describe how your company will ensure patron savings meets or exceeds your company's proposed price, stated as a percentage of patron savings, on a daily basis when compared to same or similar items at commercial supermarket operations within the local competitive area for core and non-core items to meet patron demand. Your narrative should describe the plans proposed to be initiated under the resultant contract; not what your company has accomplished in the past. Plans should include at a minimum evaluation factors and tools (e.g. example of a completed price survey demonstrating understanding of the patron savings requirement, frequency of evaluation, corrective measures, and personnel responsible).
Your narrative should include how your company proposes to react to market trends to include concerns your company believes might affect your ability to provide the minimum of 13% savings with an overall target of 25% patron savings across all core items and how your company proposes to address them.
(v) Describe how your company proposes to increase the monthly average dollar per transaction. Your narrative should include marketing and merchandising strategies and your company's proposed plan to react to market trends. Include any concerns your company believes might affect your ability to increase the monthly average dollar per transaction and how your company proposes to address these concerns.
Include what, if any, involvement would be required by the Government.
(vi) List the types and quantities of contractor furnished equipment and supplies proposed to accomplish
In-store Seafood Market Resale Operations, consistent with your procedures. Explain how the equipment and supplies contribute to your performance as it relates to savings, product satisfaction, and customer satisfaction.
(vii) Describe how your company will ensure product quality and variety meets or exceeds patron satisfaction. Your narrative should include how your company will ensure only products from approved sources are offered for resale to the patrons, no expired, endangered species, or recalled products are offered for resale to the patrons, safe product temperature requirements are maintained, adherence to all applicable requirements of Federal, State, Local, and NOAA regulations, adherence to the requirement for a Hazard Analysis and Critical Control Point plan for processed items (e.g. steamed lobster) quantity meets patron demand (no incidents of seasonal not-in-stock), and patron requests for products not currently stocked will be addressed.
(6) Price shall be represented as Firm Fixed Percentage of Patron Savings. The minimum percentage of patron savings shall be 13% or higher.
The offeror shall submit its proposed prices as a minimum percentage of patron savings; i.e., the amount, expressed as a percentage, which the offeror proposes to save the commissary patron on the price of each core and non-core item. The offeror must provide pricing on all core and non-core items to be considered for award; however, price (minimum percentage of patron savings) does not have to be the same for the core and non-core items. Pricing shall be provided for each CLIN base and option periods as set forth in the sub CLINS. Pricing offered on a CLIN shall be applicable to all locations covered by that CLIN.
The offeror shall provide a completed Attachment 1 - CLIN Structure and Price Submission Document.
The minimum percentage of patron savings offered for each core and non-core item may vary for each sub-CLIN period. The proposed price is the minimum percentage of patron savings the offeror shall provide to the commissary patron on each offered core and non-core item over the selling price of the same or similar items from comparable commercial supermarket operations within the local commuting area and geographic or national area. The minimum percentage of patron savings shall be at least 13% when comparing DeCA’s selling price to the selling price of core and non-core items in comparable local commercial markets on a daily basis.
Pricing for all CLINS for which a proposal is offered shall include all labor, materials, and overhead, to include costs associated with Enterprise-wide Contractor Manpower Application Reporting (eCMRA), and profit costs for the work effort required to operate and manage the in-store seafood market operation at the locations set forth in the schedule.
The offeror shall submit a narrative describing how the applicability of the eCMRA will impact the proposed price, stated as a minimum percentage of patron savings. This requirement, concerning data collection regarding the Acquisition of Services within agencies of the Department of Defense, was mandated by Congress. The information required concerns the number of contract employees using direct labor hours and the associated cost data collected from Contractors. Your response to this issue may be that the costs cannot be separately priced. If however, costs can be separated out, then the response to this should be in sufficient detail to allow for a clear, calculable, understanding of the potential impact. You may elect to provide detailed proposal calculations and/or pricing data that was not otherwise provided with your proposal, and include a sample calculation of the impact of the eCMRA requirement.
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR)
52.212-3 will be obtained from SAM.gov.
(10) Past performance is not an evaluation factor. Offerors are advised submissions of past performance information will not be evaluated.
(c) Period of acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
(d) Product samples. No product samples shall be submitted.
(e) Multiple offers. Multiple offers are discouraged. Offerors may submit an offer presenting alternative terms and conditions including alternative line items provided the alternative line items are consistent with FAR subpart 4.10.
(k) DeCA specific instructions.
