About this file

This is a CLIN (Contract Line Item Number) Structure and Price Submission Document for in-store seafood market resale operations at four DeCA Pacific Area commissaries in Hawaii (Hickam AFB, Kaneohe Bay MCBH, Pearl Harbor, and Schofield Barracks). The document outlines a base performance period of 24 months (March 1, 2025 through February 28, 2027) and three 12-month option periods extending through February 28, 2030.

The contractor must provide all labor, materials, and overhead costs for operating and managing the seafood markets, including roadshows. Per-item savings must be at least 13% below retail prices of comparable stores within 10 miles of each commissary location. Contractors must specify their percentage of patron savings for both core and non-core items across all performance periods, with the base period divided into two 12-month segments. The document includes blank spaces for contractors to input their proposed savings percentages for core and non-core items for each period.
