About this file

This is a 52.212-1 Addendum document providing instructions for quoters related to an API Internal Tank Inspection project at Fort Riley, Kansas. The document outlines three main evaluation components: Technical Capability (requiring inspector certification and one-page resume), Experience (requiring three completed projects within past 5 years), and Price (inclusive of all PWS-specified work costs).

The experience requirements specifically focus on four marked areas of expertise: disposing of unacceptable fuel, cleaning tanks, performing API 653 Internal inspections, and installing new wiper seals. Quoters must provide detailed project references demonstrating these capabilities, including dates, points of contact, and how the projects compare in size and complexity. The document notes that pricing must be submitted separately from experience and technical capability submissions, and specifies that funds are not currently available for award. Both prime contractors and qualified subcontractors may be considered, though subcontractor work must be clearly identified with relevant experience documentation.

SP-POL-CMP-INSPECT-FY25-RILTank - 52.212-1 Addendum

(o) Instructions for quoters for evaluation purposes:

1. Technical Capability – The quoter shall provide the inspector’s certification, and one page resume for the inspector proposed to perform the work.

2. Experience – The quoter shall provide three previous projects completed as experiential references of projects completed within the past five (5) years. Experience consists of projects completed as a prime contractor or projects complete as a qualified subcontractor that have the capabilities to perform this work. If performance of any work is to be completed by a subcontractor, the quoter shall identify the work to be completed and the experience of the subcontractor. Unfinished projects or projects awarded, but where work has not yet commenced, will not be considered. These references shall be equal to or similar in scope and complexity of this requirement. Example projects shall contain evidence of the quoter’s experience in:

1. __ draining fuel

2. _X_ disposing of unacceptable fuel

3. _X_ cleaning the tank

4. ___ the performance of an STI inspection

5. _X_ the performance of an API 653 Internal inspection

6. ___ the performance of an API 570 inspection

7. _X_ the installation of new wiper seals

8. ___ the creation of a strapping chart

The contractor shall provide dates of performance and pertinent information to demonstrate how they are comparable to this requirement in size and complexity. The contractor shall include points of contact, titles, telephone numbers, and email addresses (if available) for all references.

3. Price – The quote shall be inclusive of all costs to perform the work specified in the PWS. In the event of an arithmetic discrepancy between the unit price and the CLIN subtotal, or contract total, the unit price will prevail. Pricing must be submitted separate from the experience and technical capability submissions.

4. Funds are not presently available for the award of this action. No award will be made until funds are available.
