2.0 Scope
2.1 Overview
Under this task order, USBR intends to assess, test, and repair the electrical systems of those buildings determined as needing attention (Section 1.2). Each identified building will be assessed on the condition of its electrical system. Each identified building will be assessed for function and compliance of the electrical system. Various aspects of the electrical system will be tested to ensure that they are working per manufacture specifications. Non-compliance will require repair or replacement of a part of the electrical system. Some of these repairs are cosmetic in nature. Some of these repairs are needed to bring all electrical aspects in the building to meet electrical code as defined by the Boulder City Code Enforcement group. Some repairs will be made just because they are in harmony with good practice. Some of the repairs will be made for employee safety. The work shall be in accordance with the Assessment reports provided, local Boulder City Code, National Electric Code, and other repair items that are deemed needing immediate repair. Assessment and repair of buildings will take place as follows:
2.1.1 Process
Update both the electrical site plans and facility one-line electrical drawings; in some cases, as approved, the three-line drawings for areas of high maintenance; identify the service capacity of all the facilities stated by evaluating the service entrance switchgear and infrastructure that may preclude or limit current or future planned demands;
identify non-code compliant electrical systems and detail appropriate corrective actions including repairs and replacements, to include providing cost estimates for the corrective actions recommended.
2.1.2 Drawings
Provide all final drawings to the Contracting Officer’s Representative (COR) in the latest version of AutoCAD on CD or DVD and e-mail. Also provide electronic copies in 11x17 .pdf versions.
2.1.3 Arc Flash
For listed facilities needing an Arc Flash Study (Section 1.1). The contractor will provide to the Contracting Officer’s Representative (COR) accurate one-line data files in the latest version of AUTOCAD and data files in the latest version of EasyPower while conducting an Arc Flash study on the facility. Contractor will place proper decals where needed in compliance with current NFPA and IEEE safety standards and provide a complete Arc Flash report. The Arc Flash data file and report will be provided to the USBR for each identified facility in the latest version of AutoCAD and EasyPower on CD or DVD and e-mail.
2.1.4 Labeling
It is expected that all assessments and repairs will be in and around electrical boxes, breakers, electrical plugs, and other electrical items. All electrical circuits shall be labeled that are involved in an assessment or repair with proper lock-out tag-out procedures.
Emergency response requests for assessment or repairs, must have a response time of no later than 45 minutes at normal posted speed limits.
Any overtime must be approved by the COR
