About this file

This document is a Trip Report from the Bureau of Reclamation's Lower Colorado Region detailing an unsuccessful underwater inspection of the Senator Wash Bridge at the All-American Canal on December 29, 2020. The inspection was conducted to comply with federal regulations requiring underwater inspections of public highway bridges at intervals not exceeding 60 months, with the specific bridge having two bents composed of 12 circular, precast, prestressed concrete piles. Despite coordinating with the Imperial Irrigation District and the Lower Colorado Region Dive Team during a system-wide flow reduction requested by CalTrans, the diver was unable to complete the inspection due to high water velocities, which prevented accessing the bridge bents.

The report concludes that underwater inspections of assets on the All-American Canal have historically been challenging because of high canal flows and year-round operational demands. The recommendation is to periodically monitor water velocity at the structure and compare it to channel flow and water surface elevation to better plan future underwater inspections. The document was prepared by Dustin Johnson, a Civil Engineer, and reviewed by Kevin Tibbs, a Mechanical Engineer, both of whom digitally signed the report on December 29, 2020.

BUREAU OF RECLAMATION

Lower Colorado Region Boulder City, Nevada

Trip Report

Senator Wash Bridge (LCYA0048) Underwater Inspection

1. Date: December 29, 2020

2. Location: Senator Wash Road at the All-American Canal

3. Purpose:

Federal regulations (29 CFR Part 650.311(b)) requires underwater inspections to be performed at all public highway bridges at regular intervals not to exceed 60 months.

The underwater elements of this bridge include two bents each composed of 12 circular, precast, prestressed concrete piles. The last underwater inspection was conducted on December 16, 2014 by a Remotely Operated Vehicle (ROV).

4. Summary:

The inspection was coordinated with the Imperial Irrigation District, Yuma Area Office and the Lower Colorado Region (LC) Dive Team. The inspection was scheduled during a system wide flow reduction requested by CalTrans for the purpose of inspecting CalTrans owned bridges in the Calexico area 70 miles downstream.

An attempt to enter the water by diver using surface supplied air was made from the east canal bank immediately downstream of the bridge. Due to high water velocities, the diver was unable to proceed to the bents to complete the inspection.

5. Conclusion:

Underwater inspection of assets on the All-American Canal has historically been problematic due to the high flows in the canal and year-round operational demand.

Water velocity at the structure should be periodically monitored and compared to the channel flow and water surface elevation to assist in planning future underwater inspections. An underwater inspection should be planned once the velocities at this structure are better understood.
