About this file
This Performance Work Statement (PWS) details underwater inspection services for three highway bridges in the Lower Colorado Basin near Yuma, Arizona for the Department of Interior's Bureau of Reclamation. The bridges to be inspected are Los Algodones Bridge, Senator Wash Bridge, and Lower Cibola Bridge, with specific inspection requirements including 100% Level 1 visual/tactile inspection and 10% Level 2 detailed inspection with partial cleaning. The inspection will focus on identifying common underwater bridge defects such as scaling, cracking, delamination, spalling, and scour, with inspections to be performed by a qualified Bridge Inspection Team Leader and Underwater Bridge Inspectors following Federal Highway Administration standards.
Key requirements include submitting a comprehensive dive and inspection plan, commercial dive certifications, medical clearance letters, and other safety documentation prior to the inspection. The anticipated inspection window is between December 27-30, 2025, with bridge-specific conditions noted such as water depths ranging from 10-20 feet and varying water flow rates. The contractor must provide a detailed inspection report within 90 calendar days of completing the inspection, adhering to FAC 07-01 standards. All work must comply with safety regulations from OSHA, Reclamation Safety and Health Standards (RSHS), Federal Highway Administration (FHWA), and Hazardous Energy Control Program (HECP) guidelines.
