About this file

This document is a Bridge Inspection Report for the Los Algodones Bridge, conducted by the Bureau of Reclamation on 03/27/2025. The bridge, built in 1938, carries State Route 186 over the All-American Canal and provides sole access to the Andrade/Los Algodones Border Crossing, which experiences approximately one million crossings annually. The routine inspection revealed the bridge is in fair condition, with a bridge condition classification of "F" and a lowest condition rating of 6 (satisfactory).

Key observations include reflexive cracking in the asphalt wearing surface, a spall on the upstream pier that remains unchanged from the previous inspection, and a vertical offset of the center slab ranging from 1 1/2 to 1 3/4 inches. A telephone conduit on the downstream curb remains disconnected. The report includes a recommendation to plan and schedule a new crossing, with Caltrans already working on a State Route 186 realignment project. The bridge has seven spans, is 140.1 feet long, and has a curb-to-curb width of 24 feet, with concrete slabs supported by piers and a bituminous wearing surface.

Primary Operating Entity: Imperial Irrigation District

State Route 186 OVER All American Canal

Bridge Type: Type 1

Report Approval Team Leader: Jeff Lynn Reviewer: Dustin Johnson

Approver: Dustin Johnson Approved Date: 06/02/2025

Structural Evaluation Summary

Inspection of the bridge deck was obstructed by the asphalt wearing surface. The deck appears to be in good condition with no obvious signs or cracks or spalls. Reflection cracking is apparent in the asphalt surface at the bridge joints. The pavement is showing moderate wear. Two conduits are attached to the downstream curb. One conduit, belonging to the telephone company, has several openings at the conduit joints that has not changed since the last inspection. Advisory signs on both sides of the gate control deck warn pedestrians the deck is not a sidewalk.

Inspection of the superstructure and substructure were limited to areas visible from the bridge deck and the canal banks. The visible portions of the superstructure and substructure are in satisfactory condition. A spall was observed on the right, upstream corner of the center slab above the supports and appears unchanged from the last inspection. The center slab is vertically offset from the adjacent slabs by 1 1/2 inches on the north end and 1 3/4 inches on the south end, this is changed from the previous inspection by 1/4 to 1/2 inch.

The channel is in good condition. The approach roadway is in satisfactory condition. Typical longitudinal and transverse cracking was observed, as well as surface wear. Weight limit and object marker signs posted at both approaches are functional and in good condition.

Status Update: A resolution supporting Caltrans’s revised SR-186 alignment was adopted by the Fort Yuma Quechan Indian Tribal Council and submitted to Caltrans on December 8, 2023.

Throughout the Project Approval and Environmental Document (PA&ED) Phase for EA 11-43108, Caltrans has included Reclamation and the Imperial Irrigation District in its Project Development Team meetings and has requested input throughout the process.

Caltrans disseminated the Project Report for the PA&ED phase to its stakeholders for their review and comments. On April 18, 2025, Reclamation provided feedback indicating agreement with Caltrans’s recommendation for EA 11-43108 to progress into the Plans, Specifications, and Estimates (PS&E) phase.

Caltrans plans to continue its coordination with stakeholders as soon as funding is secured to proceed to subsequent development phases of the project (PS&E, Right of Way, Construction).

Recommendation: Plan and schedule for a new crossing to carry State Route 186 over the All-American Canal

Inspection Information

The bridge carries State Route 186 over the All-American Canal and provides sole access to the Andrade/Los Algodones Border Crossing which has roughly one million crossings annually. The bridge is part of a check structure which features seven radial gates controlled from a platform on the west (downstream) side of the bridge deck. The check structure regulates flows on the All-American Canal and delivers water to Mexico.

The bridge is a seven-span, concrete slab bridge. The three concrete slabs are each 18 inches thick and are supported intermittently by concrete piers. Each of the five center spans are 20 feet long and the end spans are 19.5 feet each for a total structure length of 140 feet. The bridge deck has a curb-to-curb width of 24 feet and an edge-to-edge width, including the gate control deck, of 32.2 feet. Concrete curbs, 18 inches wide by 9 inches tall, run along both sides of the roadway. The bridge deck has an asphalt concrete wearing surface.

The channel is concrete lined at the structure and earth lined upstream and downstream. The bridge is documented left to right looking downstream.

The bridge has no guardrails. Steel handrails consisting of three-inch diameter steel pipes are embedded in both concrete curbs. Additionally, a similar handrail is located on the downstream edge of the gate control deck.

Bridge Description

Team Lead: Jeff Lynn, Inspection Date: 03/27/2025

Notes to Future Inspectors Roadway has high traffic volume. Warning signs and inspection vehicles with flashing lights are highly recommended to alert traffic of bridge inspection.

A boat-based inspection is recommended to inspect the above water bridge elements not visible from the canal banks. Inspection opportunities may be available if coordinated with IID gate maintenance.

Underwater inspection requires above average coordination. IID has indicated willingness to accommodate flow requests during significantly low water demand (typically between Christmas and New Year's Day). Next underwater inspection was due December 2024 but was delayed due to operational issues with the Reclamation dive teams. A small boat/kayak should be brought during the underwater inspection so the bearings and underside of the deck can be inspected during the outage.
