About this file

This Performance Work Statement (PWS) outlines underwater inspection services for the Bureau of Reclamation (BOR) across 17 western states. The contract covers inspections of 243 high hazard dam facilities (approximately 30 underwater examinations annually), 53 type 1 bridges (around 13 underwater bridge inspections per year), and other water conveyance infrastructure including pumping plants and siphons. Inspections will be conducted during the outage season between September and April, with divers potentially exposed to water temperatures below 40 degrees Fahrenheit and working at elevations up to 10,000 feet.

The contractor will be responsible for providing qualified dive inspection teams to perform visual, detailed, and highly detailed inspections using various levels of examination techniques. Key requirements include submitting comprehensive inspection reports meeting FAC 01-07 or FAC 07-01 standards, providing commercial dive certifications, maintaining safety protocols, and completing inspections within no-decompression dive limits (typically around 30 feet depth). The contract allows BOR to utilize a combination of this contract and in-house dive and remotely operated vehicle (ROV) capabilities, with inspections focused on identifying common structural defects such as scaling, cracking, delamination, spalling, and exposed rebar.

PERFORMANCE WORK STATEMENT

UNDERWATER INSPECTION SERVICES

1 GENERAL

1.01 BACKGROUND

A. The Department of Interior, Bureau of Reclamation (Reclamation), has a need for underwater inspection services. The services are in support of Reclamation’s mission to manage, develop, and protect water and related resources in an environmental and economically sound manner in the interest of the America public.

There are 243 high hazard dam facilities in reclamation’s inventory that require underwater inaccessible feature examinations, equating to approximately 30 underwater examinations annually.

There are 53 type 1 bridges that require underwater bridge inspections, equating to approximately 13 inspections annually.

The are many other underwater exams that fall within the review of operation and maintenance (RO&M) program including pumping plants and siphons. 95% of conveyance assets are operated by a transferred works operating entity. As a result, Reclamation area and field offices typically coordinate underwater exams based on their judgment and as a part of their regularly occurring RO&M exams.

Reclamation intends to accomplish all, some, or none of these inspections utilizing a combination of this contract and in-house dive and remotely operated vehicle (ROV) capabilities

1.02 LOCATION

A. The services are required at various locations throughout the Western United States with reservoir elevations up to 10,000 feet above sea level. The inspections are located across the 17 western states and often in remote locations. The data collection will occur in a variety of underwater conditions, including but not limited to, flow, turbidity, depth, and temperature.

1.03 SCOPE

A. The contractor shall provide personnel to perform inaccessible features reviews and examinations of underwater portions of structures and facilities at various Reclamation dams, bridges, stilling basins, water control structures, water conveyance structures, and water conveyance infrastructure. Principal components of the work include, but are not limited to, the following:

1. Underwater inspection of intake structures, outlet structures and stilling basins at reclamation facilities.

2. Underwater inspection of bridges.

3. Underwater inspection of other water conveyance structures.

4. Report writing documenting these inspections IAW FAC 01-07 or FAC 07-01 as applicable.
