About this file
This document is an Underwater Bridge Inspection Report for the Los Algodones Bridge, conducted on 12/29/2019 by the Bureau of Reclamation's Lower Colorado Region Yuma Area Office. The inspection was performed by a dive team coordinated with the Imperial Irrigation District during a system-wide flow reduction. The bridge carries State Route 186 over the All-American Canal and provides sole access to the Andrade/Los Algodones Border Crossing, which handles over 1.6 million crossings annually.
The seven-span concrete slab bridge, built in 1938, is 140 feet long with a 24-foot curb-to-curb width. The underwater inspection revealed generally good conditions, with only minor abrasion and aquatic buildup observed on concrete surfaces. Specific findings include several irregular repair patches near expansion joints, some showing signs of delamination, and a 1-inch vertical offset at an expansion joint. The inspection team noted that while the concrete channel protection remains stable, there are two incomplete recommendations from previous inspections: planning a new crossing (estimated $20 million, scheduled for 2027) and installing bridge safety railings (also estimated at $20 million, scheduled for 2027).

Bridge Description
The bridge carries State Route 186 over the All-American Canal and provides sole access to the Andrade/Los Algodones Border Crossing which has over 1.6 million crossings annually. The bridge is part of a check structure which features seven radial gates controlled from a platform on the west (downstream) side of the bridge deck. The check structure regulates flows on the All-American Canal and delivers water to Mexico.
The bridge is a seven-span, concrete slab bridge. The three concrete slabs are each 18 inches thick and are supported intermittently by concrete piers. Each of the five center spans are 20 feet long and the end spans are 19.5 feet each for a total structure length of 140 feet. The bridge deck has a curb-to-curb width of 24 feet and an edge-to-edge width, including the gate control deck, of 32.2 feet. Concrete curbs, 18 inches wide by 9 inches tall, run along both sides of the roadway. The bridge deck has a thin asphalt concrete wearing surface.
The channel is concrete lined at the structure and earth lined upstream and downstream.
The bridge is oriented in the north-south direction and the canal flows from east to west. For the purpose of this inspection, the bridge is documented right to left looking downstream.

Structural Evaluation Summary
The inspection was coordinated with the Imperial Irrigation District (IID), Yuma Area Office (YAO) and the Lower Colorado Region (LC) Dive Team. The inspection was scheduled during a system wide flow reduction requested by CalTrans for the purpose of inspecting CalTrans owned bridges in the Calexico area 45 miles downstream.
The underwater portions of the abutments, wingwalls and pier were in good condition. Only minor abrasion and aquatic buildup was observed on the concrete surfaces. Several irregular shaped repair patches were observed on the channel lining. Most of the patches were located near the expansion joint immediately upstream of the bridge piers. Several of these patches were showing signs of delamination. The joint compound at the expansion joints had substantially deteriorated. A 1-inch vertical offset was observed at the expansion joint immediately upstream of the bridge. Overall the concrete channel protection was still in stable condition and repairs to the failing concrete patches are not necessary at this time.
Recommendations and Estimated Costs Definitions Category 1 Recommendations involving the correction of severe deficiencies where immediate responsive action is required to ensure structural safety and operational integrity of a facility.
Category 2 Recommendations covering a wide range of important matters where action is needed to prevent or reduce further damage or preclude possible operational failure of a facility.
Category 3 Recommendations covering less important matters but believed to be sound and beneficial suggestions to improve, or enhance, the O&M of a project or facility.

Notes to Future Inspectors
Dive Plan
The underwater features inspected include the left and right abutment walls and wingwalls, six intermediate pier walls and the concrete apron. Two dives, using surface supplied air, were required to complete the inspection. A representative from IID was onsite to close and lockout six of the seven downstream radial gates.
Only the gate adjacent to the abutment opposite of the diver was open. The first diver entered the canal from the left bank upstream of the wasteway turnout, proceeded along the left wingwall and concluded at the left side of Pier 2. The second diver entered the canal from the right bank upstream of the bridge structure, proceeded along the right wingwall and concluded at the right side of Pier 2.
Field Inspection Report Condition Rating Codes for Items 58-62 N Not Applicable 3 Serious Condition – loss of section, deterioration, spalling, or scour have seriously affected primary structural components.
Local failures are possible. Fatigue cracks in steel or shear cracks in concrete may be present
9 Excellent Condition 8 Very Good Condition – no problems noted.
7 Good Condition – some minor problems.
2 Critical Condition – advanced deterioration of primary structural elements. Fatigue cracks in steel or shear cracks in concrete may be present or scour may have removed substructure support. Unless closely monitored it may be necessary to close the bridge until corrective action is taken.
6 Satisfactory Condition – structural elements show some minor deterioration.
5 Fair Condition – all primary structural elements are sound, but may have minor section loss, cracking, spalling, or scour
1 “Imminent” Failure Condition – major deterioration or section loss present in critical structural components or obvious vertical or horizontal movement affecting structure stability.
Bridge is closed to traffic, but corrective action may return structure to light service.
4 Poor Condition – advanced section loss, deterioration, spalling, or scour
0 Failed Condition – out of service; beyond corrective action.
