About this file
This document is an Interface Control Document (ICD) that defines the format and content of the Livescan message passed between the New Jersey State Police Store and Forward System and any external Livescan or Enterprise Livescan Application (ELSA) devices. The ICD details the global content of the messages that are compliant with the ANSI/NIST Format for the Exchange of Fingerprint Data. It defines the available card types, unique numbers, NIST data format, and specific field requirements for Livescan submissions including Type-1, Type-2, Type-4, Type-8, Type-10, and Type-15 records.
The related state and local contract opportunity is for a 10 Print Livescan System to be used in Mercer County and Trenton City, New Jersey. Key details about the opportunity are not provided, but it is likely a competitive procurement process for a system that will integrate with the New Jersey State Police AFIS/Criminal Livescan system as described in the ICD.

1 Introduction
This document contains the format and content of the Livescan message which is the basis of all messages passed between the New Jersey State Police Store and Forward System and any external livescan or Enterprise Livescan Application (ELSA) devices.
1.1 Scope
This specification details the global content of the messages that originate and flow between the systems. The messages are compliant with the ANSI/NIST Format for the Exchange of Fingerprint Data, and to some extent are based on the Electronic Fingerprint Transmission Specification defined by the U.S. Department of Justice, Federal Bureau of Investigation.
The livescans have the ability to capture and transmit information defining submissions of a number of different types:
A Applicant Transmitted Q Applicant Query
C Criminal R Custody Receipt
F Domestic Violence Final Order N Criminal Non-Criteria (not submitted to AFIS)
I Criminal Inquiry S Sex Offender
J Juvenile U Deceased / Unknown
D DNA Only
Each submission type has its unique data requirements which are defined in the Data Dictionary, Appendix D.
1.2 Reference Documents
The following documents were used in the preparation of the ICD:
1) Data Format for the Interchange of Fingerprint Information, National Institute of Standards and Technology (NIST) Document ANSI/NIST-ITL 1-2007

2 General Information
2.1 ANSI/NIST Formatting
Each of the messages contained herein uses the tagged format defined in the ANSI/NIST-ITL 1- 2011.
In the format tables under comment, where “any printable 7-bit ascii char” is allowed, lower case alpha characters are not included unless specified.

2.3 Unique Numbers
2.3.1 Transaction Control Number
Transaction Control Number (TCN) is the tracking number generated at the scanning device. It is composed of 3 subfields (date, time, and PCN) separated with RS separators.
2.3.2 Process Control Number
The “Process Control Number (PCN)” appears as the 3rd subfield in the transaction_header field (1.09) of the Type 1 record. The PCN is derived by combining the “MUN, LSID and UNI” together as one element:
2.042 - Municipal # - MUN (4N) Livescan ID - LSID (2N) Value incremented for each transaction - UNI (6N)

3.1 Livescan Submission
3.1.1 Type-1 and Type-2 Records
The following is the detailed record layout of the Type-1 and Type-2 records that will be submitted from the livescan. 3.1.2 Type-4 Image Record
Type-4 records are required with every livescan submission, and are to be concatenated to the end of the last character of the Type-2 record defined above. Refer to the Data Format for the Interchange of Fingerprint Information, National Institute of Standards and Technology (NIST) Document ANSI/NIST-ITL 1-2011, for the precise format of this record.
A Type-4 record is submitted for every rolled finger image and flat image to be included. The Type-4 record will contain the fields indicated below. These records are not tagged field records, and no field identifiers are embedded in the record. All data are provided in binary (shown as hexadecimal in the following example) form, without separators.

3.1.5 Type-15 Palm Print Record
This section defines the content, format, and units of measurement for the exchange of automated palm print image information used to identify a criminal subject.
D306-042A Version 3.6 January 30, 2017 28
This section shall describe the ANSI/NIST-compliant Type-15 Palm Print image records acquired from a subject in a criminal booking using a New Jersey livescan device.
Specifications are also provided for printing a generic Palm card.
When capturing palms, the livescan will be required to capture, at a minimum, lower and writers palm prints. ELSA will acquire the Upper Palms as well. The palmprint record set for one individual may include the hypothenar (writer’s palm) as a single scanned image, and the area of the thenar (lower palm) for each hand, and the upper palms per the ANSI-NIST ITL 1-2011.
The order of the Type-15 records within each group shall consistently be in order of first to last (e.g., palm code 22 –28). The following table also defines specific measurements of the palm codes included in each record.
Palm Position Palm Code
Width
(mm) (in)
Height
(mm) (in)
Right Writer’s Palm 22 44.5 1.8 127.0 5.0

Left Upper Palm 28 139.7 5.5 139.7 5.5
Note: This table was extracted from the ANSI/NIST Data Format for the Interchange of Fingerprint Information document.
Raw images captured at 1000 dpi must be WSQ compressed to 500 dpi for storing on the NJSP AFIS. WSQ compression ratio will be 15:1 on average.
The New Jersey Livescans and AFIS support up to six ANSI/NIST Type-15 Palm Print image records. The Type-15 records may be concatenated as a group to the end of the Type 1, 2, and 4 records submitted from the New Jersey livescan.
Type-15 ANSI/NIST Palm Print Record
Type-15s are tagged field records with field identifiers embedded in the record. For each field of the Type-15 record, the table below lists the condition code as being mandatory (M) or optional (O), the field number, the field name, character type, field size, and occurrence limits. Based on a three-digit field number, the maximum byte count size for the field is given in the last column.
As more digits are used for the field number, the maximum byte count will also increase. The maximum byte count includes the field number, the information, and all the character separators including the “G
S” character.
In the following table, constant values are depicted in bold under Sample Data.
Variable values shall be compliant with the ANSI NIST ITL 1-2011 definition.
