Classified excavation for rock removal is paid per cubic yard within a specified three-foot trench width, with prior Owner and Engineer approval required and no additional compensation beyond the bid unit price regardless of actual contractor costs.

MEASUREMENT AND PAYMENT

US Forest Service 01400-1 Project No.24040

SECTION 01400

GENERAL:

Section 01400 shall be the basis for payment for all work proposed under this project and shall include all labor, materials, tools, equipment, transportation, overhead, profit, insurance, taxes, and all other costs necessary to provide for a complete and proper installation and placement in service of the work. No additional compensation will be considered except for work approved by the Owner as a change to the work as a bid. The basis of payment described in this Section shall be for all items listed in the Schedule A Bid Form.

DIVISION I & DIVISION II

01. CONTRACTOR MOBILIZATION / DEMOBILIZATION (Division I & II - Bid Item No. 1):

Mobilization: Mobilization shall be paid for at the lump sum amount established in the bid and shall include all costs associated with the cost of insurance; payment and performance bonds; the contractor's cost of moving personnel and equipment to the project site; contractor’s facilities on site;

project signs; and other incidentals incurred prior to the beginning of actual construction of the project.

Payment for the cost of mobilization shall be limited to a maximum of five (5%) percent of the total contract amount. The amount of mobilization as listed in the Bid shall not be reduced in determining the total Bid amount.

Demobilization: Demobilization shall be paid for at the lump sum amount established in the bid and shall include all costs associated with the final punch list/cleanup items; removal of construction equipment from the project site; contractor administrative work associated with project closeout documentation; and other items required to completely demobilize from the project site. Demobilization costs established in the bid shall not be less than one (1%) percent of the total bid amount.

02. CLEARING AND GRUBBING (R/W CLEARING) (Division I & II - Bid Item No. 2):

A. Clearing and Grubbing (R/W Clearing) (Bid Item No 2a): Work performed under this bid item shall be paid for at the lump sum price as established in the bid and shall include all materials, equipment, labor, and other costs associated with clearing, grubbing, debris removal, miscellaneous grading, etc., all of which are necessary to properly clear the entire existing prescribed sewer right-of-way. Several areas of interest have been shown and called out on the drawings. The Contractor must ensure that the area is thoroughly cleared of underbrush, shrubs, trees up to 10”, etc., within the prescribed right-of-way. Other areas may be added as necessary at no additional costs. All areas cleared must be graded to drain and re-grassed. The Contractor shall obtain approval for his planned clearing activities before work begins.

03. GRAVITY SEWER LINES - OPEN CUT (Div. I – Bid Item No. 3a thru 3b & Div. II - Bid Item No. 3a):

Work performed under this bid item shall be paid for at the unit price per linear foot as established in the bid and shall include all costs associated with installing the gravity sewer line by the open-cut trench method. The unit price shall include, at a minimum, the following items:

• All field engineering and survey work.

• Field investigation work as outlined on the Contract Drawings and in the Specifications.

• Clearing and grubbing operations.

• Removal and proper disposal of clearing and construction debris.

• Daily clean-up of the construction site.

• Unclassified excavation and properly compacted backfill.

• Removal and proper disposal of existing gravity sewer line where excavated for installation of new replacement gravity sewer.

• Removal and disposal of unsuitable materials.

• Providing and installing select backfill material.

• Pipe bedding.

• PVC Pipe, Ductile Iron Pipe, HDPE as specified

• Pipe installation and jointing of pipe.

• Connections to existing system.

• Dewatering of trench excavation.

• Surface restoration of disturbed areas of construction.

• Removal and replacement of existing fences.

• Crossing of existing streams, ditches, wetland areas, etc. not paid for under other bid items.

• By-pass pumping system.

• Temporary structures or other work to assist in the installation of the gravity sewer.

• Preparation and submittal of cut sheets.

• Other work as required for a complete and proper installation and compliance with the

Contract Documents.

Measurement of the gravity sewer shall be over the centerline of the pipe and shall be measured from end to end of the gravity sewer lines for the various pipe sizes and materials installed.

04. GRAVITY SEWER - BORE AND JACK (Division I - Bid Item No. 4a):

Work performed under this bid item shall be paid for at the unit price per linear foot established in the bid for the various line sizes and steel casing pipe sizes and shall include all costs associated with boring and jacking steel casing pipes and installing PVC sanitary sewer lines in the casing pipes. The unit price shall include, at a minimum, the following items:

• All field engineering and survey work.

• Field investigation work as outlined on the Contract Drawings and in the Specifications.

• Installation of sanitary sewer main through the encasement pipe.

• Stainless steel pipe spiders

• Confirmation of existing site conditions.

• Field work to ensure proper depth and alignment.

• Excavation and backfill of bore pits.

• Installation of temporary barricades.

• Compaction tests of backfill area, if required by the Engineer.

• Boring and jacking of steel encasement pipe.

• Steel encasement pipe.

• Sealing of encasement pipe ends.

• Temporary construction entrances for bore and exit pits.

• Traffic Control.

• Temporary and permanent grassing.

Contract Documents

Installation of the steel encasement pipe shall begin and end where approved by the Engineer.

Measurement of the sewer main and steel encasement pipes shall be over the centerline of the pipe and shall be measured from end to end of the pipes for the various pipe sizes installed.

05. SEWER FORCEMAIN – OPEN CUT (Div. I - Bid Item No. 5a thru 5b & Div. II – Bid Item No. 4a):

in the bid for the various line sizes and types and shall include all costs associated with installing the sewer lines by the horizontal directional drill method. The unit price shall include, at a minimum, the following items:

• All field engineering and survey work.

• Field investigation work as outlined on the Contract Drawings and in the Specifications.

• Clearing and grubbing operations.

• Removal and proper disposal of clearing and construction debris.

• Daily clean-up of the construction site.

• Unclassified excavation and properly compacted backfill.

• Removal and proper disposal of existing gravity sewer line where excavated for installation of new replacement gravity sewer.

• Removal and disposal of unsuitable materials.

• Providing and installing select backfill material.

• Pipe bedding

• PVC Pipe, Ductile Iron Pipe, HDPE as specified

• Pipe installation and jointing of pipe.

• Connections to existing system.

• Dewatering of trench excavation.

• Surface restoration of disturbed areas of construction.

• Removal and replacement of existing fences.

• Crossing of existing streams, ditches, wetland areas, etc. not paid for under other bid items.

• By-pass pumping system.

• Temporary structures or other work to assist in the installation of the gravity sewer.

• Preparation and submittal of cut sheets.

Measurement of the gravity sewer shall be over the centerline of the pipe and shall be measured from end to end of the gravity sewer lines for the various pipe sizes and materials installed.

06. SEWER FORCEMAIN – HORIZ. DIRECTIONAL DRILLING (Div. I - Bid Item No. 6a & Div. II – Bid Item

No. 5a):

in the bid for the various line sizes and types and shall include all costs associated with installing the sewer lines by the horizontal directional drill method. The unit price shall include, at a minimum, the following items:

• All field engineering and survey work

• Field investigation work as outlined on the Contract Drawings and in the Specifications

• Clearing and grubbing operations

• Removal and proper disposal of clearing and construction debris

• Daily clean-up of the construction site

• Unclassified excavation and properly compacted backfill

• Removal and disposal of unsuitable materials

• Providing and installing select backfill material

• Construction of launch and receiving pits

• PVC pipe, Ductile Iron pipe, HDPE as specified

• Pipe restraint systems

• Fittings

• Pipe installation and jointing/fusion of the pipe in full compliance with pipe manufacturer/supplier recommendations

• Dewatering of launch, receiving pits, and/or trench

• General surface restoration of disturbed areas to pre-construction condition

• Gravel driveway replacement

• Other work and equipment as required for a complete and proper installation and compliance with the Contract Documents

Measurement of the directionally drilled sewer line shall be measured horizontally over the centerline of the pipe from end to end of the pipe installed. Because payment of this bid item will be based on horizontal measurements, the contractor will be solely responsible to ensure that his unit price includes the costs of any additional pipe required to properly perform the directional drill installation as shown on the drawings.

07. FORCEMAIN LINE VALVES (Division II – Bid Item No. 6):

Work under this bid item shall be paid for at the unit price per each size of valve as listed in the bid and as shown on the contract drawings. The unit price shall include all costs associated with excavation and backfill; providing and installing gate valve, restraints, foster adapters, washed stone, valve box, etc., in new sewer forcemains; precast concrete valve collar; and other work and equipment associated with a complete and proper installation.

08. AIR AND VACUUM VALVE IN 4’ DIAMETER MANHOLE (Division I & II - Bid Item No. 7):

Work performed under this bid item shall be paid for at the unit price per air and vacuum valve in a 4-foot-diameter manhole, as constructed and approved by the Engineer, as established in the bid. It shall include all materials, labor, tools, equipment, and other costs associated with the construction of the air and vacuum valve in a 4-foot-diameter manhole as specified in the Contract Drawings and Specifications.

09. MANHOLES – 4’ DIAMETER (Div. I - Bid Item No. 8a thru 8c & Div. II – Bid Item No. 8a thru 8b):

A. Manholes – 4’ Diameter: Work under this bid item shall be paid for at the unit price established in the bid for the 4’ diameter manhole to the depth listed, measured from the invert of the lowest pipe, and as shown on the contract drawings and specifications. The unit price shall include, at a minimum, the following items:

• All site work

• Unclassified excavation

• 12” thick stone bedding for manhole

• Pre-cast concrete manhole

• Manhole frame and covers

• Pre-cast grade rings

• Joint collars

• Inverts

• Manhole steps

• Flexible pipe boots

• Castings

• Pipe installation

• Properly compacted backfill

• Connections to existing sewer lines and services

• Surface restoration

• Clean-up

• All other costs associated with a complete and proper installation.

New doghouse manholes, including poured base, shall be included in this line item.

10. 4’ DIAMETER OUTSIDE DROP MANHOLE (Division I - Bid Item No. 9):

Work performed under this bid item shall be paid for at the unit price per 4-foot-diameter outside drop manhole constructed and approved by the Engineer as established in the bid. It shall include all materials, labor, tools, equipment, and other costs associated with the construction of the 4-foot-diameter outside drop manhole as specified in the Contract Drawings and Specifications.

11. 5’ DIAMETER INSIDE DROP MANHOLE (Division I - Bid Item No. 10):

Work performed under this bid item shall be paid for at the unit price per 5-foot-diameter inside drop manhole constructed and approved by the Engineer as established in the bid. It shall include all materials, labor, tools, equipment, and other costs associated with the construction of the 5-foot-diameter inside drop manhole, as specified in Detail 1, Sheet 7 of the Contract Drawings and any associated sections of the Contract Specifications.

12. WATERTIGHT FRAME AND COVER (Division I - Bid Item No. 11 & Division II – Bid Item No. 9):

This item shall be paid for at the unit price for each watertight frame and cover installed as established in the bid and shall include all costs associated with a complete and proper installation as specified in the Contract Documents. At a minimum, the work shall include but not necessarily be limited to:

• All material, equipment, and labor

• All field engineering and survey work

• Clearing and grubbing

• Excavation and backfill

• Providing and installing select backfill as required

• Cleanup of work area

• Cleaning, removal, and proper disposal of construction debris

• Installation of new watertight frame & cover

• Grout newly installed frame and cover

• Proper disposal of the existing frame & cover, if applicable

• Removal and replacement of existing shrubbery or other ground features as required

• Fine grading and site restoration

• Achievement of proper compaction

• Grassing

• Traffic Control

• Other work as required for a complete and proper installation in compliance with the

13. MANHOLE VENTS (Division I - Bid Item No. 12a & Bid Item No. 10a):

This item shall be paid for at the unit price for each manhole vent installed as established in the bid and shall include all costs associated with a complete and proper installation as specified in the Contract Documents. At a minimum, the work shall include but not necessarily be limited to:

• All material, equipment, and labor

• All field engineering and survey work

• Excavation and backfill

• Providing and installing select backfill as required

• Cleanup of work area

• Cleaning, removal, and proper disposal of construction debris

• 4” Stainless Steel Pipe

• Installation of new manhole vent

• Opening of vent shall be installed such that it is pointing downward (using 2 90º fittings) above the 100-year flood elevation

• Removal and replacement of existing shrubbery or other ground features as required

• Fine grading and site restoration

• Achievement of proper compaction

• Grassing

• Traffic Control

14. MODIFICATIONS OF EX. MANHOLE (Division I - Bid Item No. 12a thru 12b):

A. Re-build/Raise Invert (Bid Item No. 12a): This item shall be paid for at the unit price for each invert rebuilt or raised as established in the bid and shall include all costs associated with a complete and proper installation as specified in the Contract Documents and Specifications. At a minimum, the work shall include but not necessarily be limited to:

• All material, equipment, and labor

• Installation of by-pass pumping and plugs as required to rebuild the invert

• Cleaning, removal, and proper disposal of construction debris

• Rebuilding of invert with Hyperform or approved equal

• Traffic control

B. Raise Manhole Cone (Bid Item No. 12b): This item shall be paid for at the unit price for each invert rebuilt or raised as established in the bid and shall include all costs associated with a complete and proper installation as specified in the Contract Documents and Specifications. At a minimum, the work shall include but not necessarily be limited to:

• All material, equipment, and labor

• Installation of by-pass pumping and plugs as required to rebuild the invert

• Cleaning, removal, and proper disposal of construction debris

• Rebuilding of invert with Hyperform or approved equal

• Traffic control

15. CONNECTION TO EX. MANHOLE (Division I - Bid Item No. 14 & Division II – Bid Item No. 11):

Work performed under this bid item shall be paid for at the price per each connection to existing manhole as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with the complete and proper installation of the connection to existing manhole as required in the Contract Documents.

16. CUT AND PLUG EX. GRAVITY SEWER (Division I - Bid Item No. 15 & Division II – No. 12):

This item shall be paid for at the unit price for each sewer mainline plug as established in the bid and shall include all costs associated with a complete and proper installation as specified in the Contract Documents. At a minimum, the work shall include but not necessarily be limited to the following:

• All materials, equipment, and labor

• All field engineering and survey work

• Clearing and grubbing operation, as required

• Excavation and backfill

• Achievement of proper backfill compaction

• Daily clean-up of the construction site

• Cutting of existing sewer line

• Removal and proper disposal of construction debris

• 12” stone base

• Providing and installing the line plug in accordance with the requirements of the Contract

Documents

• Dewatering of trench excavation

• Surface restoration of disturbed areas of construction

• Traffic Control

• Other work as necessary to ensure a complete and proper installation.

17. NEW / RELOCATED SEWER SERVICES (Division I - Bid Item No. 16a thru 16b & Division II – Bid

Item No 13a thru 13c):

A. New Lateral, Connection, and Cleanout (Div. I - Bid Item No. 15a & Div. II – Bid Item No.

13a): Work under this bid item shall be paid for at the unit price for each new service lateral / tap as established in the bid and shall at a minimum, include all costs associated with the following:

• Providing and installing a new service wye or saddle of appropriate size and type.

• Providing and installing a new 4” cleanout to the right-of-way or easement and necessary pipe, fittings, etc.

• Miscellaneous pipe, fittings, etc.

• Unclassified excavation and backfill.

• Achievement of proper backfill compaction.

• Providing, installing and removal of temporary plug, if necessary.

• Clean-up of the work area.

• Fine grading and site restoration.

• Unclassified excavation and backfill

• Achievement of proper backfill compaction

• Providing and installing necessary pipe, fittings, etc.

• Providing and installing reducing pipe fittings as required

• Pre-cast concrete collar

• Site clean-up

• Surface restoration to existing conditions or better.

• Other work as required for a complete and proper installation

B. New 4” PVC Sewer Service – Open Cut (Division I - Bid Item No. 15b & Division II – Bid Item No. 13b): New 4” PVC sewer service shall be paid for at the unit price per linear foot as established in the bid and, at a minimum, shall include all costs associated with:

• All field engineering and survey work

• Clearing and grubbing

• Removal and replacement of existing fences

• Cutting and removal of existing pavement area.

• Unclassified excavation and backfill

• Providing and installing select backfill material as required

• Achievement of proper compaction

• Providing and installing the 4-inch PVC service pipe

• Pipe bedding

• Dewatering

• By-pass pumping if required

• Clean-up of the work area

• Removal and replacement of existing shrubbery or other ground features as required

• Fine grading and site restoration

The length of the service line will be measured from the centerline of the main sewer to 5 feet from the residence. The owner and engineer shall approve the final location of sewer services.

C. Additional Cleanouts (Division II - Bid Item No. 13c): Work under this bid item shall be paid for at the unit price for each new service lateral / tap as established in the bid and shall at a minimum, include all costs associated with the following:

• Providing and installing a new 4” cleanout to the right-of-way or easement and necessary pipe, fittings, etc.

• Miscellaneous pipe, fittings, etc.

• Unclassified excavation and backfill.

• Achievement of proper backfill compaction.

• Providing, installing and removal of temporary plug, if necessary.

• Clean-up of the work area.

• Fine grading and site restoration.

• Unclassified excavation and backfill

• Achievement of proper backfill compaction

• Providing and installing necessary pipe, fittings, etc.

• Providing and installing reducing pipe fittings as required

• Pre-cast concrete collar

• Site clean-up

• Surface restoration to existing conditions or better.

18. NEW SYCAMORE FLATS & RANGER STATION LIFT STATION (Division I - Bid Item No. 17a thru 17l

& Division II – Bid Item No. 14a thru 14k ):

A. Site Clearing (Bid Item No. 16a): Work performed under this bid item shall be paid for at the

US Forest Service 01400-10 Project No.24040 lump sum price as established in the bid and shall include all material, labor, tools, equipment, and other costs associated with clearing and grubbing of the site as shown on the plans and as required by the Contract Documents. This bid item included but not necessarily limited to, the following:

• Shrubbery

• Underbrush

• Small trees

• Other work as required for compliance with Contract Documents.

B. Earthwork: Work performed under this bid item shall be paid for at the lump sum bid amount as established in the bid and shall include all material, equipment, and labor costs associated with the grading of the site. The unit price, at a minimum, shall include but not necessarily be limited to, the following:

• All construction staking, field engineering and investigation, and survey work

• Removal and proper disposal of unsuitable material

• Providing and installing select backfill material

• Rough grading activities

• Fine grading activities

• Removal and disposal of excess material

• Daily clean-up of the construction site

• Surface restoration of disturbed areas of construction

• Final clean-up of the construction site

C. Pumps, Rails, Floats, Piping, and Valves: Work performed under this bid item shall be paid for at the lump sum bid amount as established in the bid and shall include all material, equipment, and labor costs associated with the grading of the site. The unit price, at a minimum, shall include but not necessarily be limited to, the following:

• All construction staking, field engineering and investigation, and survey work

• Removal and proper disposal of unsuitable material

• Providing and installing DIP and PVC piping

• Providing and installing fittings and joint restraint as required

• Providing and installing guide rails, supports, lifting chain, float switches, mounting accessories, hardware, etc.

• Removal and disposal of excess material

• Daily clean-up of the construction site

• Surface restoration of disturbed areas of construction

• Final clean-up of the construction site

• Other work as required for a complete and proper installation and compliance with the

Contract Documents.

D. Conc. Structures (Wet Well and Valve Vault): Work performed under this bid item shall be paid for at the lump sum bid amount as established in the bid and shall include all material, equipment, and labor costs associated with the grading of the site. The unit price, at a minimum, shall include but not necessarily be limited to, the following:

• All construction staking, field engineering and investigation, and survey work

• Removal and proper disposal of unsuitable material

• Setting the wetwell and valve vault at the locations and elevations show; plumb and level

• Connection of all piping, conduit, etc. not elsewhere covered

• Purchase, delivery, and installation of hand-crank crane

• Providing and installing select backfill material

• Removal and disposal of excess material

• Daily clean-up of the construction site

• Surface restoration of disturbed areas of construction

• Final clean-up of the construction site

• Other work as required for a complete and proper installation and compliance with the

Contract Documents.

E. Electrical and Pump Controls with Canopy: Work performed under this bid item shall be paid for at the lump sum as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with the complete and proper installation of the electrical work as required in the Contract Documents. The lump sum price shall include, at a minimum but not necessarily limited to, the following:

• All field engineering and survey work

• Main service, main breaker, panelboard, and transformers

• Feeder system, in conduit, if required.

• Branch circuit panels

• Branch circuit wiring

• Hangers, anchors, sleeves, chases, support for fixtures, and other electrical materials and equipment in association therewith.

• Light fixtures and lamps

• Wiring system, in conduit, for equipment and controls provided under other sections of the Specifications including, but not necessarily limited to, Equipment and Mechanical Sections.

• Transient voltage surge suppressor

• Electrical heaters with mounting brackets

• Testing and startup

• Installation of meter base, attachment points, and mast riser.

Other work, items, and services required for a complete and proper installation and compliance with Contract Documents.

F. Emergency Generator: Work performed under this bid item shall be paid for at the lump sum price as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with the complete and proper installation of the generator, concrete pad, automatic transfer switch, etc. as required in the Contract Documents. The unit price shall include, but is not limited to, the following:

• All field engineering and survey work

• Purchase and delivery of the emergency standby generator and automatic transfer switch

• Installation of generator and automatic transfer switch

• Providing and installation of conduit and stub ups

• Wiring system, in conduit, for equipment

• Setting and removing forms

• Installation of rebar

• Sand / Stone base, as shown on plans

• Concrete generator pad

• Other work, items, and services required for a complete and proper installation and compliance with Contract Documents

G. Concrete Pads: Work performed under this bid item shall be paid for at the unit price per cubic yard as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with the installation of the concrete building slab as shown on the plans. The unit price shall include, at a minimum but not necessarily limited to, the following:

• All field engineering and survey work

• Field investigation work as outlined on the Contract Drawings and in the

Specifications

• Daily clean-up of the construction site

• Purchase of the material

• Installation and removal of forms

• Pouring the concrete slab

• Finish

• Expansion joints

• Curing control, if required

• Excavation and backfill for building slab and foundation, etc.

• Dewatering of trench, and foundation excavation

• Removal and proper disposal of unsuitable material

• Floor drains, grating, and piping

• Compacted ABC stone base, as per the City of Hendersonville Standards

• Compaction tests (3 minimum)

• Other work as required for a complete and proper installation and compliance with the Contract Documents.

H. Crushed Stone Paving: Work performed under this bid item shall be paid for at the unit price per ton as established in the bid form and shall include all costs associated with the purchase, delivery, placing, compaction, excavation, hauling and disposal of material, daily clean-up of the construction site, etc. of the work as shown on the drawings and as required in the Contract Documents. Stone tickets showing the weight and the destination of the delivery must be included in the contractor’s payment application in order to receive payment for this item.

I. Non-Freeze Yard Hydrant: Work performed under this bid item shall be paid for at the price per each non-freeze yard hydrant installed as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with the complete and proper installation of a non-freeze yard hydrant as required in the Contract Documents.

J. New 3/4” Water Service: shall be paid for at the lump sum price per as established in the bid and shall include all material, equipment, and labor costs associated with installing a new service line for the lift station. At a minimum, the unit price shall include but not necessarily be limited to, the following:

• Unclassified excavation and properly compacted backfill

• Removal and disposal of unsuitable material

• Providing and installing new 3/4” service tubing and tracer wire

• Sterilization and flushing of new tap and service line

• Connection of new service line the existing water main

• Providing and installing select backfill material

• Dewatering of excavation

• Barricades

• Removal and proper disposal of construction debris

• Site Restoration

• Other work, equipment, and materials as required for a complete and proper installation

K. Landscaping: Work performed under this bid item shall be paid for at the unit price per each type of tree and shrub as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with the planting of landscaping trees. The unit price shall include, at a minimum but not necessarily limited to, the following:

• Excavation and backfill

• Removal and proper disposal of existing and unsuitable material, as required

• Stakes, wires, flagging, and other support devices

• Purchase, delivery, and installation of an acceptable/live tree

• Purchase, delivery, and proper placement of planting mix/soil

• Other materials, tools, and equipment required for a complete and proper installation and compliance with the Contract Documents.

L. Cattle Gate: Work performed under this bid item shall be paid for at the unit price per each successfully and approved installed cattle gate as established in the bid and shall include all material, labor, tools, equipment, purchase, delivery, installation, and other costs associated with installing a cattle gate.

19. ABANDONMENT OF EX. LIFT STATION (Division I - Bid Item No. 18):

Work performed under this bid item shall be paid for at the lump sum price as established in the bid form and shall include all material, labor, tools, and equipment costs associated with the abandonment of the existing pump station. The unit price shall include, at a minimum but not necessarily limited to, the following:

• All field engineering and survey work

• Field investigation work as outlined on the Contract Drawings and in the

Specifications

• Cut and plugging of sewer line connections.

• Removal and proper disposal of electrical equipment, wiring, valves, piping, fittings, etc.

• Removal of existing pumps and motors (to be returned to the US Forest Service)

• Other work as required for a complete and proper installation and compliance with the Contract Documents.

20. TREE REMOVAL (Division I - Bid Item No. 19 & Division II – Bid Item No. 15):

Work performed under this bid item shall be paid for at the unit price per tree removed as identified on the plans and/or directed by the Engineer as established in the bid and shall include all material, labor, tools, equipment, and other costs associated with tree removal.

21. PAVEMENT REPLACEMENT (Div. I - Bid Item No. 20a thru 20b & Div. II – Bid Item No. 16a):

A. Asphalt Pavement Repair (State Hwy) (Bid Item No. 19a): Work performed under this bid item shall be paid for at the unit price per linear foot (based on a 3-foot-wide trench) as established in the bid and shall include all costs of providing and installing the pavement replacement in complete accordance with Contract Drawings and Specifications. Asphalt pavement replacement will not be paid for unless approved by an authorized representative of the Owner, the Engineer and/or NCDOT, as appropriate.

Measurement of the replacement shall be performed by the Engineer and the Contractor.

B. Asphalt Pavement Repair (Driveway, Parking, etc.) (Bid Item No. 19a): Work performed under this bid item shall be paid for at the unit price per linear foot (based on a 3-foot-wide trench) as established in the bid and shall include all costs of providing and installing the pavement replacement in complete accordance with the Contract Drawings and Specifications. Asphalt pavement replacement will not be paid for unless approved by an authorized representative of the Owner and/or the Engineer, as appropriate. Measurement of the replacement shall be performed by the Engineer and the Contractor.

22. SEDIMENT & EROSION CONTROL FACILITIES (Div I - Bid Item No. 21a thru 21e & Div. II – Bid Item

No. 17a thru 17e):

A. Culvert Outlet Protection shall be paid for at the unit price per each as established in the bid for culvert outlet protection and shall include all costs associated with providing, installing, maintaining, and removal of the culvert outlet protection devices as required by the contract specifications and drawings. The Engineer shall confirm the location and type of culvert outlet protective device required.

Payment for culvert inlet protection shall be based on the following:

a. At initial installation – 50% of the total work claimed

b. After satisfactory removal of the culvert outlet protection – The remaining 50% of the total work claimed

B. Silt fencing shall be paid for at the unit price per linear foot as established in the bid and shall include all costs associated with providing, installing, maintaining, and removal of the silt fence in accordance with the contract drawings and specifications or as directed by the Engineer. Payment for the silt fencing shall be based on the following:

a. At initial installation – 50% of the total work claimed

b. After satisfactory removal of the silt fence – Remaining 50% of the total work claimed

C. Mud Mat/Construction Entrance shall be paid for at the unit price established in the bid for each construction entrance and shall include all costs associated with providing, installing, maintaining, US Forest Service 01400-15 Project No.24040 and removal of all temporary construction entrance as required by the Contract Documents or as directed by the Engineer. Payment for the mud mat / construction entrance shall be based on the following:

a. At initial installation – 50% of the total work claimed.

b. After satisfactory removal of the construction entrance/mud mat – Remaining 50% of the total work claimed.

D. Wattles shall be paid at the unit price per each sediment tube as established in the bid and shall include all costs associated with providing, installing, maintaining, and removal of the sediment tubes as required by the contract specifications and drawings. The Engineer shall confirm the location and type of protective device required. Payment for sediment tubes shall be based on the following:

a. At initial installation – 50% of the total work claimed

b. After satisfactory removal of the sediment tubes – Remaining 50% of the total work claimed

E. Grassing shall be paid for at the unit price per acre as established in the bid and shall include all costs associated with providing temporary and permanent grassing along the water main route in full compliance with the Contract Documents. At a minimum, grassing shall include the following:

• Confirmation with NCDEQ representative and Engineer of temporary and permanent grassing requirements.

• Inventory of existing lawns that have been disturbed to ensure that permanent grassing installed will be the same as existing grass found in the private lawns.

• Debris removal and general cleanup along the route to be grassed prior to restoration activities.

• Rough and fine grading.

• Disking, pulverizing, and raking of disturbed areas.

• Fertilizing of all areas to receive grassing.

• Grass seed of the appropriate types and mixtures.

• Sowing of seed.

• Straw / mulch of all grassed areas.

• Re-grassing of areas where temporary or permanent grassing was not achieved.

The percent completion of grassing shall be determined by the Engineer and the Contractor.

Payment for grassing shall be as follows:

• For temporary grassing: 25% of the unit price established in the bid.

• For permanent grassing: 75% of the unit price established in the bid.

Permanent grassing will not be paid for until a minimum of 70% coverage is achieved, the grass is at least 2 inches in height, and NCDEQ concurrence has been granted.

23. SEWER SYSTEM TESTING (Div. I Bid Item No. 21a thru 21c & Div. II – Bid Item No. 18a thru 18c):

A. Mandrel / Deflection Testing shall be paid for at the unit price per linear foot of gravity sewer line installed and shall include all costs associated with performing this test as per the requirements of the contract specifications. Deflection/mandrel testing shall be limited to mainline sewers installed (8” or larger) and shall be paid only for lines deemed in compliance with the contract documents.

B. Air / Infiltration Testing Air/infiltration testing shall be paid for at the unit price per linear foot of gravity sewer line installed and shall include all costs associated with the performance of the test in compliance with the requirements of the contract specifications. Payment for such testing shall be limited to those lines deemed in compliance with the contract documents.

C. Manhole Vacuum Tests Manhole vacuum tests shall be paid for at the unit price per manhole and shall include all costs associated with the performance of the test. Payment for such testing shall be limited to those manholes deemed in compliance with the requirements of the contract specifications.

24. COMPACTION TESTS (Division I - Bid Item No. 23 & Division II – Bid Item No. 19):

Compaction testing shall be paid for at the unit price per test as established in the bid and shall include all costs associated with on-site compaction testing during and after backfill and/or grading operations and the preparation and submission of the testing laboratory's certification of compaction.

Copies of the field compaction reports and the testing firm's certification must be submitted with each pay estimate. Only compaction tests authorized or requested by the Engineer and tests that show compliance with the Contract Documents will be paid for. Costs of compaction tests indicating non-compliance with the Contract Documents shall be borne by the Contractor.

25. CLASSIFIED EXCAVATION (Division I – Bid Item No. 24 & Division II – Bid Item No. 20):

Work under this bid item shall be paid for at the unit price per cubic yard of rock removed as established in the bid and shall be measured based on a specified trench width of three (3) feet and the depth of solid rock to the point of six (6) inches below grade. The unit price shall include at a minimum, pre- and post-surveys of existing nearby structures, drilling, blasting, excavation, and proper disposal of rock, select backfill, and proper bedding materials. No classified excavation will be paid for without prior approval of the Owner, Engineer, or their representatives in the field prior to the beginning of excavation.

Notes:

1. Classified excavation required beyond the specified trench width of three feet shall be included in the cost of the sewer line.

2. Should the Contractor believe that their cost of classified excavation is greater than that established by the Engineer in the Bid, then the Contractor shall include such additional cost in other bid items. No additional payment will be granted for classified excavation beyond the unit price established in the bid.
