Amendment 0001 and Questions & Answers for Brevard Sewer Project Solicitation
This document consists of Amendment 0001 to solicitation 12445226Q0005 issued by USDA-FS CSA East 12 (Atlanta, GA) and a compiled Questions & Answers document dated February 25, 2026. Amendment 0001, effective February 26, 2026, accomplishes three purposes: posting industry questions and answers received by the due date, posting revised solicitation documents necessitated by Q&A responses, and extending the quote submission deadline to March 11, 2026 at 5:00 PM EST. The solicitation requires contractors to submit five separate volumes: Acknowledgement of Amendments, Bid Guarantee, Technical Approach, Past Performance, and Price. Contractors must acknowledge receipt of this amendment prior to the submission deadline or risk rejection.
The Q&A document addresses 46 questions spanning site access, proposal format, technical specifications, project requirements, and contract administration. Key clarifications include confirmation that this is a brand new contract with no incumbent, that contractors may reference subcontractor experience for specialized work portions, that electrical details are included in revised sheets E-01 through E-03, that soil borings are unavailable and "Classified Excavation" bid items account for rock removal, that the contractor is responsible for compaction testing, and that directional boring is a project requirement for river crossings. The government will not provide site visit attendance rosters but encourages vendors to register on sam.gov's interested vendors list. Additional notable answers address water availability at hydrants, absence of hazardous materials, no permitting requirements for contractors, well point dewatering allowance subject to mitigation plan approval, one-lane traffic maintenance requirements, and potential period of performance extension for material/equipment lead times after award through reasonable negotiation.
