PARKING RESPONSIBILITIES AND GUIDELINES
The Facilities and Logistics Directorate (FLD) in the Mission Services Office (MSO) is responsible for the DARPA parking garage. The parking garage is open 24 hours a day, 365 days a year. The speed limit in the garage is 10 miles per hour.
There is no public parking at DARPA. Full-time on-site personnel (i.e., Government employees, contractors, janitorial, and café staff) are eligible for one parking space per person in the DARPA garage. Parking is available at Arlington County’s public parking garage at the Ballston Mall or on the street. Parking garage-related requests, questions and problems should be directed to facilities@darpa.mil or Ext 4777.
1. Parking Garage Operations
a. Requests to park in the DARPA parking garage must be submitted to FLD via email. FLD will maintain a waitlist and coordinate with the parking vendor when space becomes available.
b. Government personnel are given priority on the parking garage wait list.
c. With the exception of official DARPA vehicles, only vehicles privately owned, rented, or leased by authorized personnel and registered with the parking vendor (i.e., current contract) are authorized to park in the garage. Personnel must present a current on-site DARPA badge and parking hangtag to the on-duty security officer and activate the badge reader prior to entry.
d. Daily garage parking is based on a first-come, first-served basis.
e. Smoking and vaping is prohibited within all areas of the garage and in vehicles.
f. Designated parking spaces will be used to park motorcycles.
g. Oversized vehicles (i.e., vans, trucks, and vehicles that are too wide, too long, or too tall to safely fit into the garage, or because their size would require more than one parking space) are not permitted to enter or park in the garage. The garage entrance is approximately seven feet tall.
h. 1.H. Cargo boxes, wooden pallets, equipment, special event, and other supply-type items will not be stored in the parking garage without approval of FLD.
i. Parking in unauthorized spaces or marking spaces for personal use is prohibited (e.g., setting up parking barriers or cones). Parking must be within the marked lines, and the use of multiple spaces is prohibited.
2. Parking Vendor Contracts, Rates, Payments, and Hangtags
a. The parking contract is between the parking vendor and the individual. DARPA is not a party to the contract and will not arbitrate disputes on behalf of either party.
b. Monthly parking rates and financial terms of the contract are subject to change based on market conditions and/or actual costs incurred by DARPA to administer and maintain the garage.
c. Parking rates for motorcycles are the same as those for four-wheeled motor vehicles.
d. DARPA is not liable for damages to privately owned vehicles, lost or damaged personal property or for injuries that occur in the parking garage. Personnel shall contact FLD or the Security and Intelligence Directorate (SID) if an accident, damage, or theft occurs.
e. Subletting a contract to another individual or lending a parking permit to another person not listed on the contract is strictly prohibited.
f. Companies are not permitted to lease parking spaces in the DARPA garage. Only individuals may hold parking contracts and must pay the rental rates with their personal funds. Company credit cards will not be accepted for payment of the parking vendor’s monthly invoice.
g. Parking contracts include additional terms and conditions that must be followed and are not set forth in these rules and regulations.
h. If monthly parking contract fees are not received by the parking vendor, the vendor will notify the FLD parking point of contact. A pattern of late payment or lack of payment will result in the suspension or revocation of parking privileges. Parking privileges may not be automatically reinstated with the parking vendor’s receipt of payment.
i. If payment is not received by the parking vendor before parking tags are forwarded to DARPA, that individual will not receive a hangtag and will be restricted from parking in the garage. If the payment issue is resolved, a temporary parking pass can be provided until the monthly pass arrives from the parking vendor.
j. Parking privileges may be revoked or suspended based on unsafe or illegal acts or conditions, illegal parking, violation of the parking rules, security reasons, safety issues, or when it is in the best interest of the Government.
k. Personnel who have their parking privileges revoked will be added to the bottom of the parking garage wait list should they request reinstatement of their parking privileges.
l. Contracts will be terminated by the parking vendor immediately upon notification that the Government employee or contractor is no longer working on-site at DARPA.
m. Hangtags may be used on any vehicle used by the owner (e.g., rental cars and spouse’s car); those vehicles must also be registered with the DARPA parking vendor.
n. Personnel with a valid parking contract who forget their parking pass for a day will be granted access to the garage. The employee will present their badge for validation and must contact FLD for a temporary parking pass for that day.
3. Government Vehicles, Vanpools, and Carpools
a. Government-owned or leased vehicles park for free in reserved parking spaces.
b. Vanpools and carpools pay the normal monthly rate to park in the garage. Due to their length, parking spots have been designated for vanpools in the garage. There are no specific or reserved spots for carpool vehicles.
c. One hangtag will be issued for each carpool and vanpool. Carpool members are authorized to move the parking pass among the members.
d. Parking contracts for each carpool will list all member drivers and vehicles. Parking contracts for vanpools will list all drivers, occupants, and vehicles.
4. Electric Vehicles (EV), Hybrid Vehicles, and Bike Cages
a. There are two lessor-provided EV charging stations in the garage near the entrance ramp. Complete details regarding the charging stations, their usage, and fees are in the DARPA Electric Vehicle Charging Station Guide (Attachment C).
b. Electric/Hybrid vehicles are not allowed to plug into garage electrical outlets.
c. There are no assigned or reserved parking spots for electric/hybrid vehicles.
d. As a Government agency, DARPA cannot legally provide any subsidy, or special rates, including free electricity, for electric/hybrid vehicles.
e. DARPA Government and contract personnel can use the parking garage’s bike cages for free and without a parking garage contract. Riders are prohibited from wearing bicycle shoes in the building.
Showers and free day use lockers are available in the 3rd floor locker rooms.
5. Handicapped Parking
a. There are 12 handicapped vehicle parking spots in the garage. Handicapped parking spots are filled on a first-come, first-served basis and are not assigned by name to individual parking contract holders.
b. Personnel who illegally parked in handicap spaces will be required to remove their vehicles immediately.
c. If a person is temporarily handicapped with a doctor-certified short-term handicap note/placard (e.g.
post-surgery), they will be moved to the front of the parking garage wait list and immediately receive a parking contract.
d. Personnel who are temporarily handicapped (e.g., post-surgery) will be allowed to park in the garage for the duration of their injury/recovery time annotated on their doctor’s note. When they have sufficiently recovered per their doctor and no longer warrant a handicapped parking space, they will be returned to their original spot on the parking garage wait list.
e. Personnel with a permanent handicapped license plate issued from an official department of motor vehicles will be placed on the FLD handicapped person parking contract wait list.
6. Very Important Person (VIP) and Visitor Parking
a. All requests for VIP parking must be submitted to the Visitor Welcome Center (VWC) at least 24 hours prior to the scheduled meeting date. VWC will make every effort to accommodate each request in a timely manner. The VWC will coordinate with SID for request approval and to block off and reserve the required parking spaces.
b. The following categories of VIPs will be allowed to park in the building: active-duty military flag officers, Senior Executive Service (SES) employees or other Government equivalent, former DARPA directors, congressional staffers, civilian industry officials, and retired military/SES personnel who are sponsored by the Director’s office.
7. Security, Safety, and Cleaning
a. To gain access to the garage, all vehicles must be in a safe, operable condition and in compliance with applicable laws and regulations (i.e., current license tag, safety inspection, and meet vehicle insurance requirements).
b. Vehicles that are mechanically disabled will not be allowed in the garage. If a vehicle becomes mechanically disabled after entry into the garage, it must be removed from the garage within 5 working days. The following information must be forwarded to FLD via email, with the subject line, “Parking”: name, contact information (e.g., cell phone number); make, model, and color of vehicle; vehicle tag number; parking space number; and estimated time the car will be parked in the garage.
c. SID will notify FLD as personnel out-process or upon discovery that a person is no longer employed at DARPA and, therefore, no longer allowed to possess a parking contract/pass.
d. Personnel must notify FLD, in advance, if they intend to leave their vehicle overnight in the garage.
FLD will notify SID upon review of the request. The employee will be notified when the request is approved.
e. All vehicles are subject to inspection by security personnel while in the garage as determined by the security posture in the building based on security or safety concerns.
f. Vehicles may be moved or towed without notice if there is a security or safety concern.
g. Vehicles may not be used to store hazardous materials and contraband as prohibited by law or DoD policy.
h. Vehicles are prohibited from parking or being left in any area that is not specifically designated for parking.
i. Personnel shall report any injuries that occur in the garage to FLD and/or the Security Control Center (SCC) at email at scc@darpa.mil or by calling Ext. 4660. The email or phone call must include the date, time, description of injuries, and circumstances surrounding the injuries. This information may be shared by FLD with the building lessor, Washington Headquarters Services (WHS), and General Services Agency(GSA).
j. Items listed in the DARPA Security Guide, Appendix B - Prohibited Items, Sections 1-5 and 8, are also prohibited in the parking garage.
