Instructions to Quoter
SOLICITATION POINT OF CONTACT

OVERVIEW
DARPA has a requirement for parking management and administration of its on-site, underground parking garage for DARPA employees. The parking garage has 515 parking spaces on 3 levels with approximately 625 monthly contracted parkers. The garage is to remain open for use 24/7, 365 days per year. The Government intends to award a Firm-Fixed Price (FFP) contract consisting of a one-year base period and four one-year option periods on a Best Value basis.
The North American Industry Classification System (NAICS) Code for this effort is 812930 “Parking Lots and Garages”. This requirement is a 100% Small Business set-aside and only qualified Quoters may submit quotes. You may participate by submitting your response under the instructions that follow.
QUESTION DUE DATE
Questions to this solicitation are due by 2:00 PM Eastern Standard Time on Thursday, September 30, 2021. The Contracting Officer is the sole point of contact for all questions under this solicitation. Quoters shall submit all questions using the Questions Matrix in Attachment 8 via email (Subject Line: Parking Garage Management Questions – [Quoter Name]) to the Contracting Officer (KO) at HR001121Q0014@darpa.mil. Questions received after the question’s deadline may be considered by the KO but are not guaranteed to be addressed.
Questions directed to other sources will not be addressed. Questions will be answered in an amendment to this solicitation.
TOURS
A tour of the DARPA parking garage is scheduled for Thursday, September 30, 2021 at 9:00am at 675 N. Randolph Street, Arlington, VA 22203. Parking is available at the Ballston Mall parking garage (entrance off of Randolph Street) directly across the street from the DARPA building. Please leave ALL electronic devices (phones, cameras, recording devices, fitbits, etc.) in your vehicle, they are not allowed on the DARPA premises. Please arrive no later than 8:45am to allow time for security screening and check-in/badging. Tour will depart promptly at 9:00am.
Participation is limited to one (1) person per company. If you plan to attend the parking garage tour, please respond via email to HR001121Q0014@darpa.mil with the name of the company and the participant by close of business (COB) Monday, 27 September 2021. Official Visitors to the DARPA Facility, in accordance with DARPA Guidance for COVID-19 Vaccination Attestation and Screening Testing for Unvaccinated Personnel (Reference: Force Health Protection Guidance (Supplement 23) – Department of Defense Guidance for Coronavirus Disease 2019 Vaccination Attestation and Screening Testing for Unvaccinated Personnel, 7 Sep 2021):
a. Official visitors will complete DD Form 3150; and
b. Maintain a copy of the completed DD Form 2150 and show it to authorized DoD personnel, upon request
c. Failure to complete the DD Form 3150 may result in denial of access to the DoD facility to which access is sought.
d. Unvaccinated visitors, visitors who refuse to provide vaccination status, or visitors with medical or religious reason, must provide proof of a negative COVID-19 test taken within 3 calendar days of visiting DARPA.
e. Visitors may provide proof of vaccination or negative COVID-19 test results in advance or present to the VWC personnel during visitor processing.
f. Visitors who do not have proof of vaccination or negative COVID-19 test will be denied entry.
QUOTATION SUBMISSION REQUIREMENTS
Quoters should read the entire solicitation document, including all attachments, before submitting questions and/or preparing your quotation. Omission of any information from the quotation submission requirements may cause rejection of the quotation. File names must be labeled with the volume number and Quoter name. It is the sole responsibility of the Quoter to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Submissions shall not be locked, encrypted, or otherwise contain barriers to opening. All quotation documents shall be in Adobe (.pdf) or compatible format except portions of the price submission which shall be in MS Excel 2016 (.xlsx) or compatible format.
Attachment file sizes may not be larger than 10MB.
Quoters must adhere to Volume numbers, format and/or templates, and page limitations. If page limitations are exceeded, where page limits are expressed, the excess pages will not be evaluated.
Text shall be at least single-spaced, on 8 1/2 x 11-inch paper when printed, with a minimum one-inch margin all around. Pages shall be numbered consecutively. Any foldout pages beyond 8 ½ x 11 dimensions will be counted as two (2) pages.
Print shall be of a minimum 10-point font size or a maximum 10 characters per inch spacing including graphic presentations and tables. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Table of contents will not count toward the page limit.
Quotes must be submitted in two (2) volumes:
Volume 1: Technical Volume 2: Price
QUOTATION DUE DATE
Quotations are due by 10:00 AM Eastern on October 19, 2021, via email (Subject Line: Parking Garage Management Quote – [Quoter Name]) to the Contracting Officer at HR001121Q0014@darpa.mil.
SUBMISSION REQUIREMENTS
Cover page (1 page)
Quoter must submit a one (1) page cover page that includes the following:
a. Name of Quoter
b. Solicitation Number
c. Subject - “DARPA Parking Garage Management & Administration”
d. Date quote is submitted, quotes shall be valid for at least 120 days from the date of submission;
e. Business Size and Socioeconomic Status – Status must be certified by the Small Business
Administration (SBA) – verification will be through Dynamic Small Business Search
(DSBS)
f. Cage Code and DUNS Number.
g. Contact information for technical and cost issues or questions.
h. Statement of Quoter’s compliance with the solicitation terms and conditions, and acknowledgement of all amendments.
i. Signature of person with the authority to commit the organization
Volume 1: Technical
The technical volume shall contain the following elements:
Factor 1 – Management Approach (not to exceed 20 pages)
The quoter shall provide a technical proposal that describes the quoter’s understanding and approach in satisfying all aspects of Section 3 (Requirement) in the Performance Work Statement (PWS). In addition, the quoter shall provide a Contractor Quality Control Plan, Section 4 of the PWS, which demonstrates their ability to manage the contract in a timely and quality manner across all tasks in the PWS.
Factor 2 – Past Performance (not to exceed 2 pages, questionnaires do not count against page limitations as they will be submitted directly from customers to the government) The Quoter shall ensure submittal of relevant (i.e., same scope/magnitude) and recent (within the past three (3) years) past performance. Relevant and recent past performance shall be completed and submitted by your customer using Attachment 6 of the solicitation. Up to three (3) questionnaires may be submitted to the Government (the Government will evaluate more relevant and recent contract performance favorably).
Completed questionnaires shall be submitted, by the customer for which you have a contract, directly to the government via email to HR001121Q0014@darpa.mil (Subject Line: Parking Garage Management Past Performance Questionnaire) prior to the proposal due date.
It is the quoter’s responsibility to ensure customers have submitted questionnaires in a timely fashion. In addition, quoter shall provide the following information in this volume on customers who were requested to send in questionnaires:
a. Name of the organization that will be providing the reference;
b. Name of the point of contact (POC) familiar with contract performance;
c. POC telephone number;
d. POC email address;
e. Contract number;
f. Period of performance;
g. Dollar value of contracts and any other pertinent information useful in making contact with the service receiving organization.
Volume II – Price
Factor 3 – Price (no page limit)
a. The price quote shall be based on contractor’s understanding of the PWS and any other requirements in the RFQ.
b. Quotes shall provide a basis for the price, identifying all proposed labor categories, labor rates, and labor hours and subcontracts (if applicable):
c. Quoter must include a Microsoft Excel format version. The electronic submission of the Excel spreadsheet shall NOT be blocked for editing.
d. FAR 52.217-8, Option to Extend Services Clause, will be incorporated in the contract.
Quoter shall also provide rates for the six (6) month period following the final option year in Attachment 4 equal to one-half the proposed price of Option period four (4).
Evaluation Criteria
EVALUATION OF QUOTATIONS
All information provided in quotations is subject to evaluation. Failure to provide required quotation information may result in the Government disqualifying the Quoter’s quotation from further evaluation. The Government will evaluate quotations in accordance with the evaluation criteria set forth in Addendum to FAR 52.212-2 of this solicitation. This solicitation includes all evaluation criteria that the Government will use to evaluate Quoter’s quotations. In evaluating a Quoter’s quotation under any of the evaluation criteria, the Government may use the solicitation and all of its attachments, including the PWS, to evaluate the Quoter’s understanding, approach, and demonstrated performance to meet the Government's requirements.
The Contracting Officer may summarily reject any quotation not substantially in compliance with the terms and conditions of the solicitation.
USE OF NON-GOVERNMENT ADVISORS
Quoters are advised that any technical, managerial and price data submitted to the Government in response to this solicitation may be released to non-Government advisors that have signed non-disclosure agreements for review and analysis. Any objection to disclosure shall be provided in writing to the Contracting Officer within ten (10) calendar days of solicitation issuance and shall include a detailed statement of the basis for the objection. The detailed statement shall identify the specific portions of the quotation the Quoter objects to disclosure to non- Government advisors.
COMMUNICATIONS
The Government reserves the right to make an award without communications with Quoters.
The Government reserves the right to communicate with Quoters after receipt of quotes to clarify or resolve any minor or clerical discrepancies (as deemed by the Contracting Officer).
Clarifications and/or resolution of minor discrepancies are not considered alterations to quotes.
The Government also reserves the right to hold exchanges with one or all Quoters. Exchanges are anything that results in an alteration to a quote. After quotation assessment, the Contracting Officer may award the contract to the Quoter determined to represent the best value to the Government, or the Contracting Officer may obtain additional information from or negotiate a price reduction with any Quoter to improve the terms of the deal reflected in its quotation.
BASIS OF AWARD AND EVALUATION FACTORS
Basis of Award
a. Award of an FFP contract will be made on a competitive basis, using best value tradeoff among price and non-price factors as described in FAR 13.106-2.
b. In accordance with FAR 13.106-2 the Government intends to evaluate offers and award a contract on the basis established in the solicitation. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government may reject any or all quotes if such action is in the best interest of the Government; the Government may accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.
EVALUATION CRITERIA
The Government will use the following evaluation factors to evaluate quotations:
Factor 1 – Management Approach Factor 2 – Past Experience Factor 3 – Price
The Government will not assume that the Quoter possesses any capability or knowledge unless it is specified in the quote.
Factor 1 – Technical The evaluation will assess the quoter’s understanding and approach in satisfying Section 3 (Requirement) of the Performance Work Statement (PWS). The quoter will be evaluated on how well the contractor quality control plan addresses quoter’s ability to manage the contract in a timely and quality manner across all tasks in the PWS.
Factor 2 – Past Performance The Government will evaluate each quoter’s recent and relevant past performance based upon customer satisfaction with the services provided on past or current contracts. Past Performance may also be evaluated using one or more of the standards outlined in FAR 13.106-2 (b)(3)(ii).
Note: In the case of Quoters for which there is no information on past contract performance or where past contract performance information is not available, the Quoter will not be evaluated favorably or unfavorably on Factor 2: Past Performance. In this case, the Quoter’s past performance is unknown and assigned a performance confidence rating of “neutral.” Although the Evaluation Team will not rate a Quoter that lacks recent, relevant past performance favorably or unfavorably with regard to past performance, the Decision Authority may determine that a “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past experience rating in the best value trade-off.
Factor 3 – Price Price will be evaluated separately from technical and past performance factors. Prices submitted by each quoter will be evaluated to determine if the price proposed by the quoter is fair and reasonable. The Government shall use proposal analysis techniques at FAR 15.404-1 to determine Price Reasonableness. The proposed price will be evaluated to ascertain consistency with the approach described in the quoter’s technical quote.
Quoters are advised that FAR 52.217-8, Option to Extend Services, is included in this solicitation. When proposing prices for the base and options, quoters should consider that the Government may choose to exercise the option to extend services at the end of any period of performance (base or options), utilizing the rates in effect during the period of performance in which the option is exercised. For the purpose of evaluation, the Government assumes the option will be exercised at the end of the Option four (4).
EVALUATION RATING TABLE FOR NON-PRICE FACTORS
Non-price factors (Technical Approach and Past Performance) will have a combined evaluations utilizing the confidence assessment ratings listed below:
Confidence Rating Description
High Confidence Quote indicates an approach, understanding, and evidence of successful recent and relevant past performance such that negligible risk exists that the Quoter can meet all and exceed some of the requirements.
Confidence Quote indicates an approach, understanding, and evidence of successful recent and relevant past performance such that some risk exists that the Quoter can meet all of the requirements.
Low Confidence Quote does not indicate an approach, understanding, and evidence of recent and relevant past performance such that significant risk exists that the Quoter can meet the requirements.
