About this file

This justification document approves the use of other than full and open competition for the acquisition of 30 trucks by the Regional Procurement Support Office in Frankfurt, Germany on behalf of the Bureau of Political-Military Affairs, Office of Global Programs and Initiatives. The trucks, consisting of 20 Toyota/Isuzu/Robin pickup trucks and 10 Mitsubishi trucks, will be used by the Mbaye Diange Tactical Training Center in Thies, Senegal and must match the center's existing fleet of 100% Toyota/Isuzu/Robin small pickups and 75% Mitsubishi flatbed carriers in order to maintain operational compatibility. The justification cites the brands' availability of parts and service infrastructure in Senegal as the basis for restricting competition under the "one responsible source" authority. The requirement will be competed between local Toyota/Isuzu/Robin and Mitsubishi dealers with award going to the lowest price technically acceptable offer. The total estimated cost is $1,354,000.
