About this file
This document contains the Questions and Answers for RFP B 26075 issued by the Illinois Department of Human Services (IDHS). The RFP is for an industrial high-capacity shredder with an automatic feeder and baler, as well as initial training and 2-year repair and maintenance. The key details include:
The current filtration system can be used along with the inline filtration system requested in the bid to prevent paper dust in the warehouse. A filtration system with containers to be emptied is preferred. Color and white paper will be separated at the sort station, with a prebale divert to ensure only paper is baled. Four screens of varying sizes (0.5 inch, 1 inch, 2 inches, and 3 inches) are required to accommodate the different particle sizes for paper and electronics. IDHS wants to run paper at 3 tons per hour but does not require the same rate for electronics destruction. The payment terms allow the vendor to invoice 25% upon delivery and the remaining balance after installation, testing, staff training, and IDHS acceptance.
The current exhaust fan specifications are provided, and IDHS notes that the current power may not be sufficient for the new shred system, which would need to be addressed if a bid is awarded. IDHS has forklifts but may require the winning bidder to provide equipment for the system installation.

Question and Answers for RFP B 26075
Q. Could the current filtration system that is already there be used if needed and how would you like dust to be stored?
A. Current vents and fans could be used if needed in addition to the inline filtration system being requested as part of the bid in order to prevent paper dust in the warehouse. A filtration system with containers to be emptied is preferred.
Q. Is the divert system needed for color paper and white paper?
A. Color paper and white paper would be separated at the sort station. A prebale divert would ensure only paper is bailed, and the electronic particles would be diverted to discharge into a gaylord when they are being run through the shred system.
Q. Would a different screen be needed for paper and electronics? If yes how many and what sizes?
A. Yes, the paper particles would need to be a smaller size than the electronic parts. The total number of screens needed would be 4. The screen sizes would be ½ inch, 1 inch, 2 inches, and 3 inches.
Q. Does IDHS want to run both paper and electronics at a rate of 3 tons per hour?
A. IDHS wants to run paper at 3 tons per hour at a secure and baleable level. IDHS would also like to have the ability to destroy basic computer parts such as laptops, hard drives, pc towers, etc. but not at 3 tons per hour.
Q. In D.2.1.4 it states shredder, but shouldn’t it say baler?
A. Yes, D.2.1.4 should state “The baler should have the ability to produce strapped bales for most paper particle sizes generated”
Q. Are payment terms negotiable?
A. MILESTONES AND DELIVERABLES:
Equipment Delivery to IDHS:
Vendor may invoice IDHS 25% (twenty-five) of total cost once equipment has been delivered to DHS. The Vendor may invoice for the remaining balance following equipment installation, field (on-site) testing, IDHS staff demonstration on operations, IDHS acceptance and project completion.
Q. What are the specs of the current exhaust fan?
A. Model Number-FKD16XL Serial Number-1004206934 Volts-115 Watts-1338 Hz-60 Amps-11.8
Q. Is there enough power to run the new shred system in current location?
A. Most likely there is not at this time. Once a bid is awarded and specific power requirements are provided by the vendor those requests can be handled by IDHS.
Q. Is there equipment on site to move shred system into place upon delivery?
A. IDHS does have forklifts but not likely big enough to move the items for the shred system. Most likely the winning bidder will need to bring equipment on site for installation.
