Section B: Description of the Supplies/Services Required
The purpose of this requirement is to replace a 14-ton Heat Recovery Condensing unit and 1 Mode Control Unit for VRF System #2 in Air Force Building #1651. The existing HVAC units are not working properly and are beyond repair. The required brand name equipment is listed below.

Section C: Justification for Soliciting from a Single Source or Brand Name
The purpose of this justification is to document the supporting rational for a Brand Name requirement. The brand name items specified above are required to restore adequate HVAC at Air Force Building #1651.
Market research indicated that multiple contractors are capable of performing the labor portion of this requirement, but the brand name items specified above are required in order for the HVAC system to function properly. The parts that needs replaced are from a Trane/Samsung partnership that no longer exists, that is ultimately a Samsung system with the Trane/Ingersol Rand decal. A Samsung authorized technician did an on-site evaluation and made the recommendation of replacement parts brand requested above, based on compatibility with existing remaining components. Variable refrigerant flow systems are designed to communicate and work as a cohesive unit and use proprietary communication protocols so that outdoor and indoor units operate effectively. Mismatched components could lead to reduced efficiency and performance issues. Not using the brand name items specified above would result in an additional requirement to replace the entire HVAC system at Air Force Building #1651. The expense of a completely new HVAC system installation would not outweigh the benefit of replacing only the brand name items specified above to restore adequate HVAC at Air Force Building #1651. Therefore, this requirement for brand name items is justified.
Section D: Efforts to Obtain Competition
Market research indicated that at least two offers from small businesses will be received in response to the solicitation for this brand name requirement. Therefore, the recommended acquisition strategy for this requirement is to publish a combined synopsis/solicitation to the contract opportunities website SAM.gov, as a 100% Small Business Set-Aside.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to research and evaluate each requirement to determine if the supply is capable of meeting the government's need prior to awarding a sole source contract to include conducting a market survey to determine potential
