JOINT RESERVE BASE

September 24, 2024

STATEMENT OF WORK

Replacement of 14-ton Heat Recovery Condensing unit and 1 Mode Control Unit for VRF System #2 in Building 1651

GENERAL

This Statement of Work (SOW) defines the requirements for the replacement of one each, 14-ton R-410A VRF Heat Recovery Condensing unit and one each six port Mode Control Unit (MCU) for Building 1651.

1. WORK TO BE ACCOMPLISHED

All approvals and coordination for this statement of work shall be managed by the Contracting Officer (CO). The selected Contractor shall provide all equipment, material, transportation, and labor necessary to perform the scope of work as specified below.

Current layout, mechanical drawings, unit addressing, and TAB reports are available.

Authorized Samsung VRF representative recommends Samsung DVM S2 R-410A unit for compatibility with remaining system components and cassettes, per manufacturer.

Contractor to verify compatibility of replacement unit with existing system components to ensure proper operation and communications of system once completed. Current existing system is an IR/Trane/Samsung partnership that no longer exists. Units are Samsung units with the Ingersol Rand name stamped on them.

DEMOLITION PHASE

1.1 Evacuate/recover HPU#2 system completely of refrigerant/oils and dispose of properly.

1.2 Remove and dispose of properly one each Trane/Samsung Condensing unit #2 and

MCU #4.

CONSTRUCTION PHASE

1.3 Install New R410A Samsung DVM S2, 14-ton 208/230v 3ph VRF Heat Recovery Condenser and Samsung VRF 6-port MCU unit.

1.4 Nitrogen pressure test system per manufacturer’s specifications.

1.5 Vacuum test system per manufacturer specifications.

1.6 Program controls, commission system and charge with R410A to manufacturer's specifications.

1.7 Verify all indoor cassettes and entire system is communicating and operating properly.

2. GENERAL REFERENCES and PUBLICATIONS

The following are references and publications that can help provide guidance on proper practices and requirements for this project. The publications are referred to within the text by the basic designation only.

3. PRODUCTS

Materials:

3.1 Material not definitely specified shall be of quality used for the purpose in Commercial practice. Items not specified but required for the proper installation or repair of a specified item or work shall be provided. Items shall be of the proper type, size, and

Page | 3 material for the use intended.

3.2 Contractor Furnished Materials: The Contractor furnished materials shall include all associated equipment and appurtenances required for performing the work in accordance with the equipment manufacturer’s literature.

4. EXECUTION

WORK REQUIREMENTS:

4.1 Scheduling and Coordination: Prior to work commencement, the Contractor shall ensure that he/she is complying with the approved schedule, that work commences in accordance with the issued Notice to Proceed, and that work is coordinated with the assigned COR. The Contractor shall further determine that all required notices have been given and permits obtained.

4.2 Scheduling and Sequence of Work: The work shall be performed in such a manner as to minimize interruption of the normal duty day of Government activity.

Certain areas of the facility will be vacated as necessary for required work to be performed. Prior to commencement of work, the Contractor shall meet with the COR so that the planned sequence of work and/or schedule may be reviewed and approved.

4.3 Interruption of Utilities Services: Interruptions shall be kept to a minimum and may only occur at such times and duration as approved by the CO. All utility interruptions shall be reviewed and accepted by the COR before approval is provided. Currently, NAS FW JRB Public Works requires a fourteen (14) day prior notification for a Utilities (Water, Gas, and Minor Power) shutdown. Major Power Outages require a twenty-eight (28) day prior notification.

4.4 Material, equipment, tools, and workers shall be scheduled on the site in a timely manner to avoid delay in work. Items of material shall be inspected to make certain they are following the specifications and are free from defects and damage.

4.5 Measurements: Before fabrication, the Contractor is responsible for obtaining/validating all necessary field measurements.

4.6 Protection of Government Property: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

4.7 Utilities: The Contractor shall protect all utilities as well as electrical and mechanical services. Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities.

4.8 Dust and Debris Control: The Contractor shall limit the spread of dust and debris to the surrounding buildings as well as avoid the creation of a nuisance or hazard in the surrounding area. Waste and debris resulting from the work being performed shall be cleaned up daily and promptly removed from the activity.

PERFORMANCE:

4.9 Workmanship: Skilled personnel shall execute in a careful, neat, and proficient manner and in compliance with accepted trade practices and prevailing industry standards. All work, including design, shall be executed in accordance with Unified Facilities Guide Specifications (UFGS), Uniform Mechanical Code (UMC), Uniform Building Code (UBC), OSHA standards, and specifically 29 CFR 1910 and 29 CFR 1926. All work on this contract shall comply with all Local, State, and Federal Environmental Laws.

All work shall comply with all current applicable Federal, State, and local regulations/codes/laws, and with all other applicable laws and regulations governing development, design, and construction at the site, whereby the most stringent of the applicable regulations/codes/laws are applicable.

4.10 Definition: As used herein, “replace” means provide new materials to replace existing or missing materials.

4.11 Minor Materials and Work: Minor materials and work not specifically mentioned herein but necessary for the proper completion of the specified work shall be furnished without additional l cost to the Government.

4.12 Unforeseen Major Repairs: Should deteriorated materials of a major nature be uncovered in the course of the work, it shall be brought to the attention of the CO.

Repairs shall be made as directed, in writing, and an adjustment will be made in contract price in accordance with the terms of the modifications.

4.13 Existing Work: Where existing work is changed or removed, or where new work adjoins, connects to, or abuts existing work, the existing work shall be altered as necessary and connected in a substantial and skillful manner. All new work shall match, as practicable, existing, adjoining, and/or adjacent similar work. Operations affecting existing work shall be conducted with care not to damage work in place, and all existing work damaged by such operations shall be rectified or replaced without additional expense to the Government.

REQUIRED FINAL SUBMITTALS:

4.14 Per UFGS 01 78 00, Section 1.7.1, the Contractor shall “assemble approved information in a binder and turn over to the Government upon acceptance of the work.”

The Government will also accept electronic versions of the warranty binder. Binder or CD label should include Building Number, Contract Number, and Contract Name. Binder or CD shall contain the following items:

4.21 Cross-reference to warranty certificates as applicable

4.22 Starting point and duration of warranty period

4.23 Summary of maintenance procedures required to continue the warranty in force

4.24 Cross-reference to specific pertinent Operation and Maintenance manuals

4.25 Organization, names, and phone numbers of persons to call for warranty service

4.26 Typical response time and repair time expected for various warranted equipment

4.27 All Operation & Maintenance manuals with preventative maintenance schedules

5. OTHER REQUIREMENTS

5.1 SCHEDULE: The Contractor shall provide a Schedule for CO approval. Work will be accomplished during normal Base operating hours, 0730-1630 hours, Monday- Friday. No work will be scheduled on weekends without prior written approval by the

CO.

5.2 IDENTIFICATION OF EMPLOYEES: The Prime Contractor shall be responsible for requiring each employee to display, company identification (i.e. uniform, hardhats, etc.)

this is approved by the CO.

5.3 EMPLOYEE PARKING: Contractor employees shall park privately owned vehicles in an area designated by the CO. Contractor parking will available as close to the Work Site as possible. Contractor employee parking shall not interfere with existing and established parking requirements of the Military Installation.

5.4 JOB SITE TOOLS AND EQUIPMENT: All hand tools and equipment shall be maintained in good working order and safely stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations.

5.5 SANITATION: The Contractor shall provide and maintain within the construction area minimum field type sanitary facilities approved by the CO. The portable sanitary facilities shall be securely attached to the ground to prevent blowing over.

Government toilet facilities will not be available to Contractor's personnel.

5.6 CLEANUP: The Contractor shall always keep the work area, and all surrounding areas, free from accumulations of waste materials. Before completing the work, the Contractor shall remove from the work and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the CO.

5.7 OCCUPATIONAL SAFETY: The Contractor shall be subject to No Notice Inspections under Occupational Safety and Health Act (OSHA) Program by Inspectors of the Department of Labor.

5.8 EXPLOSIVE OPERATED HANDTOOLS: The Contractor shall comply with OSHA Standard 1910.215(c) when utilizing explosive operated hand tools. Storage of explosive cartridges on the Installation shall be in metal containers and limited to one

(1) days' supply. The Contractor shall provide adequate controls to prevent loss/theft of cartridges used and stored on the Installation.

5.9 WELDING: Welding shall not be performed without first obtaining a welding permit issued by the Base Fire Department. All hot work including acetylene torch welding, cutting, brazing, soldering, or arc welding shall require a burn permit issued in advance.

5.10 GENERATED REFUSE: The Contractor shall take positive action to prevent Work generated refuse from entering the sewer system. The Contractor may use approved waste containers. This refuse and waste material shall be hauled in trucks with tight fitting beds and covers to prevent spillage on roadways. The Construction Site shall be kept neat, orderly, and safe for workers always.

5.11 RECYCLABLE MATERIAL: All removed metals are to be recycled by the Contractor at the NAS Fort Worth JRB Recycling Center or at an off-base recycling center. The amount of recyclable material and solid waste from demolition operations shall be documented on a Waste Tracker Form and submitted to the CO at the Project Closeout.

5.12 SCHEDULE OF SUBMITTALS: The 301 Base Civil Engineer Office will provide a submittal register identifying to the construction contractor what types or categories of material submittals, as well as format and quantities. The Contractor shall provide submittals per attached schedule to the CO for approval including but not limited to the indicated items.

5.13 SITE VISITATION: Prior to quotation preparation, it is highly encouraged that interested contractors visit the project site to satisfy themselves as to the character of the site and the amount and nature of work to be accomplished. The CO may arrange site visitation The Contractor is responsible for verification of all details, Page | 7 measurement, etc., prior to ordering materials and execution of work. Contractors shall inspect all site conditions necessary to base bid.

5.14 EXCEPTIONS, OMISSIONS, UNFORSEEN CONDITIONS: The Contractor shall immediately notify the CO in writing of any existing defects/deficiencies in this SOW.

5.15 TIME OF COMPLETION: Government estimated time for completion of work is 90 Calendar Days after the Notice to Proceed (NTP)
