About this file

This is a comprehensive 100% Bid Document specification package for VA Project 557-21-103 titled "Correct Critical Roof and Exterior Wall Deficiencies" at Carl Vinson Veterans Affairs Medical Center (VAMC). The project encompasses roof replacement and exterior wall corrections across multiple buildings including roofing system removal and installation, asbestos abatement where applicable, roof and deck insulation, flashing and sheet metal work, roof specialties and accessories, firestopping, and joint sealants. The specification establishes detailed requirements for General Requirements, roofing material preparation, demolition, asbestos abatement (Class II and EPA Category I), cast-in-place concrete, composite metal decking, rough carpentry, and thermal/moisture protection systems. The document mandates compliance with International Building Code (IBC), International Plumbing Code (IPC), National Fire Protection Association (NFPA) standards, ASTM standards, and VA-specific design standards including the Plumbing Design Manual (PG-18-10) and Barrier Free Design Guide.

The work encompasses building-wide roof system replacements using either PVC or TPO roofing membranes with minimum 20-year manufacturer warranties, meeting EPA Energy Star requirements with minimum Solar Reflectance Index ratings. Contractors must provide experienced installers approved by roofing manufacturers with five years of documented satisfactory service on similar installations. The contract requires a Critical Path Method (CPM) project schedule with approximately 200 work activities, monthly updates via cloud-based Procore software, and completion within 365 days for the base bid item with Item II offering a deduct for slate roof repairs. Critical submittals include Accident Prevention Plans, Activity Hazard Analyses, coordination shop drawings at 1:32 scale minimum showing all mechanical, plumbing, electrical, and structural systems, as-built drawings in AutoCAD format, operation and maintenance manuals, and comprehensive quality control documentation including field testing reports for fastener pull-out resistance and seam adhesion testing. The specification emphasizes maintaining building security, infection control procedures during occupied facility construction, coordination with VA medical operations, and strict environmental protection and construction waste management requirements including debris diversion and recycling.
