About this file
This is a Request for Proposals (RFP) for a construction project to correct critical roof and exterior wall deficiencies at Carl Vinson VA Medical Center in Dublin, Georgia. The Department of Veterans Affairs seeks a Service-Disabled Veteran-Owned Small Business (SDVOSB) to replace approximately 57,130 square feet of flat roofing and repair 11,342 square feet of slate roof shingles across multiple buildings (Buildings 1, 2, 3, 4, 25, 26, 27, 29, 41, and 62), including associated plumbing, mechanical adjustments, and lightning protection work. The contract is awarded on a firm fixed-price basis using the lowest price technically acceptable (LPTA) source selection method. The performance period is 365 calendar days from the Notice to Proceed, with offerors required to submit proposals by April 15, 2026 at 10:00 AM EDT via email to Pamela.Moffitt@va.gov. An organized site visit is scheduled for March 24, 2026, and Requests for Information are due by March 27, 2026.
Eligible offerors must be certified SDVOSBs registered in the SBA VetCert database, System for Award Management (SAM), and compliant with VETS 4212 federal contractor veterans employment reporting. The solicitation is 100 percent set-aside for SDVOSBs only, with NAICS code 238160 and a small business size standard of $19 million. Technical proposals must demonstrate experience with three prime contractor projects involving full roof replacements of occupied healthcare facilities completed within the last five years, along with detailed construction approaches, conceptual schedules, quality control and safety plans, staffing and management plans, and material procurement strategies. Offerors must provide a bid guarantee equal to 20 percent of bid price or $3 million, whichever is less, and comply with limitations on subcontracting (not exceeding 75 percent of contract value paid to non-certified SDVOSBs for special trade construction). Proposals require Volume I (price and contract forms) and Volume II (technical proposal), with pricing submitted using the prescribed proposal sheet. Construction wage rates are governed by Davis-Bacon prevailing wage determinations effective January 23, 2026, with rates varying by trade and county specifications.

The price evaluation will document fairness and reasonableness of the proposed price. Offers that include unreasonable, unbalanced, or incomplete pricing may not be considered for award.
b) Completeness: A proposal is complete when all pricing information required by the solicitation is provided in the format prescribed.
3.2. Factor 2 – Technical Proposal:
The Government's technical evaluation team will evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below. Offeror must receive a technical rating of Acceptable to be considered for award
Any Technical Proposal evaluated as "unacceptable" will render the entire proposal unacceptable and, therefore, not eligible for award.
