About this file

This is a Statement of Work (SOW) for the USDA Forest Service, Region 1, Salmon River Ranger District for an electrical rehabilitation project at the Salmon River Seed Orchard Pump Station in Idaho County, Idaho.

The project involves relocating overhead electrical power to underground power, installing a new 400-amp, 480-volt, 3-phase electrical disconnect switch on a new post, and replacing pump control panels that have suffered arc flash damage. Base work includes installing approximately 65 feet of 4-inch schedule 40 PVC conduit underground from the utility meter to the new disconnect panel, coordinating with Idaho County Light and Power to transition overhead lines to underground service, replacing one motor control panel with all associated fuses, breakers, and wiring, removing and replacing the wiring trough, and ensuring proper grounding of all wiring and panel boards. A third-party electrical inspector must provide quality assurance inspection. Two optional items are available: Optional Item 1 involves replacing an additional motor control panel, and Optional Item 2 includes replacing a second motor control panel and installing two 36-inch protective bollards painted yellow. The project magnitude is estimated between $25,000 and $100,000, with a performance period from August 28, 2026 through April 30, 2027, allowing no more than 230 consecutive construction days. A mandatory site visit is scheduled for July 7, 2026 at 11:00 AM MST. All work must conform to the International Building Codes, National Electric Code (NFPA 70), National Electrical Safety Code, and OSHA standards. Key personnel requirements include a prime contractor's representative, site foreman, and a licensed electrician.

STATEMENT OF WORK

USDA Forest Service, R-1 Salmon River Ranger District - Seed Orchard Disconnect and Electrical Life Safety Rehab

Nez Perce-Clearwater National Forests Idaho County, Idaho

GENERAL INFORMATION

This project is to relocate the overhead power to underground power, install a new electrical disconnect, and replace pump controls at the Salmon River Seed Orchard Pump Station. The project will correct several electrical deficiencies at the Salmon River Seed Orchard Pump Station, that have resulted in hazardous conditions and equipment failures. The project would include removing existing overhead power, weather head, and pole and replacing it with new underground service to new Type 4, 400A, 480V, 3 phased disconnect switch and post.

Removing existing electrical backboard and replacing with new pumpstation mounting assembly suitable for three NEMA Type4 Motor Control Centers.

Removing existing wire trough and connections to the 3 motor controllers and replacing with new wiring trough on the new pumpstation mounting assembly. Remove and replace one NEMA Type 4 Motor Control Center and make all final wiring connections to the pump for the pump controls with flash burn on it. The project includes all incidental trenching, bedding, back fill, 4” electrical conduit, removal and disposal of posts and boxes, and any other work required to make the pump station to meet current electrical code. Remount two (2) Motor Controllers and make all final wiring connections from the pump controls to the pump system for the base items.

There are 2 Optional items which include removing and replacing 2 NEMA Type 4 Motor Controls Centers to pumps indicated on the drawings as optional 1 and optional 2. Optional 2 also includes the installation of two 36” protective bollards, painted yellow.

BACKGROUND

This project is located at the Salmon River Seed Orchard. Travel 32 miles south of Grangeville on US Highway 95 to Forest Road 1187 on the right turn onto seed orchard road. Travel approximately 80 feet to the road on the right that takes you to the pumping station approximately 0.1 miles in. The project is off Highway US-95, just south of John Day Creek. The project is on the Salmon River Ranger District in the Nez Perce-Clearwater National Forests. The project location is at Latitude 45.579682, Longitude -116.297671 (Appendix 1 Map).

Idaho County Light and Power (ICL&P) currently supplies power to the site via three transformers(208-983-1610 or 208-507-0247 ask for Justin Mignerey[men-ray]). Power is wired through ICL&P meter (63752826 Y73100- 309F) and overhead to the pump station power pole (Appendix 2 Photos). The Salmon River Seed Orchard has a 480Y/277V CT Service.

There is no disconnect between the ICL&P utility electric meter and the and the motor control panels for the pumps. The power to the site is three phase and the power line travels overhead to the pump station pole directly above the pump house; this poses risks when work needs to be done on the pump using a backhoe or lift truck, power pole is currently leaning. The main purpose of this project is to move the overhead power to underground power and provide an electrical disconnect for the pump station site as well as a new electrical mounting panel structure to hold the new motor control panels, replace one motor control panel and all electrical components that suffered an arc flash. If funding allows the Forest Service would also replace the other 2 motor control panels and install protective bollards.

PROJECT LOCATION
